JOINT CIRCULAR

Guidelines for health examination of reserve officers

and persons selected for reserve officer training

Pursuant to Decree No. 26/2002/NĐ-CP dated March 21, 2002 of the Government on reserve officers of the Vietnam People's Army; after consultation with the Ministry of Finance through Circular No. 11003/TC-VI dated October 10, 2002, the Ministry of National Defense and the Ministry of Health hereby unify guidelines for health examinations of reserve officers and persons selected for reserve officer training as follows:

I. OBJECTS AND REGIME OF HEALTH EXAMINATIONS

1. Reserve officers who have been appointed by competent authorities to be assigned and appointed to mobilization reserve units shall undergo health examinations every two years.

2. Reserve officers who have registered for reserve positions but have not yet been assigned and appointed to mobilization reserve units shall undergo health examinations when there is a need for mobilization.

3. Cadres, civil servants, and individuals with university degrees or higher outside the military; reserve sub-officers grade 1; and university graduates who have been selected by agencies, units, schools located within districts, cities under provinces (hereinafter referred to as districts) to undergo reserve officer training according to the targets and tasks assigned by the Government shall undergo health examinations before undergoing reserve officer training.

II. PLANNING HEALTH EXAMINATIONS

1. The military office at the district level shall accurately grasp the number of current reserve officers, the recruitment quota for persons to undergo reserve officer training residing in the locality, and proactively coordinate with the district health center to develop plans for health examinations for reserve officers and persons selected for reserve officer training in accordance with Section I of this Circular, to be submitted to the District People's Committee for approval.

2. Agencies, units under provincial-level municipalities directly under the Central Government (hereinafter referred to as provinces) or centrally managed, and universities located within districts shall cooperate with the local military office in planning health examinations for reserve officers and persons selected for reserve officer training.

III. ORGANIZATION OF HEALTH EXAMINATIONS

1. The district health center shall be responsible for

1.1. Compiling the list of the health examination board to be submitted to the District People's Committee for consideration and decision in accordance with the guidance provided in Appendix No. 8 of Circular No. 13/TT-LB dated October 13, 1992 of the Joint Ministry of Health - Ministry of National Defense, which stipulates the procedures for health examinations, health checks, health standards, and health assessments, to implement the Law on Military Service (hereinafter referred to as Circular No. 13/TT-LB), and then report to the Provincial Department of Health.

1.2. Preparing locations and conducting health examinations for reserve officers and persons selected for reserve officer training according to the plan approved by the District People's Committee.

1.3. Being primarily responsible to the District People's Committee and the Military Service Council of the district for classifying and concluding the health status of reserve officers and persons selected for reserve officer training.

2. The military office at the district level shall be responsible for summoning the required number of reserve officers and persons selected for reserve officer training to appear at the designated time and location for health examinations.

3. The People's Militia Command of communes, wards, towns, and agencies, units with reserve officers and persons selected for reserve officer training shall be responsible for sending summons for health examinations from the military office at the district level to each individual subject to health examinations.

4. Reserve officers and persons selected for reserve officer training must present:

- Summons for health examinations issued by the military office at the district level;

- Identity card or reserve officer card;

- Files and results of previous health examinations for reference by the health examination board.

5. Classification of health status of reserve officers and persons selected for reserve officer training shall be carried out in accordance with the provisions of Chapter IV of Circular No. 13/TT-LB; Circular No. 14/TT-LB dated December 14, 1993 amending and supplementing Circular No. 13/TT-LB; and Circular No. 12/TTLB-BYT-BQP dated October 20, 1997 guiding amendments and supplements to Circular No. 13/TT-LB.

6. The cost of health examinations shall be covered by the local budget allocated for defense work at the district level, including:

6.1. The cost of health examinations for reserve officers and persons selected for reserve officer training shall be forecasted by the district health center, submitted to the District People's Committee for approval, managed, utilized, and settled with the district finance department. The specific amount of funding guaranteed for health examinations is as follows:

a. Transportation costs for equipment and means serving the medical team calculated based on market prices at the time of the health examination in the locality;

b. Consumables for health examinations for 1,000 people:

- 70% alcohol: 500 ml - 1.5V batteries: 6 pairs

- Absorbent cotton: 500 grams - Fire oil for boiling instruments: 5 liters

- Soap: 500 grams - White paper: 5 sheets

- Ballpoint pens: 10 pieces - Rulers: 5 pieces

- Pins: 1 box (1000 pieces)

c. During the training days for health check-up services, all members of the health check-up team shall be entitled to daily subsistence allowance equivalent to the current stipulated daily travel allowance within the district for civil servants and officials.

6.2. The budget for summoning and ensuring meals for reserve officers and those selected for reserve officer training shall be estimated by the military office of the district in accordance with specific local conditions but must ensure at least one day's meal for each person undergoing a health check-up, equivalent to one day's meal for an infantry soldier. This budget shall be submitted to the People's Committee of the district for approval; it shall be managed, utilized, and settled with the financial authority at the same level.

IV. MANAGEMENT OF HEALTH RECORDS FOR RESERVE OFFICERS AND PERSONS SELECTED FOR RESERVE OFFICER TRAINING

1. The health record book of reserve officers shall be established by the district health center and managed by the military office of the district; the results of each health check-up for reserve officers must be fully recorded in the individual health record book of each reserve officer for management purposes.

2. The health record form of persons selected for reserve officer training shall be established by the district health center; upon completion of the health check-up, it shall be handed over to the military office of the district (for targets including officials, civil servants; those who have graduated from university or higher and first-class reserve non-commissioned officers) or universities (for student targets who have graduated from university) to report to the competent authority as prescribed.

3. The health record form for persons selected for reserve officer training shall be implemented according to the model of the compulsory military service health record form.

V. IMPLEMENTATION

1. This Circular shall take effect fifteen days from the date of signature.

The budget for health check-ups for reserve officers and persons selected for reserve officer training as guided in this Circular shall apply from April 6, 2002 (the date Decree No. 26/CP takes effect).

2. In the course of implementation, any difficulties falling under the responsibility of a particular Ministry shall be promptly reported by relevant ministries, sectors, localities, agencies, and military units to that Ministry for resolution.
