Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Decree No. 91/2002/NĐ-CP dated November 11, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment;
Pursuant to Decision No. 47/2001/QĐ-TTg dated April 4, 2001 of the Government approving the "University and College Network Planning for the 2001-2010 period";
At the proposal of the Minister of Natural Resources and Environment and the Minister of Home Affairs,
DECISION:
Article 1. Approves the restructuring plan and development orientation for schools under the Ministry of Natural Resources and Environment with the main contents as follows:
1. Restructuring existing schools under the Ministry of Natural Resources and Environment during the 2004-2005 period. The restructuring aims to initially form some multi-disciplinary training institutions at the college and vocational high school levels in natural resources and environment, suitable to territorial zoning, meeting the current human resource training needs, including:
a) Establishing the Hanoi College of Natural Resources and Environment based on the merger of the Hanoi Meteorology and Hydrology College (located in Cau Dien Town, Tu Liem District, Hanoi) and the Central Land Administration High School I (located in Dong Ngac Commune, Tu Liem District, Hanoi);
b) Establishing the Ho Chi Minh City College of Natural Resources and Environment based on the merger of the Ho Chi Minh City Meteorology and Hydrology Cadre College (located in Ward 1, Tan Binh District, Ho Chi Minh City) and the Central Land Administration High School III (located in Tam Phuoc Commune, Long Thanh District, Dong Nai Province);
c) Renaming the Central Land Administration High School II (Ba Dinh Ward, Bim Son Town, Thanh Hoa Province) as the Central High School of Natural Resources and Environment.
2. Some development orientations for schools under the Ministry of Natural Resources and Environment during the 2010-2015 period. Based on the results of restructuring schools under the Ministry of Natural Resources and Environment during the 2004-2005 period, gradually consolidate and strengthen training capacity both in scale and quality for major specialties in the field of natural resources and environment (land management, meteorology and hydrology, environment, geology, surveying and mapping), combining diversification of other training fields according to actual social needs and implementing retraining and cadre training activities in the field of natural resources and environment in a regular and modern manner. During the 2010-2015 period, the development orientation for schools under the Ministry of Natural Resources and Environment is as follows:
a) Building a university on natural resources and environment (in Hanoi) based on upgrading a training institution under the Ministry that meets the necessary conditions and potential, or consolidating and merging with another training institution with a major specialty in the field of natural resources and environment;
b) Building a college on natural resources and environment in the central region (in Da Nang City or a central province);
c) Continuing to maintain and consolidate the Ho Chi Minh City College of Natural Resources and Environment as a key multi-disciplinary college in the Southeast region.
Article 2. The Ministry of Natural Resources and Environment shall be responsible for organizing the implementation of the restructuring of schools under the Ministry in accordance with the approved content; directing and ensuring the conditions for schools under the Ministry to operate under the self-management and self-responsibility mechanism in accordance with the provisions of the law.
Article 3. Pursuant to this Decision, the Minister of Education and Training decides within his authority the establishment and renaming of colleges according to the approved plan.
The Ministry of Home Affairs, the Ministry of Planning and Investment, the Ministry of Finance, and related ministries, agencies equivalent to ministries, agencies under the Government, People's Committees of provinces and centrally governed cities shall cooperate with the Ministry of Natural Resources and Environment and the Ministry of Education and Training in implementing this Decision.
Article 4. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
The Minister of Natural Resources and Environment and heads of relevant agencies shall be responsible for enforcing this Decision.
