Regarding the release of national reserve rice to support Nghe An Province to address the aftermath of floods and rainstorms

THE MINISTER OF FINANCE
Pursuant to the Decree No. 118/2008/NĐ-CP dated November 27, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Pursuant to Decision No. 1000/QD-TTg dated July 10, 2009 of the Prime Minister on providing financial and rice assistance to localities to mitigate the effects of floods and rainstorms;
At the proposal of the Director of the National Reserve Agency,

Article 1. The National Reserve Agency shall release (without charge) 1,000 tons of rice from the national reserve to support Nghe An Province for timely famine relief for those affected by floods and rainstorms.
Article 2. The National Reserve Agency is responsible for coordinating with the People's Committee of Nghe An Province to promptly organize the delivery and receipt of rice at district centers according to the provincial allocation plan.
The National Reserve Agency shall record the reduction in the national reserve capital for the aforementioned quantity of rice at the accounting price currently being tracked and report the final settlement of the relief goods in accordance with regulations.
Article 3. This Decision takes effect from the date of issuance. The Director of the National Reserve Agency, the Head of the State Budget Department, the Head of the Planning and Finance Department, the Director of the Price Management Agency, and the Director of the Ministry’s Office are responsible for implementing this Decision.
