Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Enterprise Law dated November 29, 2005;
Pursuant to Decision No. 155/2004/QĐ-TTg dated August 24, 2004 of the Prime Minister on issuing criteria and classification lists for state-owned enterprises and independent accounting subsidiaries of state-owned corporations.
Considering the proposal of the People's Committee of Cao Bang Province,

Article 1. Approves the Plan for the reorganization and renovation of state-owned enterprises directly under the People's Committee of Cao Bang Province for the period 2006-2007 as follows:
1. Convert into limited liability companies with one member (2 enterprises):
- Cao Bằng Irrigation Company,
- Cao Bằng Lottery Company.
2. Privatize, with the State holding more than 50% of the charter capital (2 enterprises):
- Baolac Commerce Company,
- Viet Lap Printing Enterprise.
3. Privatize, with the State holding a low level of shares or not holding shares at all (2 enterprises):
- Cao Bằng Hydroelectric and Metallurgy Company,
- Cao Bằng Chodang Limited Liability Company with one member.
Article 2. The Chairman of the People's Committee of Cao Bang Province shall be responsible for directing the implementation of the reorganization and renovation of state-owned enterprises directly under the People's Committee of Cao Bang Province according to the approved content and coordinating with political and socio-political organizations of the province to reorganize their enterprises in accordance with current regulations.
Article 3. The Ministries of Finance, Planning and Investment, Home Affairs, Labor, Invalids and Social Affairs and related agencies shall be responsible for coordinating with the People's Committee of Cao Bang Province in implementing this Decision.
The Steering Committee for Enterprise Renovation and Development shall be responsible for urging, guiding, and monitoring the implementation, and simultaneously proposing to the Prime Minister solutions to resolve difficulties during the implementation process.
Article 4. This Decision takes effect 15 days after its publication in the Official Gazette.
The Chairman of the People's Committee of Cao Bang Province and the heads of related agencies are responsible for enforcing this Decision./.
