PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to Decision No. 34/2007/QĐ-TTg dated March 12, 2007 of the Prime Minister on the issuance of the Regulation on the establishment, organization, and operation of inter-ministerial coordination bodies;

Considering the proposal of the Minister of Industry and Trade and the Minister of Home Affairs,

DECISION:

Article 1. The National Committee for International Economic Cooperation is established as an inter-ministerial coordination body, established by the Prime Minister to assist the Prime Minister in directing and coordinating the activities of ministries, sectors, and provincial people's committees regarding international economic integration.

Article 2. The National Committee for International Economic Cooperation (hereinafter referred to as the Committee) shall perform the following tasks:

1. Assist the Prime Minister in coordinating and directing ministries and sectors in formulating negotiation plans for international economic and trade within the framework of the World Trade Organization (WTO), the Association of Southeast Asian Nations (ASEAN), ASEAN and dialogue partners, the Asia-Europe Meeting (ASEM), the Asia-Pacific Economic Cooperation (APEC), and other multilateral economic and trade organizations related to Vietnam’s market opening commitments.

2. Assist the Prime Minister in directing and coordinating ministries, sectors, and centrally governed cities and provinces in activities related to economic integration with countries, territories, and multilateral organizations.

3. Study and propose policies on international economic integration to report to the Prime Minister.

4. Assist the Prime Minister in directing and supervising the implementation of commitments and obligations of Vietnam in multilateral economic and trade organizations.

5. Assist the Prime Minister in directing efforts to promote and negotiate recognition of Vietnam as a market economy.

6. Coordinate with relevant ministries and agencies in disseminating information, promoting education, and publicizing Vietnam’s commitments upon joining the WTO and bilateral and multilateral agreements on market opening.

7. Perform other tasks related to international economic integration assigned by the Prime Minister.

Article 3. Members of the Committee include:

1. Deputy Prime Minister: Chairman.

2. Minister of Industry and Trade: Vice-Chairman.

3. Deputy Minister of Industry and Trade concurrently serving as Head of the Government Delegation for International Economic and Trade Negotiations: Secretary-General.

4. Deputy Minister of Foreign Affairs: Member.

5. Deputy Minister of Finance: Member.

6. Deputy Minister of Planning and Investment: Member.

7. Deputy Minister of Justice: Member.

8. Deputy Minister of Agriculture and Rural Development: Member.

9. Deputy Minister of Science and Technology: Member.

10. Deputy Minister of Culture, Sports and Tourism: Member.

11. Deputy Governor of the State Bank of Vietnam: Member.

12. Deputy Director of the Central Office: Member.

13. Deputy Director of the National Assembly Office: Member.

14. Deputy Director of the Government Office: Member.

Article 4. Working regime:

1. The Committee operates according to the regulations decided by the Prime Minister. The Chairman of the Committee uses the seal of the Government. The Vice-Chairman and the Secretary-General use the seal of the Ministry of Industry and Trade.

2. The administrative support staff of the Committee is the Committee’s Office, organized by the Minister of Industry and Trade, which is a subordinate unit under the Ministry of Industry and Trade, having its own staffing and seal (without the national emblem). The functions and tasks of the Committee’s Office are determined and reported to the Chairman of the Committee by the Minister of Industry and Trade concurrently serving as the Vice-Chairman of the Committee.

3. The operational budget of the Committee is provided from the state budget through a second-level account managed by the Ministry of Industry and Trade.

Article 5. This Decision takes effect fifteen days after its publication in the Official Gazette and replaces Decision No. 70/2002/QĐ-TTg dated June 6, 2002 of the Prime Minister on the establishment of the National Committee for International Economic Cooperation.

Article 6. The Chairman of the National Committee for International Economic Cooperation, the Minister, the Head of a ministerial-level agency, the Head of an agency under the Government, and the Chairpersons of the People's Councils of provinces and centrally governed cities shall be responsible for implementing this Decision.The Chairman of the National Committee for International Economic Cooperation, the Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of People's Committees of provinces and centrally governed cities are responsible for implementing this Decision.
