Approving the "Master Plan for the National Physical Education and Sports Infrastructure System until 2020 with a Vision to 2030" Approving the "Master Plan for the National Physical Education and Sports Infrastructure System until 2020 with a Vision to 2030" (hereinafter referred to as the Master Plan), with the main contents as follows:

PRIME MINISTER

Based on the Law on the Organization of the Government dated December 25, 2001;

Pursuant to the Law on Physical Culture and Sports dated November 29, 2006;

Pursuant to Decision No. 629/QĐ-TTg dated May 29, 2012 of the Prime Minister approving the Family Development Strategy until 2020, with a vision to 2030;

1. To fully exploit and effectively utilize the potential, infrastructure system, and position of the Region, with Ho Chi Minh City as the leading force, to create a driving force for comprehensive development in the fields of culture, family, physical education and sports, and tourism, thereby promoting the cultural market, physical education and sports activities, and tourism throughout the country and other localities.

DECISION:

Article 1. 1. The Master Plan for the National Physical Education and Sports Infrastructure System shall inherit, utilize, and maximize the existing infrastructure system; implement focused investment in accordance with the economic and social conditions of the country.

I. GUIDING PRINCIPLES

2. The Master Plan for the National Physical Education and Sports Infrastructure System shall ensure synchronization, modernity, and compatibility with the national strategy and planning for physical education and sports development, as well as those of ministries, sectors, and localities.

3. Enhance state budget investment resources and encourage all social resources to participate in developing the national physical education and sports infrastructure system, aiming to narrow the gap with other countries in the region and continent.

1. General objectives.

II. OBJECTIVES

By 2020, the national physical education and sports infrastructure system will basically meet the needs of physical exercise and sports training at localities, regions, and areas; meet the requirements for training, coaching, improving athletic performance, and have the capacity to successfully host regional, continental, and some world-class sports competitions.

By 2030, Vietnam will be a country with a modern, synchronized national physical education and sports infrastructure system ranking high in the continent; some major sports centers will have facilities meeting international standards.

2. Specific objectives.

a) By 2020, land allocated for physical education and sports activities nationwide will be maintained stably at 3.5 to 4 square meters per person.

b) By 2020, the construction, renovation, and upgrading of modern sports facilities, national sports training centers, national physical education and sports training institutions, and other facilities serving physical education and sports activities managed by central authorities will be basically completed; each province and centrally-administered city will have at least three basic provincial-level sports facilities (stadiums, gymnasiums, swimming pools), including a suitable proportion of facilities meeting international competition standards; construction of sports facilities suitable for each locality's strong sports disciplines will be completed; and the construction of key sports centers serving as regional centers will be basically completed.

c) By 2020, the physical education and sports infrastructure system managed by the Ministry of Defense, Ministry of Public Security, Ministry of Education and Training, and Ministry of Labor, Invalids and Social Affairs will basically meet the requirements for physical training; organizing sports activities for cadres and soldiers; organizing high-performance sports training and competitions; and physical education and sports education in schools.

c) By 2030, the national physical education and sports infrastructure system will be basically complete, meeting Vietnam's requirements, making it a country with a developed physical education and sports sector in the continent.

III. MAIN DIRECTIONS

1. The national physical education and sports infrastructure system directly managed by the Ministry of Culture, Sports and Tourism.

a) National sports training centers:

Invest in upgrading and expanding existing national sports training centers, while building new ones, including:

- National Sports Training Center Hanoi: Includes Base I and Base II in Xuan Phuong Commune, Tu Liem District, Hanoi City and Base III in Tam Dao Town, Vinh Yen City, Vinh Phuc Province.

- National Sports Training Center Ho Chi Minh City: Includes Base I in Ho Chi Minh City and Base II in Binh Thuan Province.

- National Sports Training Center Da Nang: Has one base in Thanh Khe District, Da Nang City.

- National Sports Training Center Can Tho: Build new Base I in O Mon District and Base II in Binh Thuy District, Can Tho City.

- From now until 2020 and subsequent years, invest in building new national sports training centers: National Sports Training Center Sapa; National Sports Training Center Ha Nam; National Sports Training Center Dalat; National Sports Training Center Kon Tum; National Marine Sports Training Center Binh Thuan.

b) National physical education and sports training institutions:

Invest in upgrading, expanding, and modernizing universities of physical education and sports:

- University of Physical Education and Sports Bac Ninh: Includes Base I in Tu Son District, Bac Ninh Province and building new Base II in Ha Nam Province.

- University of Physical Education and Sports Ho Chi Minh City: Includes Base I in Thu Duc District, Ho Chi Minh City and building new Base II in Dong Nai Province.

- University of Physical Education and Sports Da Nang: Has one base in Lien Chieu District, Da Nang City.

c) Physical education and sports infrastructure system serving training and sports competitions:

- Invest in Phase II construction of the National Sports Complex in My Dinh Commune, Tu Liem District, Hanoi City, focusing on building new sports facilities to meet the requirements for hosting international sports competitions.

- Invest in constructing and upgrading other facilities serving physical education and sports activities, with a focus on facilities such as the Anti-Doping and Sports Medicine Center, Press and Media Operations Center, Vietnam Sports Hospital, Institute of Physical Education and Sports Science.

2. The national physical education and sports infrastructure system directly managed by other ministries and sectors.

a) The national physical education and sports infrastructure system within the armed forces:

- By 2020, complete the investment in constructing, renovating, and upgrading four national defense sports centers in four centrally-administered cities: Hanoi, Ho Chi Minh City, Da Nang, and Can Tho.

- By 2020, complete the investment in construction, renovation, and upgrading of 04 national defense physical culture and sports centers in 04 centrally governed cities: Hanoi, Ho Chi Minh City, Da Nang, and Can Tho.

By 2020, complete the investment and construction of two sports training centers for physical education, sports, and military training at Thanh Lieu Commune, Thanh Tri District, Hanoi City and at Binh Son Commune, Long Thanh District, Dong Nai Province.

b) The national physical education and sports infrastructure system serving physical education and sports in schools:

Implement investment in construction, renovation, and upgrading of the physical education and sports infrastructure system serving physical education and sports in schools directly managed by the Ministry of Education and Training and the Ministry of Labor, Invalids and Social Affairs to meet the requirements of physical education and sports activities in schools as stipulated by the Law on Physical Education and Sports, the Law on Education, the Law on Vocational Training, and other relevant laws.

3. The national physical education and sports infrastructure system directly managed by provinces and centrally governed cities.

a) Key sports centers performing regional center functions:

- Key sports centers performing regional center functions are provincial-level sports centers or multi-purpose sports complexes with large scale and high quality aimed at: Serving mass physical education and sports activities, high-performance sports, providing high-quality sports services; nurturing and enhancing the competence of managers and coaches; organizing and coordinating events with neighboring localities within the region; supporting the organization of sports training, coaching, and competition activities of neighboring localities within the region; organizing regional high-performance sports competitions, while assisting in organizing national and international sports competition activities.

- Regions are divided according to the economic and social zones defined in Decree No. 92/2006/NĐ-CP dated September 7, 2006, of the Government on the establishment, approval, and management of comprehensive socio-economic development plans. The selection of key sports centers of provinces and centrally governed cities performing regional center functions is based on economic and social conditions, geographical location, level of development of physical education and sports activities, and strong sports disciplines of the locality, aiming to maximize the role and impact of key sports centers on the region and the country.

- Provinces and centrally governed cities having sports centers playing the role of key sports centers performing regional center functions include:

+ Northern Midland and Mountainous Region: Thai Nguyen Province.

+ Red River Delta Region: Hanoi City, Hai Phong City, Quang Ninh Province, Nam Dinh Province, where Hanoi's sports center also serves as a national sports center, and Nam Dinh Province's sports center also serves as a southern Red River Delta sports center.

+ North Central Coast and Central Coast Region: Da Nang City, Nghe An Province, Khanh Hoa Province.

+ Central Highlands Region: Dak Lak Province.

+ Southeastern Region: Ho Chi Minh City, which also serves as a national sports center.

+ Mekong Delta Region: Can Tho City.

Key sports centers performing regional center functions must meet the following basic criteria:

+ Total area: From 40 to 50 hectares.

+ Having a stadium with a grandstand seating capacity of 20,000 to 30,000 seats that can meet the requirements for national-level sports training and competition; having 1-2 football and athletics practice fields; having 6 to 8 tennis courts; having outdoor training fields for sports such as volleyball, basketball, badminton, etc.

+ Having 1 aquatic sports complex with a grandstand seating capacity of 2,000 seats; 1 sports hall meeting national and international competition standards with a grandstand seating capacity of 3,000 to 4,000 seats; having 3 to 4 training halls.

The criteria for key sports centers performing regional center functions are specified by the Minister of Culture, Sports and Tourism. Sports facilities in key sports centers performing regional center functions need to meet higher criteria and larger scales, which will be reviewed and decided by the competent authority during the implementation process.

b) The physical education and sports infrastructure system of provinces and centrally governed cities, excluding the 11 provinces and centrally governed cities mentioned above.

- Multi-purpose sports complexes or sports centers of provinces and centrally governed cities meeting the requirements for athlete training, organizing local physical education and sports activities, and supporting national-level sports competitions.

- By 2020, complete the investment and construction of multi-purpose sports complexes or sports centers in some provinces and centrally governed cities, prioritizing investment in localities hosting or participating in organizing national and international sports congresses; after 2020, continue to invest in upgrading and expanding existing multi-purpose sports complexes or sports centers, and build new ones in remaining localities.

Multi-purpose sports complexes or sports centers of provinces and centrally governed cities need to meet the following basic criteria:

+ Total land area: About 15 to 20 hectares.

+ Having 1 stadium with a grandstand seating capacity under 20,000 seats that can meet the requirements for provincial-level sports training and competition; having 1 to 2 football and athletics practice fields; having outdoor training fields for sports such as tennis, volleyball, basketball, badminton, etc.

+ Having 1 sports hall meeting national competition standards with a grandstand seating capacity of 1,500 to 3,000 seats; having 1 to 2 training halls; having 1 outdoor or indoor swimming pool.

The criteria for multi-purpose sports complexes or sports centers of provinces and centrally governed cities are specified by the Minister of Culture, Sports and Tourism. Multi-purpose sports complexes or sports centers need to meet higher criteria than prescribed, which will be reviewed and decided by the competent authority during the implementation process.

IV. IMPLEMENTATION STRATEGIES

1. Enhance community and societal awareness.

- Ministries, sectors, localities shall strengthen the dissemination and enhance awareness of the importance of building and implementing the national physical education and sports infrastructure planning system, contributing to the development of the country's physical education and sports cause, with particular emphasis on the role of Party committees and local authorities.

- Strengthen propaganda work and raise community awareness to attract social attention, creating conditions for attracting investment resources to develop and effectively utilize the national physical education and sports infrastructure system.

2. Enhance the effectiveness of state management.

- Continue to perfect mechanisms and policies, with a focus on administrative reform, creating a favorable legal environment for investing in the construction of the national physical education and sports infrastructure system.

- Regularly survey and evaluate the current status, management, and utilization of sports facilities, ensuring that investments in construction, renovation, upgrading, and expansion of sports facilities are carried out according to approved planning and current laws; strengthen inspection, supervision, and strictly handle violations of the law.

- Closely and synchronously coordinate the implementation of the Planning with the process of implementing the National Physical Education and Sports Development Plan until 2020, with a vision to 2030, land use plans, overall urban construction plans, detailed urban construction plans, and local socio-economic development plans.

3. Mobilize investment capital.

a) Capital from the state budget:

- The central budget shall provide funding for new construction and upgrading of sports facilities under central management; support part of the costs for localities in areas with particularly difficult economic and social conditions.

- Local budgets shall provide funding for new construction and upgrading of sports facilities under local management; in cases exceeding authority, report to the Prime Minister for consideration and decision.

- The state budget shall support the socialization process in developing the national physical education and sports infrastructure system.

b) Capital mobilized through socialization:

- Continue to implement Decree No. 69/2008/ND-CP dated May 30, 2008 of the Government on policies encouraging socialization in education, vocational training, health care, culture, sports, and environmental activities, and other related documents, focusing on mobilizing all social resources to invest in developing the national physical education and sports infrastructure system, with particular emphasis on mobilizing capital from various economic sectors, especially from enterprises, while strengthening the mobilization of foreign capital, focusing on ODA, FDI, and assistance from foreign organizations and individuals in accordance with Vietnamese law.

- Strengthen socialization activities at public institutions operating in the field of physical education and sports to increase legitimate revenue for investment in developing the national physical education and sports infrastructure system.

- Promote public-private partnership investment models to attract private sector capital both domestically and internationally to invest in developing the national physical education and sports infrastructure system.

c) Develop sports economic activities to support investment in the national physical education and sports infrastructure system, including piloting sports betting, initially for horse racing, dog racing, and international football, considering piloting bicycle track racing, sports lottery formats, and gradually expanding to other sports based on specific conditions during different periods.

4. Planning and land use.

- Provincial People's Committees shall specifically implement the allocation and leasing of land suitable to local conditions to encourage socialized investment in developing the national physical education and sports infrastructure system.

- In the process of formulating land use plans, constructing, and implementing urban planning, provincial People's Committees shall prioritize allocating convenient and appropriate land areas for constructing sports facilities when relocating industrial construction projects outside cities.

5. List of priority projects (annexed).

Article 2. Implementation budget for the Planning

The implementation budget for the Planning shall be allocated within the annual state budget expenditure plan of the Ministry of Culture, Sports and Tourism, relevant ministries, sectors, and localities according to the state budget decentralization.

Apart from the state budget, relevant ministries, sectors, and localities shall proactively mobilize other lawful funds to implement the Planning in accordance with the law.

Article 3. Implementation

1. The Ministry of Culture, Sports and Tourism shall be responsible for:

- Taking the lead in guiding and supervising the implementation of the national physical education and sports infrastructure system planning until 2020, with a vision to 2030; organizing the implementation of tasks assigned in the Planning.

- Cooperating with relevant ministries and sectors to build and perfect mechanisms and policies to encourage investment in the national physical education and sports infrastructure system, ensuring the achievement of Planning objectives.

- Cooperating with relevant agencies to establish and issue standards and regulations for the construction of sports facilities.

- Serving as the focal agency for monitoring, inspecting, supervising, compiling information on the implementation of the Planning, and regularly reporting to the Prime Minister; promptly proposing necessary amendments and supplements if required.

2. The Ministries of Defense, Public Security, Education and Training, Labor, Invalids and Social Affairs shall be responsible for:

- Implement the tasks assigned under the Master Plan; develop the system master plan for physical education and sports infrastructure within their respective ministries based on the national system master plan for physical education and sports infrastructure approved by the Prime Minister.

- Take the lead and coordinate with the Ministry of Culture, Sports and Tourism to inspect, supervise, and compile the implementation status of the Master Plan within their respective ministries, and regularly submit these reports to the Ministry of Culture, Sports and Tourism for consolidation and reporting to the Prime Minister.

3. The Ministry of Planning and Investment and the Ministry of Finance shall be responsible for:

Balancing resources to ensure the implementation of the national system master plan for physical education and sports infrastructure until 2020, with a vision to 2030, in accordance with the provisions of the State Budget Law and other relevant laws currently in force.

4. The Ministry of Natural Resources and Environment shall be responsible for:

Coordinating with the Ministry of Culture, Sports and Tourism to issue standards and quotas for land allocation for physical education and sports activities; guiding localities in developing land use plans and allocating land for physical education and sports activities.

5. The Ministry of Construction shall be responsible for:

Coordinating with the Ministry of Culture, Sports and Tourism to issue design standards, investment costs, and construction norms for sports facilities.

6. Ministries, ministerial-level agencies, government agencies, and political-social organizations shall be responsible for implementing the national system master plan for physical education and sports infrastructure until 2020, with a vision to 2030 within their respective functions and duties as prescribed by current laws.

7. Provincial People's Committees and Municipal People's Committees directly under the Central Government shall be responsible for:

- Developing the system master plan for physical education and sports infrastructure within their jurisdiction based on the national system master plan for physical education and sports infrastructure until 2020, with a vision to 2030, approved by the Prime Minister, and organizing its implementation.

- Allocating land according to the approved planning to implement the construction of the system of physical education and sports infrastructure, ensuring compliance with current laws on land management and use.

- Balancing resources and organizing the investment and construction of sports facilities within their jurisdiction, being responsible for the effectiveness of such investments in accordance with the law; using central budget support funds properly and effectively for the construction of the system of physical education and sports infrastructure in accordance with current laws.

- Taking the lead and coordinating with the Ministry of Culture, Sports and Tourism to inspect, supervise, and compile the implementation status of the Master Plan within their jurisdiction, and regularly submitting these reports to the Ministry of Culture, Sports and Tourism for consolidation and reporting to the Prime Minister.

Article 4. This Decision takes effect from the date of issuance.

Article 5. Ministers, heads of ministerial-level agencies, heads of government agencies, and Chairpersons of Provincial People's Committees and Municipal People's Committees directly under the Central Government shall be responsible for enforcing this Decision.
