The President of the Government of the Democratic Republic of Vietnam
Pursuant to Decree No. 77 dated December 21, 1945 organizing people's administration in cities and towns,
Pursuant to Decree No. 63 dated November 22, 1945 organizing people's administration at provinces, districts, and communes,
Pursuant to the Decree dated May 29, 1946 appointing Mr. Huynh Thuc Khang to handle the duties of the President of the State of the Democratic Republic of Vietnam,
At the proposal of the Minister of Interior,
AFTER THE STANDING COMMITTEE OF THE NATIONAL ASSEMBLY AND THE COUNCIL OF MINISTERS REACHED AN AGREEMENT,
Issuing the decree:
Article 1
A "citizen card" shall be issued to all Vietnamese citizens, regardless of gender, who are eighteen years of age or older.
Article 2
The citizen card shall contain the name, surname, middle name, date of birth, place of birth, names of parents, place of origin, place of residence, and occupation according to the model attached to this Decree.
It is not mandatory to sign or affix a photograph on the card.
The person receiving the card must pay a fee of $0.50 to the issuing committee for the cost of printing the card.
Article 3
The card shall be issued, stamped, and signed by the Administrative Committee of the commune, town, or city where the citizen's place of origin or place of residence is located.
Article 4
The Administrative Committee shall keep a record book listing the total number of cards issued to cities, towns, and provinces.
The Administrative Committee of the province, city, or town must maintain a record book listing the total number of cards issued to communes and wards.
The Administrative Committee issuing the card must keep a record book listing the names of those who have received the card.
Article 5
When a citizen card is lost, the holder must report it to the Public Security Office where the loss occurred and inform the Administrative Committee that issued the card. The citizen may request a replacement card from the Administrative Committee that issued the lost card and must also pay the aforementioned fee. When issuing the new card, the Administrative Committee shall clearly indicate that it is a "copy." If the card is damaged, a copy can also be requested from the Administrative Committee that originally issued the card, and the aforementioned fee must also be paid.
Those who use another person's card or lend their card to another person shall be subject to imprisonment for a term of three months to one year and a fine of $10 to $300, or either of these penalties.
Article 6
The Minister of Interior and the Minister of Justice shall implement this Decree.
