Pursuant to the Government Organization Law dated September 30, 1992;

Pursuant to the Inspection Ordinance dated April 1, 1990;

Pursuant to the Ordinance on Handling Administrative Violations dated July 6, 1995;

At the proposal of the Director General of the Post总局, the State Auditor and the Minister, Head of the Civil Service Department of the Government,

DECISION:

Article 1. The State Inspection for Postal Services has the function of conducting state inspections and specialized postal inspections concerning postal services, telecommunications, Internet, radio frequency spectrum, and other areas under the management authority of the Post总局 throughout the country.

Article 2. The organizational structure of the Postal Inspection includes:

1. The Post总局 Inspection is an agency subordinate to the Post总局, assisting the Director General of the Post总局 in performing state inspection functions and specialized postal inspections concerning postal services, telecommunications, Internet, and radio frequencies throughout the country;

2. The Regional Post局 Inspection is an agency subordinate to the Regional Post局, assisting the Director of the Regional Post局 in performing state inspection functions and specialized postal inspections concerning postal services, telecommunications, Internet, and radio frequencies within the jurisdiction of the Regional Post局;

3. The Radio Frequency Bureau Inspection is an agency subordinate to the Radio Frequency Bureau, assisting the Director of the Radio Frequency Bureau in performing state inspection functions and specialized postal inspections concerning radio frequencies and radio transmitters within the jurisdiction of the Radio Frequency Bureau;

4. The Post总局 Inspection, the Regional Post局 Inspection, and the Radio Frequency Bureau Inspection each have their own seals and separate accounts.

Article 3. The Director General of the Post总局 shall specify the tasks, powers, and specific organizational structures of the Postal Inspection system, after reaching consensus with the State Auditor and the Minister, Head of the Civil Service Department of the Government.

Article 4. This Decision takes effect fifteen days from the date of signature. All previous regulations that conflict with this Decision are hereby abolished.

Article 5. The Director General of the Post总局, the State Auditor, the Minister, Head of the Civil Service Department of the Government, the Ministers, Heads of Ministries equivalent to ministries, Heads of government agencies, and Chairpersons of Provincial People's Committees directly under the Central Government are responsible for implementing this Decision.
