VOn the implementation of regulations and policies for the People's Militia Self-Defense Force

More than one year after the implementation of the People's Militia Self-Defense Law in 2004, most agencies and units at central ministries and localities have raised their awareness and responsibility, consistently paying attention to and caring for the implementation of regulations and policies, and focusing on ensuring the budget to meet the requirements of building, training, and operating the People's Militia Self-Defense Force in many localities. The daily labor allowance for People's Militia Self-Defense Force members participating in training and operations has been increased; the payment of duty allowances for militia self-defense force commanders and the provision of uniforms for core militia self-defense force members have gradually been implemented; the construction, management, and use of national defense and security funds have effectively supported the building, training, and operation of the People's Militia Self-Defense Force.

However, currently, there are still 39 provinces and centrally governed cities that have not issued decisions by the Chairman of the Provincial People's Committee regarding the labor allowance levels for People's Militia Self-Defense Force members when performing tasks; 13 provinces have lower daily labor allowance levels than those stipulated in the People's Militia Self-Defense Law in 2004; 10 provinces have not paid duty allowances to militia self-defense force commanders; 6 provinces have not ensured uniforms for the People's Militia Self-Defense Force. The salary and allowances for Deputy Village Defense Officers are inconsistently implemented, with some localities paying allowances below 200,000 VND per month; the budget planning and allocation of some localities are not fully in accordance with the requirements and tasks of building, training, and operating the People's Militia Self-Defense Force, still entrusting the village level to self-fund; the establishment of national defense and security funds in some localities has not been implemented or the results of mobilization are still low compared to potential.

To implement the regulations and policies for the People's Militia Self-Defense Force according to the provisions of the People's Militia Self-Defense Law in 2004, contributing significantly to improving the quality and effectiveness of building, training, and operating the People's Militia Self-Defense Force, the Ministry of National Defense requests agencies and units to promptly implement the following contents:

1. Military Command Departments under central ministries and localities continue to disseminate and advise the same-level Party committees and authorities to fully implement the regulations and policies for the People's Militia Self-Defense Force according to the provisions of the People's Militia Self-Defense Law in 2004, Government Decree No. 184/2004/NĐ-CP, and guiding documents for implementing the Law and Decree;

2. Military Region Command Departments are responsible for assisting the Ministry of National Defense in guiding and unifying the implementation of regulations and policies for the People's Militia Self-Defense Force according to the People's Militia Self-Defense Law in 2004, Government Decree No. 184/2004/NĐ-CP, and guiding documents for implementing the Law and Decree with provincial People's Committees to ensure the implementation of regulations and policies for the People's Militia Self-Defense Force in accordance with regulations;

3. Provincial Military Command Departments (referred to collectively as provinces) are responsible for:

a) Proposing to the Provincial People's Committee about the budget for national defense work, including the budget estimate, execution, and settlement to ensure the implementation of regulations and policies for the People's Militia Self-Defense Force according to the Law, in line with the financial capacity of the locality; prioritizing supplementary budgets for economically disadvantaged districts and communes or key areas for national defense and security.

b) For provinces that have not issued a Decision by the Chairman of the Provincial People's Committee regarding the daily labor allowance for People's Militia Self-Defense Force members when performing tasks or the current allowance level is lower than the provisions of the People's Militia Self-Defense Law in 2004, they must promptly propose to the Provincial People's Committee to issue or amend and supplement the Decision as a basis for budget planning to ensure funding for People's Militia Self-Defense work in 2007 and subsequent years.

c) Taking the lead and coordinating with relevant agencies to assist the Provincial People's Committee in organizing inspections and evaluations to draw lessons from the implementation of regulations and policies for the People's Militia Self-Defense Force in the past period, promptly addressing existing shortcomings and limitations.

d) Coordinating with the Fatherland Front and other organizations to continue promoting and mobilizing the people to enhance their responsibility in caring for the material and spiritual life of the People's Militia Self-Defense Force, actively contributing to building the national defense and security fund to effectively support the building, training, and operation of the People's Militia Self-Defense Force.

4. Military Region Command Departments and Military Command Departments under central ministries, within their scope of authority and management responsibilities, direct, guide, urge, monitor, and inspect agencies, units, and localities under their jurisdiction to fully implement regulations and policies for the People's Militia Self-Defense Force according to the provisions of the People's Militia Self-Defense Law in 2004.

5. The General Staff directs the Militia Self-Defense Department to coordinate with functional agencies inside and outside the military, advising the Ministry of National Defense and related ministries and sectors to propose to the Government to consider allocating appropriate budgets to ensure the effective implementation of regulations and policies for the People's Militia Self-Defense Force, monitoring, tracking, and evaluating the results of the implementation of regulations and policies for the People's Militia Self-Defense Force in ministries, sectors, and localities, promptly proposing to the Ministry of National Defense and competent authorities measures to correct and rectify violations in the organization and implementation.

Upon receipt of this Directive, agencies and units shall organize dissemination, implementation, and report the results quarterly, semi-annually, and annually to the General Staff (through the Militia Self-Defense Department) for consolidation and reporting to the Ministry of National Defense./.
