ISSUING THE NATIONAL DEFENSE AND SECURITY KNOWLEDGE ENHANCEMENT PROGRAM

Pursuant to the Law on Legislative Acts of 03 June 2008;
BASED ON DECREE NO. 116/2007/NĐ-CP OF JULY 10, 2007, ISSUED BY THE GOVERNMENT ON NATIONAL DEFENSE AND SECURITY EDUCATION;
Pursuant to Decree No. 104/2008/NĐ-CP dated September 16, 2008 of the Government on the Functions, Tasks, Authorities, and Organizational Structure of the Ministry of National Defense;
Considering the proposal of the Chief of General Staff;
THE MINISTER OF NATIONAL DEFENSE DECIDES,
Article 1. TO ISSUE WITH THIS CIRCULAR THE NATIONAL DEFENSE AND SECURITY KNOWLEDGE ENHANCEMENT PROGRAM.
Article 2. THIS CIRCULAR SHALL TAKE EFFECT FROM JANUARY 1, 2012 AND REPLACE DECISION NO. 389/QĐ-BQP DATED FEBRUARY 27, 2007 OF THE MINISTER OF NATIONAL DEFENSE ON THE ISSUE OF THE NATIONAL DEFENSE AND SECURITY KNOWLEDGE ENHANCEMENT PROGRAM FOR OFFICIALS, CIVIL SERVANTS, AND PARTY MEMBERS.
Article 3. CHIEF OF THE GENERAL STAFF, HEAD OF THE POLITICAL DEPARTMENT; DIRECTOR OF THE NATIONAL DEFENSE ACADEMY, POLITICAL ACADEMY; COMMANDER OF MILITARY ZONES, COMMANDER OF THE HANOI CAPITAL MILITARY COMMAND; HEAD OF THE MILITARY SERVICE BUREAU OF MINISTRIES AND SECTORS UNDER THE CENTRAL GOVERNMENT; COMMANDER OF THE HO CHI MINH CITY MILITARY COMMAND, HEAD OF THE PROVINCE MILITARY SERVICE BUREAU UNDER THE CENTRAL GOVERNMENT; HEADS OF RELATED ORGANIZATIONS AND UNITS ARE RESPONSIBLE FOR IMPLEMENTING THIS CIRCULAR./.
