CIRCULAR

vật chất trong kế hoạch Nhà nước năm 1962

________________________

THE MINISTER OF FINANCE

Respectfully submitted to:

 - Ministers, - Heads of Ministries equivalent to ministries and agencies under the Council of Ministers,
- Procurator Generals and Chief Justices of the Supreme People's Court,
- Chairmen of the People's Councils of provinces, cities, and regions including Vinh Linh,
- Directors and Heads of Financial Departments

The wage fund index for the non-material production sector in the 1962 state plan has been approved by the Council of Ministers specifically for each Ministry and locality at the December 1961 session.

On February 9, 1962, the Prime Minister issued Directive No. 16-TTg stipulating principles and measures for implementing the staffing index of the wage fund mentioned above for various sectors and levels. On the same day, February 9, 1962, the Ministry of Interior issued Circular No. 05-BC-NV explaining the staffing index for 1962 for each sector in detail.

Below, the Ministry of Finance provides additional specific explanations on the implementation of the 1962 wage fund index for sectors and levels to study and apply uniformly.

I. GUIDELINES FOR IMPLEMENTING THE WAGE FUND INDEX IN THE NON-MATERIAL PRODUCTION SECTOR IN 1962

The wage fund index is one of the ordinances of the State that all sectors and levels must strictly comply with to ensure that it does not exceed the level set by the State while striving to implement it below the prescribed wage fund.

The wage fund index must follow the principle of thorough thrift, correct salary policy and system, and be based on the staffing index specified by the Council of Ministers for each unit.

II. CONTENT OF THE WAGE FUND INDEX IN 1962 FOR THE NON-MATERIAL PRODUCTION SECTOR

- The wage fund index for 1962 in the non-material production sector includes the salaries (rank-based wages and salary supplements) of all cadres, workers, and civil servants who have not retired from regular work in administrative and public service agencies from district to central level, as specified by the Council of Ministers for each sector and level (including the wages and salary supplements of personnel engaged in artistic and cultural work, film, etc., receiving wages from self-sufficient business funds, wages and salary supplements of personnel responsible for highland areas, wages and salary supplements of catering staff serving patients in hospitals and sanatoriums, wages and salary supplements of catering staff serving children in Southern Children's Camps, wages and salary supplements of cadres temporarily working abroad according to current regulations).

- The wage fund index for 1962 does not include: wages and salary supplements of cadres specializing in Party and Youth League work in construction sites and factories; wages and salary supplements of catering and childcare staff serving cadres, workers, and civil servants in agencies, organizations, hospitals, schools, etc.; wages and salary supplements of cadres working abroad (staff of embassies and trade offices...); wages and salary supplements of cadres studying long-term in the country who have been removed from their units' staffing, and also does not include wages and salary supplements of elderly and weak cadres and employees who meet the conditions for retirement or resignation according to social insurance regulations.

- The wage fund index for 1962 of regions, provinces, and cities does not include the wages of police and court staff (funded by local budgets) and the wages of local procurators (funded by the vertical sector budget). The Ministry of Finance will provide detailed information later.

III. OBJECTS AND PRINCIPLES OF THE WAGE FUND INDEX IN 1962

- The wage fund index for 1962 in the non-material production sector can only be used to pay wages and salary supplements to cadres and employees working regularly and detached in accordance with the policies, systems, and staffing indices specified by the State, absolutely not to be used for other purposes, conversely, other funds cannot be used to pay wages to cadres, workers, and civil servants.

- The reserve fund for temporary and occasional wage payments (5% of the agency's wage fund) can only be used to pay wages to personnel hired temporarily for a few days, not to recruit additional permanent staff or for daily expenses, conversely, other funds cannot be used for temporary and occasional personnel hiring expenses.

- If the wage fund index for 1962 (including the temporary wage fund) remains unused due to any reason, it must be canceled and not used for other purposes or to increase staffing or increase wages and salary supplements for cadres.

- Agencies, sectors, and levels with the number of cadres, workers, and civil servants present at the beginning of the year exceeding the staffing index specified by the Council of Ministers must resolve this issue by April 1, 1962, as stipulated in Directive No. 16-TTg dated February 9, 1962, of the Prime Minister. From April 1962 onwards, the Ministry of Finance and financial departments of other ministries will only be responsible for disbursing funds to pay wages to those within or up to the maximum staffing index specified, but the total for the year must not exceed the average staffing index. Financial departments and finance divisions of various sectors will not be responsible for disbursing funds to pay wages to excess staffing. Any excess wages paid by units in the first quarter of 1962 will be deducted gradually from the wage limits of subsequent quarters (second, third, and fourth quarters) to ensure that the average staffing index and the annual wage fund index specified by the Council of Ministers for each ministry and locality are not exceeded.

IV. REPORTING REGIME ON IMPLEMENTATION

In order for the Ministry of Finance to timely and accurately grasp the implementation of the wage fund targets of agencies, sectors, and levels at different times to report to the Government and assist the Government in strictly managing the wage fund, starting from April 1962, agencies, sectors, and levels are responsible for regularly reporting the monthly, quarterly, six-monthly, nine-monthly, and annual implementation of their wage fund targets to the financial authority at the same level for forwarding to the Ministry of Finance.

The Provincial Financial Departments, after reviewing the staffing and wage fund reports of sectors in their localities, must compile comprehensive reports monthly, quarterly, six-monthly, nine-monthly, and annually for the entire region, province, or city to be sent to the Ministry of Finance (the report format will be sent later).

To regularize the work of reporting staffing and wage funds according to the established system and meet the management requirements of the State, it is requested that the heads of agencies, sectors, and levels pay attention to directing and urging to ensure the effectiveness of the reporting.

During the implementation process, if there are any difficulties, it is requested that agencies, sectors, and levels report them to the Ministry of Finance for research and resolution.
