DECREE
Establishment of the Vietnam Construction Bank at the Ministry of Finance

PRIME MINISTER
Pursuant to Decree No. 1163-TTg dated December 5, 1956 establishing the Capital Disbursement Department for Basic Construction within the Ministry of Finance and the capital disbursement departments for basic construction in localities;
At the proposal of the Ministers of Finance and Interior Affairs,
DECREE:
Article 1. - The Vietnam Construction Bank is hereby established at the Ministry of Finance to replace the Capital Disbursement Department for Basic Construction.
Article 2. - The tasks of the Vietnam Construction Bank are as follows:
- To provide timely capital for basic construction based on plans and budgets for basic construction that have been approved by the State.
- To manage the entire amount of capital provided by the State budget for basic construction and its own capital used for basic construction.
- To lend short-term loans to state-owned enterprises (including those in localities) according to the lending plan approved by the Government.
- To organize accounting work for basic construction, monitor credit capital and financial operations, calculate project costs, and assess the completion of investment plans by contracting enterprises and construction units.
Article 3. - The organizational structure of the Vietnam Construction Bank is now stipulated as follows:
1) At the central level, there is the Central Construction Bank under the Ministry of Finance.
2) In each inter-regional zone, region, city, and province, depending on the needs of the work, branch offices of the Construction Bank will be established called inter-regional, regional, city, or provincial Construction Branches.
3) For inter-regional zones, regions, cities, and provinces with basic construction work but without the need to establish a Construction Branch, the Ministry of Finance will negotiate with the National Bank in that locality to undertake the task or send staff to handle the capital disbursement for basic construction at that National Bank.
The agency agreement will be signed by the Central National Bank and the Central Construction Bank.
Article 4. - The Construction Branches shall be subject to dual leadership from the Central Construction Bank and the Administrative Committee at the same level.
Article 5. - The Minister of Finance shall issue detailed regulations to implement this decree.
Article 6. -Decree No. 1163-TTg dated December 5, 1956 concerning the organizational structure of the capital disbursement department for basic construction from the central to local levels is hereby repealed.
Article 7. The Ministers of Finance and Interior Affairs and the General Director of the National Bank of Vietnam are responsible for implementing this decree./.
