THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
Pursuant to Decree No. 01/2008/ND-CP dated January 3, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to Decision No. 277/2006/QD-TTg dated December 11, 2006 of the Prime Minister approving the National Target Program on Clean Water and Environmental Sanitation in Rural Areas (VSMTNT) for the period 2006-2010;
Pursuant to Decision No. 45/2008/QD-BNN dated March 11, 2008 of the Minister of Agriculture and Rural Development stipulating the functions, tasks, and organizational structure of the National Center for Clean Water and VSMTNT;
Pursuant to Decision No. 564/QD-BNN-KH dated February 22, 2008 of the Minister of Agriculture and Rural Development promulgating the framework for monitoring and evaluating based on the results of the implementation of the five-year agricultural sector plan 2006-2010;
Pursuant to Decision No. 51/2008/QD-BNN dated April 14, 2008 of the Minister of Agriculture and Rural Development promulgating the Monitoring and Evaluation Index Set for Clean Water and VSMTNT;
Considering the proposal of the Director of the Department of Irrigation,
DECISION:
Article 1. The National Center for Clean Water and VSMTNT shall be responsible for implementing the Monitoring and Evaluation Index Set for Clean Water and VSMTNT nationwide, including the following tasks:
1. Developing and perfecting the tools and guidance materials for the Monitoring and Evaluation Index Set.
2. Implementing: Training, technical support during the implementation at local levels; building databases; collecting and summarizing information; updating, processing, sharing information, and reporting to the Ministry of Agriculture and Rural Development on the evaluation results according to regulations.
Article 2. The Department of Irrigation shall perform the State management function in directing, inspecting, and supervising the implementation of the Monitoring and Evaluation Index Set for Clean Water and VSMTNT.
The Department of Irrigation shall cooperate with the International Cooperation Department/Office of Partnership Coordination for Water Supply and Rural Sanitation in mobilizing financial resources to support the implementation.
Article 3. The Head of the Ministry's Office, the Director of the Department of Irrigation, the Director of the International Cooperation Department, the Director of the National Center for Clean Water and Rural Environmental Sanitation, and the heads of relevant agencies and units shall be responsible for enforcing this Decision.
