Pursuant to Decree No. 15/CP dated March 2, 1993 of the Government on the tasks, powers, and responsibilities for state management of Ministries and ministerial-level agencies;
Pursuant to the Prime Minister's Decision No. 853/1997/CT-TTg dated October 11, 1997 on combating smuggling under new circumstances;
Pursuant to Decree No. 04/1999/NĐ-CP dated January 30, 1999 of the Government on fees and charges under the state budget;
Pursuant to Circular No. 4651/VPCP-KTKH dated October 24, 2000 of the Government Office;
After receiving the opinion of the Ministry of Transport (Circular No. 850/GTVT-TCKT dated March 23, 2000) and upon the proposal of the Director General of the Tax General Department,
DECISION:
Article 1: Issuing unified tuition fees for supplementary training of inland waterway vessel masters and officers throughout the country as follows:

Article 2: Vietnamese individuals who are trained in supplementary master and officer training for inland waterway vessels by institutions (Technical Vocational Schools, Workers' Technical Schools, Training Centers, etc., collectively referred to as educational institutions) permitted by the Ministry of Transport must pay tuition fees for supplementary master and officer training for inland waterway vessels according to the rates stipulated in Article 1 of this Decision; except for the following categories: children of martyrs; children of first-class and second-class disabled veterans; and children of first-class war invalids, who shall be granted a 50% reduction in tuition fees corresponding to the prescribed rates.
Article 3: Educational institutions conducting supplementary master and officer training for inland waterway vessels shall collect and utilize tuition fees for supplementary master and officer training for inland waterway vessels in accordance with the provisions of Joint Circular No. 54/1998/TTLT/BGDĐT-TCT dated August 31, 1998 of the Ministry of Education and Training and the Ministry of Finance.
Article 4: This Decision shall take effect fifteen days from the date of signature. All regulations on tuition fees for supplementary master and officer training for inland waterway vessels that conflict with this Decision shall be abolished.
Article 5: Units, individuals subject to the payment and collection of tuition fees for supplementary master and officer training for inland waterway vessels, and relevant agencies shall be responsible for implementing this Decision.
