Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the proposal of the Minister of Planning and Investment in Report No. 3309/BKH-CLPT dated June 1, 2004,

DECISION:

Article 1. Approving the Comprehensive Development Plan for Phu Quoc Island, Kien Giang Province until 2010 and Vision until 2020 as a basis for developing and directing the implementation of socio-economic development plans and ensuring national defense and security on the island.

Phu Quoc Island is strategically located in the southwestern part of Vietnam, possessing significant economic potential and a particularly important military position in the country's defense strategy. The development of Phu Quoc Island must be based on the following viewpoints:

Prioritizing sustainable socio-economic development while preserving scenic beauty and ecological environment. Concentrating efforts to build and develop Phu Quoc Island according to an appropriate plan and steps into a major modern international tourism, leisure, and trading center in the Mekong Delta region and gradually forming a regional and international tourism and trading center.

The development of Phu Quoc Island must be linked with the requirements of ensuring national defense and security for the island and the entire country.

The development of Phu Quoc Island must be integrated and closely coordinated with the Mekong Delta region, Ho Chi Minh City, and Southeast Asia. Developing Phu Quoc Island also aims to promote the development of the Mekong Delta region and the entire country.

Prioritize and strongly develop tourism, gradually improving its quality according to planning; at the same time, promote the development of other service industries to meet the needs of leveraging the strengths of the island.

Mobilize resources from all economic sectors, both domestic and foreign, for the development of Phu Quoc Island. The state budget should prioritize investment in essential infrastructure for the island.

Article 2. Strive to achieve the main development goals as follows:

Achieve rapid growth in economic capacity, contributing to the overall development of the country, and strengthen national defense and security for Phu Quoc Island. Gradually build Phu Quoc Island into a regional and international tourism center (ecotourism, leisure, and marine tourism) with high-quality services, attracting many international tourists and meeting the needs of domestic tourists.

By 2010, strive to form several high-quality tourist areas and entertainment zones, annually attracting about 300,000 to 350,000 tourists, significantly contributing to solving employment issues and improving cultural and social living standards for residents of Phu Quoc Island and islands within Phu Quoc District.

By 2020, complete the basic construction of Phu Quoc Island into a highly developed marine ecotourism center, annually attracting approximately 2 to 3 million tourists.

Article 3. Tasks and main solutions to promote the development of key industries and fields of Phu Quoc Island:

1. Focus on building Phu Quoc Island into a tourism center, primarily and mainly high-quality island-sea ecotourism representative of Kien Giang and the whole country.

Leverage the strength of many beautiful white sand beaches on both the western and eastern coasts to form coastal tourism spots and develop distinctive sea-island tourism, creating diverse and rich tourism products, operating year-round, retaining visitors for longer stays, and attracting repeat visits.

At the same time, link the development of Phu Quoc Island's tourism with the development of Ho Chi Minh City's tourism, the Southern Key Economic Region, and national tourism routes.

Starting from the characteristics and large tourism potential, develop Phu Quoc tourism diversely, including transportation by road, waterway, and air, notably:

a) Beach vacation and resort tourism combined with water sports centers (swimming, diving, rowing...); ocean park (dolphin shows, aquariums);

b) Ecotourism (island and small island tours, research on natural and local cultural values) combined with honeymoon tourism, fishing, squid fishing...;

c) Sports tourism (including marine, mountain, and adventure climbing tourism);

d) Entertainment and leisure tourism, especially some high-end entertainment forms and services that attract many tourists;

đ) Shopping tourism and other attractive tourism forms to attract visitors;

e) Organizing conferences and seminars (at some large hotels with conference centers, shopping centers, and dining facilities);

The State will support capital from the budget for planning and constructing infrastructure. Mobilize capital from all economic sectors and allow the attraction of foreign investment through reasonable investment forms to develop tourism infrastructure and key areas.

g) From now until 2005, focus on investing in building the Phu Quoc Tourism Center and developing the Phu Quoc - Ha Tien - Con Dao tourism route; mobilize domestic capital and cooperate with foreign partners to open a tourism route from Phu Quoc Island to Thailand, Cambodia, and Malaysia. Invest in developing the cultural festival tourism route from Nui Sam Mountain - An Giang - Phu Quoc. Increase investment in training human resources for the tourism industry.

2. Develop service industries.

a) First, priority should be given to service industries (financial, banking, insurance, information, aviation, maritime, trade, healthcare, sports, entertainment...) to ensure sufficient conditions for achieving the island's development goals, while promoting the modernization of the economic structure;

b) In the short term, focus on developing service industries aimed at the island's tourism development objectives. Besides transporting tourists, develop certain regional service forms to connect Phu Quoc Island and the Mekong Delta with other regions within and outside the country.

c) In the long term, commercial centers will be constructed in Dương Đông, Dương Tơ, and An Thới; markets will be built in Cửa Cạn, Hàm Ninh, Gành Dầu, Bãi Thơm, Thổ Châu, and Dương Tơ. The development of domestic and international conference and seminar services will be strengthened in conjunction with tourism development.

3. Forestry and agriculture will develop towards biodiversity, creating landscapes and environments to serve tourism, meeting part of the local residents' needs and visitors.

a) The development of agriculture and forestry on Phú Quốc Island will follow the direction of protecting forest resources for ecological tourism; agricultural development will mainly focus on clean, high-quality products serving tourism.

b) Strictly protect the precious primary forests of Phú Quốc Island, promote biodiversity. The main task of forestry is to protect and manage well the national conservation area and plant forests on barren hills, increasing the planted forest area from the current 4,344 hectares to approximately 6,500 to 7,000 hectares by 2010. The forest area of Phú Quốc Island will stabilize at around 38,000 to 39,000 hectares (accounting for 68 to 69% of the natural area).

c) Study the transplantation of valuable tree species from various regions of the country and abroad to enhance the scenic value of tourist spots and urban areas on Phú Quốc Island; establish areas to protect agarwood on mountains to form unique agarwood sightseeing points.

d) Establish orchids gardens, bird gardens, cactus gardens, deer grazing parks, ostrich parks to create diverse and attractive tourism products, operate small and miniature bonsai sales suitable for tourists as souvenirs.

đ) Agriculture on Phú Quốc will mainly develop towards clean, high-quality agriculture based on stabilizing agricultural land at about 6,600 hectares (including fruit trees 1,000 hectares, vegetables 300 hectares; flower and ornamental plants cultivation; stabilizing pepper land at about 1,200 hectares, cashew land at about 3,000 hectares, coconut land at about 270 hectares) and forming some farms serving tourism.

Establish a research and production center for fruit tree seedlings and rare tree species.

4. Develop fisheries in combination with sightseeing and tourism.

Follow the principle: develop fisheries without causing negative impacts but also contribute to tourism development.

Develop a concentrated industrial fish breeding zone with an area of about 30 hectares in An Thới, producing shrimp, abalone, ornamental fish (including the production and preservation of original parent breeds)... supplying the Mekong Delta region. Develop the breeding of special aquatic products such as pearl oysters, lobsters, lobsters, cage fish,... serving both tourism (food, souvenirs, sightseeing points) and export products.

Develop ornamental fish exports.

Develop floating fishing activities linked to the specialty fish sauce industry in Phú Quốc, and high-grade squid processing in Dương Đông and An Thới.

Within the An Thới port area, construct a seafood market with an area of approximately 20,000 square meters.2.

Upgrade the An Thới fishing port, Dương Đông fishing port, and the anchorage system for typhoon shelters for boats and ships in An Thới with a capacity of 600 vessels, each with a power of 600 horsepower.

5. Develop industry and small-scale handicrafts.

Develop clean industries that provide employment and produce goods for tourists without polluting the tourism environment of the island.

The long-term orientation for Phú Quốc Island's industry is: food and beverage industry, consumer goods manufacturing industry, jewelry and souvenir industry, marine transportation and fishing industry, specialty fish sauce processing industry (without affecting tourism). Industry, handicrafts, and seafood processing need to maintain and improve the quality, style, and design of traditional and new products to serve tourists who visit and purchase souvenirs (such as Phú Quốc fish sauce, wooden goods, processed seafood...).

Industrial layout should be concentrated in small industrial clusters, closely linked to residential areas with an area of about 2 to 5 hectares per cluster; particularly focusing on wastewater treatment requirements to avoid pollution.

6. Develop modern infrastructure to meet the requirements of economic and social development of the island district, with a focus on serving tourism development and ensuring security and defense.

Utilize state budget funds and all rapid measures to modernize infrastructure prioritizing the needs of tourism and high-level service development, while also meeting customer requirements.

a) Develop a transportation network including roads, elevated railways, cable cars, air routes, waterways, and port systems.

Develop high-quality road systems that are not large but ensure fast travel speeds, beautiful and clean scenery along both sides of the roads.

The focus of development is to renovate and upgrade existing routes, build new routes to ensure convenient travel between economic centers, residential areas, and tourist sites on the island.

First, renovate and build a new route around the island through locations: An Thới along the western coast of the island to Dương Đông; passing through Cửa Cạn, Gành Dầu, following the northern coast of the island to Bãi Thơm, and following the eastern coast of the island to Hàm Ninh to connect with the Hàm Ninh - Dương Đông - An Thới route. The total length of the route is 125 kilometers.

Upgrade the north-south cross-island route (An Thới - Dương Đông - Bãi Thơm) to high-quality standards through locations: An Thới (passing through inside the island through Phú Quốc prison area) to Dương Đông, then to Suối Cái, branching off to Gành Dầu and Bãi Thơm. The total length is approximately 70 kilometers.

Construct a new route from Cửa Lấp to Khe Tào Rũ, approximately 12 kilometers long.

Build branch routes connecting from the cross-island trunk route and the circum-island route to tourist sites, economic centers, and residential areas on the island; scenic circum-island routes leading to coastal tourist sites; mountain sightseeing routes; routes to farms; and city internal routes.

In addition, forest trails for adventurers will be developed, and cable car routes will be constructed when there is a need to transport tourists to mountain peaks while preserving the natural landscape. Research will be conducted on building a high-speed railway along the coast around the Island, with sections passing through old-growth forests and mangrove forests, featuring many scenic spots and tourist attractions.

Initially, plans include upgrading the following routes: Duong Dong - Cu Can (12.6 km), Suoi Cai - Gan Dau (19.7 km), Duong Dong - An Thoi (24 km) (adjusting the route to avoid areas close to the coast that affect tourism development), Duong Dong - Bai Thom (30 km), Ham Ninh - Bai Thom (38 km), Gan Dau - Cu Can (15 km).

Construct a new route from Bai Thom to Gan Dau (33 km). Promptly asphalt inter-village roads, lay gravel on all roads from inter-village roads to hamlets, and ensure easy automobile traffic.

Develop port systems.

In the near term: focus on investing in constructing the An Thoi port with a capacity of 300,000 tons of cargo and 450,000 passengers annually. Gradually study the construction of a berth for ships with a gross tonnage of 3,000 DWT; berths for coastal passenger ships carrying 200-300 passengers, and a floating berth for anchoring ships with a gross tonnage of 30,000 DWT or passenger ships carrying 1,000-2,000 passengers.

In the subsequent phase: develop a combined passenger and cargo port at Vinh Dam capable of accommodating passenger ships up to 2,000 passengers and cargo ships up to 30,000 DWT, suitable for the economic and social development needs of Phu Quoc Island. Construct berthing positions in Duong Dong for passenger ships up to 2,000 passengers; improve the channel on the Duong Dong River and build a coastal passenger port on the Duong Dong River. At Gan Dau, Bai Thom, and Ham Ninh, plan to construct ports for cruise ships along the island's coastline.

Separate fishery ports from passenger ports.

Airport: initially complete the upgrade and expansion of the existing airport to accommodate medium-range aircraft, ensuring takeoff and landing capabilities to meet the growing demand for tourism on the Island; organize flight routes and small airline teams to serve tourism.

b) Develop clean water supply networks, power supply, telecommunications, hospitals, and vocational education and training facilities.

Power Supply and Energy:Establish a unified power grid across the entire Island, including approximately 372 km of medium voltage lines and 669 km of low voltage lines. The total capacity of transformer stations should reach 3,720 KVA. Construct a central power plant with an initial capacity sufficient to meet demands until 2010, estimated at 50 MW. Plan to build three diesel power plants in Duong Dong, An Thoi, and the intersection of Suoi Cai (Bai Thom). Study the feasibility of supplying power to the Island via underground national power lines.

Research wind and solar power generation.

Develop electricity and gas networks to meet residential needs, gradually reducing and eventually eliminating the use of wood as fuel.

Water Supply: According to monitoring data, Phu Quoc receives about 1.6 billion cubic meters of rainfall annually, of which 900 million cubic meters flow into rivers and streams (rainfall is unevenly distributed throughout the year, with 80% concentrated during the rainy season). Phu Quoc has three main creeks and numerous smaller ones, mostly originating from the Ham Ninh range, covering a total watershed area of approximately 456 square kilometers (78% of the Island's total area). These rivers and creeks have steep gradients, unable to retain rainwater, causing significant erosion during floods. Construct reservoirs and clean water supply facilities to provide approximately 200,000 cubic meters of water daily. By 2020, it is expected that 500,000 to 550,000 people will reside on the Island annually, necessitating a water supply system with a total capacity of about 100,000 cubic meters daily, with reserves bringing the total to 120,000 cubic meters daily.3, including 900 million m³3 flowing into rivers and streams (rainfall unevenly distributed throughout the year, concentrated 80% during the rainy season). Phú Quốc has three main canals and many small canals, mostly originating from the Hàm Ninh range, with a total watershed area of approximately 456 km²2 (78% of the entire island's area). These rivers and canals have a large slope, unable to retain rainwater, causing significant erosion during flood seasons. Constructing reservoirs and clean water supply facilities to provide approximately 200 thousand m³3/day-night. By 2020, it is expected that there will be about 500,000 to 550,000 people living on the island annually, necessitating a water supply system with a total capacity of approximately 100 thousand m³3/day-night, if including reserve capacity, then around 120 thousand m³3/per day/night.

From now until 2005, construct the Duong Dong Reservoir (10 million cubic meters), the Suoi Lon Reservoir, and after 2005, the Cu Can Reservoir (35 million cubic meters), Rach Ca, and Cu Lap Reservoirs, along with water treatment facilities.3), Suối Lớn Reservoir, and after 2005 constructing Cửa Cạn Reservoir (35 million m³3), Rạch Cá and Cửa Lấp Reservoirs, and clean water treatment facilities.

Initially, reinforce the 721 existing wells currently supplying water to 75,000 people. In the future, consider constructing additional reservoirs where conditions permit, to provide surface water for the Island's needs, gradually replacing current groundwater extraction.

Construct two additional reservoirs (with a total capacity of 20 million cubic meters) and a water treatment plant with a capacity of approximately 100,000 cubic meters daily.3), and a water plant with a capacity of approximately 100,000 m³3/day-night.

Wastewater: Wastewater must be treated to meet standards before being discharged into rivers, streams, or the sea; or reused for street washing, irrigation, firefighting, etc.

Initially, invest in improving creek drainage systems; when necessary, construct wastewater treatment facilities in urban areas and tourist concentrations.

Postal Services and Telecommunications: Establish a modern postal and telecommunications network capable of international telecommunication services (located in the new urban area of Duong To). Build a Telecommunications Center; Radio and Television Station; Mobile and Optical Fiber-based telephone center on the Island to ensure stable communication, economic security, and national defense. Undersea optical fiber cables already pass near Phu Quoc, allowing connection to the Island for high-quality communication lines to the mainland and internationally. By 2005, mobile phone and radio/television coverage will cover the entire Island.

Public lightingPublic lighting in urban areas, at tourist sites, and along major roads primarily serves tourism, extending visitor activity hours, showcasing architectural facades at night, and enhancing scenery. Therefore, public lighting in Phu Quoc should focus on aesthetic factors and utilize advanced lighting technologies to conserve energy. Central Square and the new urban area of Duong To will use laser lighting technology to enhance attractiveness.

Culture, Education, Healthcare:

Upgrade the County Hospital and Multi-functional Health Center to serve both residents and tourists with a capacity of 500-1,000 beds.

Complete the general education system, vocational training centers, cultural, and tourism education facilities within primary schools in Phu Quoc.

Establishing a system of cultural houses, libraries, and biological and marine museums.

7. Developing green parks: constructing not only large-scale parks but also small parks scattered everywhere and linear parks, especially along the expressway crossing the Island with alternating flowering trees such as flamboyant, jacaranda, frangipani, hibiscus, silk cotton tree, paper flower..., and exotic trees transplanted from other tropical countries.

Developing some cultural sports, entertainment parks on the Island that ensure both ecological requirements and serve tourists.

Article 4. Regarding spatial development organization:

The general direction for spatial development layout of Phu Quoc Island must ensure the principle of green space, beautiful scenery connected with the sea landscape, and modern island city with the motto that tourism space and urban space become decisive factors in the Island's space.

Ensuring appropriate building density, reserving adequate space for park greenery.

Developing a system of urban points, concentrated residential areas linked with tourism activities and service activities on the Island.

Environmental protection direction. Strictly ensuring the principle: all development on the Island shall not harm the natural environment of the Island, reduce forest area, water quality, and air quality of the Island. Production development on the Island must ensure clean production without causing pollution (including agricultural, forestry, fishery, and industrial production). All waste during production, business, and daily life (including solid waste, wastewater) must be treated to meet requirements before being discharged into the environment, rivers, or the sea.

Article 5. Planning to consolidate national defense and security:

Conduct land planning for national defense and security linked with the planning of national defense and security facilities, mainly high points and critical positions, taking into account economic and social development, and tourism requirements.

Building a defensive system to ensure the role of a forward base and a shield for the southwestern sea border of the country and to ensure effective economic development.

Appropriately deploying national defense and security forces to ensure the completion of tasks to maintain national sovereignty and social order and safety.

Building a strong people's national defense and security posture on the Island.

Building, consolidating, and supplementing security and public order plans for the Island region.

Article 6. Development stages of Phu Quoc Island:

1. From now until 2010:

Completing the upgrade of the existing Phu Quoc Airport; starting construction of major infrastructure projects (cross-island highway and passenger port), water supply projects, and some social infrastructure projects serving immediate needs for Island development.

Completing overall development planning; planning for Phu Quoc City construction, tourist areas, and specialized planning. Initiating investment attraction projects.

Concentrating investments (both state budget and non-state budget) to form the main features of a tourist island. Constructing tourist areas, entertainment zones, high-end hotels, commercial centers, financial service facilities, maritime transport, customs, immigration. Studying and completing the project for the construction of a new international airport, ports, and expressways.

2. Period 2011-2020:

Completing Island development according to planning, ensuring high-quality tourism requirements, while developing various services and productions to bring the Island's socio-economic development to a new level.

Completing important components of Phu Quoc City.

Completing seaports, water supply projects, and other high-level public service facilities.

Completing high-quality tourist areas, commercial centers, international trading centers...

Article 7. Measures and mechanisms, policies for Phu Quoc Island:

1. Investment capital:

State budget capital: The Government prioritizes state budget investment for Phu Quoc infrastructure construction. The state budget invests in the early stage to create basic infrastructure and a platform for businesses to invest on the Island. Particularly prioritizing the construction of airports, ports, cross-island roads, encircling roads, water supply, drainage, and waste treatment facilities, lighting works.

External investment capital: Enacting mechanisms to attract investment from other places within the country and from abroad (including for infrastructure operation and production development).

2. Mechanisms and policies:

On investment policy: Concentrating the state budget to construct infrastructure projects (roads, electricity, water, ports, airports...) and repair, preserve historical relics... to be completed within the first 3-5 years. Implementing preferential policies on tax rates, land rental prices,... and streamlined administrative procedures to attract enterprises of all economic sectors (including foreign-invested enterprises) and the people to invest according to the determined objectives. Differentiating between infrastructure investment and business investment (infrastructure investment receives more preferential treatment).

Permitting Phu Quoc to apply the highest preferential mechanisms and policies issued by the State regarding foreign investment, domestic investment, industrial zone investment, export processing zone investment; for border economic zones, free trade zones, open economic zones.

Issuing government bonds or project stocks for large-scale infrastructure projects that play a key role in the Island's development.

Mobilizing capital through BOT, BT, BTO forms with higher incentives than the current incentive framework.

Applying flexible entry and exit mechanisms.

Implementing visa issuance at border gates for foreign investors, traders, and tourists.

Foreign investors and overseas Vietnamese residents have the right to reside with their families in Phu Quoc and enjoy residence rights and obligations under Vietnamese law.

On human resource development policy: applying incentive systems for qualified and capable cadres to work on the Island; not encouraging excessive population growth but selective migration to avoid long-term environmental impacts identified as tourism development.

Article 8. Implementation organization:

1. Responsibilities of the People's Committee of Kien Giang Province and the People's Committee of Phu Quoc District:

Direct the People's Committee of Kien Giang Province and the People's Committee of Phu Quoc District to strictly manage land on Phu Quoc Island, prevent at all costs the serious situation of land division, occupation, buying, and selling, and handle resolutely cases of illegal land transactions, misuse of purpose, and increasing deforestation on the Island. Strengthen propaganda and dissemination of laws to the people.

Take measures to address the rapid spontaneous migration to the Island, which negatively affects tourism development, natural environment, and society.

Direct the People's Committee of Kien Giang Province to be the main project proponent, select organizations as principal investors to continue implementing assigned tasks for Phu Quoc Island development; coordinate with relevant Ministries and sectors to adjust the socio-economic planning of the Province to align with the Phu Quoc Island development target until 2010 and orientation until 2020. Allow the People's Committee of Kien Giang Province to invite high-level foreign consulting companies to participate in spatial development planning on the Island for approval by the Prime Minister.

Coordinate with central Ministries and agencies to implement subsequent tasks to quickly organize and effectively implement the Phu Quoc Development Project.

The development of Phu Quoc Island's tourism must have active cooperation and support from Ho Chi Minh City, and Phu Quoc is also a location for Ho Chi Minh City to invest in tourism development; therefore, the People's Committee of Kien Giang Province and the People's Committee of Ho Chi Minh City need to discuss and agree on specific, practical, and effective cooperation plans and programs.

2. Responsibilities of Central Ministries and Agencies:

Central Ministries and Agencies work together with the People's Committee of Kien Giang Province to quickly complete planning, plans, and necessary mechanisms and policies suitable for the model of Phu Quoc Island's socio-economic development; strengthen and coordinate with localities in directing and organizing implementation.

a) The Ministry of Construction coordinates with the People's Committee of Kien Giang Province, relevant Ministries and agencies, and domestic and foreign consulting organizations to develop the General Plan for Construction of Phu Quoc Island including towns and Kien Giang Province until 2020; determine the function of tourism services, combined with industrial development, aquaculture, and other beneficial economic sectors, submit to the Prime Minister for approval as the basis for detailed construction planning, industry development planning, investment projects, and management according to approved planning.

b) The Vietnam National Administration of Tourism coordinates with the People's Committee of Kien Giang Province, relevant Ministries and agencies, and domestic and foreign consulting organizations to develop planning and plans for Phu Quoc Island's tourism development mainly focusing on high-quality eco-tourism with distinctive characteristics, aiming to build Phu Quoc into a nationally and regionally attractive tourist center with competitive tourism products, contributing positively to economic restructuring, linked with national defense and security tasks.

c) The Ministry of Transport coordinates with the People's Committee of Kien Giang Province, relevant Ministries and agencies, and domestic and foreign consulting organizations to develop planning and plans for transportation and transport development on the Island in line with development orientations and goals; projects must comply with the overall development plan for Phu Quoc and have investment plans to accelerate implementation progress. In the short term, immediately start construction of the coastal road from Duong Dong to An Thoi, plan the port system. The Civil Aviation Authority of Vietnam will develop a project to expand the existing airport to ensure that large aircraft can take off and land.

d) The Ministry of Defense conducts reviews and adjusts defense and national security assurance plans, aligned with the priority task of socio-economic development to serve tourism development on the Island; review and plan the use of military land, clearly identify areas and land areas that must be allocated for military purposes as soon as possible for submission to the Prime Minister for approval; excess land areas will be transferred to local authorities for management, exploitation, and use in socio-economic development tasks.

To meet defense requirements, the Ministry of Defense must accelerate investment progress and complete ongoing projects and works; consider reasonably arranging defense facilities in the northern part of the Island.

đ) The Ministry of Public Security conducts reviews and adjusts plans for protection and security assurance to serve the Island's development objectives; coordinate with relevant Ministries and agencies and local authorities, military forces, Border Guard, Customs to establish appropriate management mechanisms to simplify procedures for receiving and managing tourists while ensuring safety, security, and order on the Island.

e) The Ministry of Foreign Affairs coordinates with the Ministry of Public Security, relevant Ministries and agencies, and Kien Giang Province to develop a proposal on visa issuance, entry and exit, and settlement on the Island.

g) The Ministry of Agriculture and Rural Development coordinates with the People's Committee of Kien Giang Province, relevant Ministries and agencies, and domestic and foreign consulting organizations to develop planning and measures to protect existing primary forests and Phu Quoc National Park; coordinate with the Ministry of Natural Resources and Environment to survey and construct water reservoirs and irrigation works on the Island to provide water for economic development and meet people's living needs.

h) The Ministry of Finance develops capital mobilization mechanisms to generate development funds.

i) The Ministry of Natural Resources and Environment coordinates with the People's Committee of Kien Giang Province, relevant Ministries and agencies, and domestic and foreign consulting organizations to develop land use planning, environmental protection, and water resource utilization.

k) The Ministry of Fisheries coordinates with the People's Committee of Kien Giang Province, relevant Ministries and agencies, and domestic and foreign consulting organizations to develop planning for fisheries development in the Phu Quoc Island area, linked with tourism development.

l) The Post and Telecommunications Ministry shall coordinate with the People's Committee of Kiên Giang Province, relevant ministries, agencies, and domestic and foreign consulting organizations to develop the postal and telecommunications network plan.

m) The Ministry of Health, the Ministry of Education and Training, and the Ministry of Culture, Sports and Tourism shall coordinate with the People's Committee of Kiên Giang Province and the People's Committee of Phú Quốc District to upgrade the district hospital, multifunctional health centers, and organize training for medical staff; establish an education and training system aimed at gradually improving public awareness, developing human resources, and building cultural houses to meet the requirements for tourism and service development in the coming years.

n) The Ministry of Planning and Investment shall continue to work with the People's Committee of Kiên Giang Province to monitor and oversee the implementation of the overall socio-economic development master plan on the Island. The Ministry of Planning and Investment shall cooperate with the Ministry of Construction and the General Department of Tourism to coordinate with the People's Committee of Kiên Giang Province to develop plans to invite domestic and foreign consulting companies with sufficient capacity to implement comprehensive spatial planning and detailed planning for the Island.

Article 9. This Decision shall take effect fifteen days from the date of publication in the Official Gazette. The Chairman of the People's Committee of Kiên Giang Province and the Ministers, Heads of ministerial-level agencies, and Heads of government agencies concerned shall be responsible for implementing this Decision./.
