Of the President of the Government of the Democratic Republic of Vietnam No. 178 dated September 10, 1946

President of the Government of the Democratic Republic of Vietnam

Pursuant to Decree No. 60 dated May 6, 1946 organizing the Military Commission,

Pursuant to Decree No. 150 dated August 15, 1946 establishing the position of Special Representative in the Military Commission,

Pursuant to Decree No. 177 dated September 10, 1946 amending Article 3 of Decree No. 60 dated May 6, 1946 mentioned above,

At the proposal of the Chairman of the Military Commission,

AFTER THE COUNCIL OF MINISTERS HAS REACHED A CONSENSUS,

Issued the decree:

ARTICLE 1

The Central Vietnamese-French Liaison and Control Committee shall now be under the control of the Special Representative of the Military Commission.

Article Two

To assist the Special Representative in joint inspection work, there will be:

a) A head of the joint inspection office

b) A Secretary General

c) One or more Advisors

Article Three

The head of the joint inspection office shall be appointed by the Decree, pursuant to the proposal of the Chief of Staff of the Military Commission. The Secretary General and Advisors shall be nominated by the Chief of Staff of the Military Commission and the Special Representative, and appointed by the Chairman of the Military Commission through a decision.

Article Four

The Central Vietnamese-French Joint Inspection Office consists of:

- An Office headed by a Secretary

- A Documentation Department headed by a Director

- A Dispatch Department headed by a Director

- A Personnel and Accounting Section headed by a Head.

Article Five

In each locality where French troops are stationed, a Vietnamese-French Joint Inspection Department shall be established.

Article Six

The staff of the Central Joint Inspection Office and the local Joint Inspection Departments shall be appointed by the Chairman of the Military Commission and selected from among personnel belonging to the military or outside the military according to Article Two.

Article Seven

The organization and tasks of the Central Joint Inspection Office and the local Joint Inspection Departments, and the details for implementing this Decree, shall be determined by a decree of the Chairman of the Military Commission.

Article Eight

The Chairman of the Military Commission is responsible for enforcing this Decree.
