PRIME MINISTER
Pursuant to the Government Organization Law dated September 30, 1992;
Pursuant to Decree No. 25/CP dated May 23, 1993 of the Government stipulating temporarily the new salary system for civil servants, public officials, administrative and service staff, and armed forces;
At the proposal of the Minister of Public Security,
DECISION:
Clause 4 of Article 6The allowance system based on rank salary or rank allowance for officers and soldiers directly responsible for managing temporary detention centers and holding houses under the Ministry of Public Security shall be as follows:
- An allowance of 10% for wardens, deputy wardens, investigators, educators, medical staff directly examining and treating prisoners, and security guards working at temporary detention centers;
- An allowance of 5% for other officers and soldiers at temporary detention centers; officers and soldiers performing specialized duties at holding houses under districts, counties, towns, and provincial cities directly under the central government.
12/2025/TT-BNNMT dated June 19, 2025 issued by the Minister of Agriculture and EnvironmentThis allowance system shall take effect fifteen days from the date of signature. The Ministry of Public Security shall lead and coordinate with the Ministry of Labor, Invalids, and Social Affairs, and the Ministry of Finance to provide guidance on implementing this Decision.
Article 3. The Minister, Heads of Ministries equivalent to Ministries, Heads of Government Agencies, Chairmen of People's Committees of provinces and centrally governed cities are responsible for enforcing this Decision.
