To approve the Strategy for the application and development of information technology in natural resources and environment until 2015 and orientation until 2020 with the main contents as follows:

PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Considering the proposal of the Minister of Natural Resources and Environment at the report No. 106/TTr-BTNMT dated July 28, 2004,

DECISION:

Article 1. Approve the Strategy for the application and development of information technology in natural resources and environment until 2015 and orientation until 2020 with the main contents as follows:

I. OBJECTIVES

1. To computerize the administrative management system of the state on natural resources and environment in accordance with the standards of Vietnam's e-Government, improving the quality and effectiveness of natural resources and environmental management; reforming administrative procedures for the registration and licensing systems related to the exploitation and use of natural resources and environmental quality; creating favorable conditions for organizations and citizens to access information on natural resources and environment.

By 2010, the computerization of the administrative management system of the state on natural resources and environment must achieve the following specific goals:

a) State management work within the Ministry of Natural Resources and Environment will be carried out through direct information connection with internal networks of each sector within the industry;

b) Registration and licensing procedures within the scope of activities of the natural resources and environment sector will be implemented through internal networks of each sector within the industry;

c) The information management network for natural resources and environment will be directly connected to the financial management, banking, tax, treasury networks to coordinate in managing transactions guarantee and financial management of natural resources and environment;

d) Information on current status and registration systems; policy and legal documents; planning and plans already decided and reviewed will be publicly announced on the information network of each sector within the industry;

đ) The construction and adjustment of policies, laws, and planning will be based on the analysis of data in the database of each sector within the industry.

By 2015, the computerization of the administrative management system of the state on natural resources and environment will be carried out on a unified information network for natural resources and environment.

2. Equipment and technology serving investigation, survey, monitoring, and measurement work will gradually shift to digital technology generations, ensuring that almost all data collection on natural resources and environment is automated, and the entry of data into databases is also automated.

By 2010, from 50% to 100% of equipment in investigation, survey, monitoring, and measurement will be shifted to digital technology. Depending on the specific needs of each sector within the industry; by 2015, it will increase to between 70% and 100%, and by 2020, the entire process of data collection technology conversion will be completed.

The national database on natural resources and environment will be fully integrated into the national information network for natural resources and environment and updated regularly, connected online between databases of various sectors within the industry, between central and provincial levels, and connected offline with international and regional databases on natural resources and environment, playing a core role in the national resource and environmental monitoring system, forming an information infrastructure to serve state management and economic, social, defense, security activities, scientific research, education and training, and enhancing public awareness.

By 2010, complete the construction and integration of the database of each sector within the natural resources and environment industry with standardized data according to national standards. Regularly updated from local monitoring systems, from the National Satellite Image Reception Station, and supplemented with regional and global data; connected by sector between central and provincial levels to form the information network of each sector within the industry, meeting the requirements for state management of each sector and providing sufficient data for economic and social activities, defense, and security needs nationwide; initially test the integration of information from sectoral databases according to the design of the national database on natural resources and environment.

By 2015, the national database on natural resources and environment will be built at a level of complete integration of databases of each sector within the industry to create a national information network for natural resources and environment including all current and historical data, regularly updated data from the investigation, survey, monitoring, and measurement network at the central level, from the local management system, from the National Satellite Image Reception Station, and international data stations; the database system and information network for natural resources and environment is a unified system from the central to local levels, standardized according to national standards, equipped with absolute means to ensure data security and data security; the natural resources and environment data system meets all requirements for state management, accurately reflects the current situation, evaluates potential usage, develops reasonable planning for usage, forecasts environmental impact, forecasts natural disasters, and serves the need for information use for economic and social development and ensuring defense and security.

4. To apply and develop information technology to solve specialized problems to improve the quality of results in processing large volumes of natural resources and environment data; enhance the reliability of weather, climate, natural disaster, and environmental pollution forecasting.

By 2010, the application and development of information technology to solve complex specialized issues of the industry need to achieve the following results:

a) Establish a high-performance computing room with dedicated hardware design for high-speed processing, capable of multi-processing and multitasking, shared across the entire industry, developing specialized software suitable for each field in accordance with Vietnam's characteristics.

b) Operate the National Satellite Image Reception Station to monitor the current status of natural resources and the environment based on regularly receiving certain types of optical images and radar images that meet the common needs of the entire country and specific needs for natural resources and the environment, develop specialized software for processing aerial and satellite imagery for resource and environmental purposes.

c) Operate the Global Positioning System (GPS) fixed station system to provide information to improve positioning accuracy and navigation services for the specific needs of the Natural Resources and Environment sector and for the common needs of the entire country. The central station of the system in Hanoi will be established as a satellite positioning technology laboratory and data reception from various satellites for exploration, surveying, and Earth research.

d) Each field within the sector has its own laboratories with appropriate hardware and software to meet the needs of applying and developing specialized information technology in their respective fields.

By 2015, complete the high-performance computing laboratory, the Laboratory for Processing Satellite Image Data and Geographic Data (belonging to the National Satellite Image Reception Station), the Laboratory for Processing Satellite Positioning Data and Earth Exploration Satellites (belonging to the Central GPS Station) to put into operation according to their designed functions to serve large data processing in analyzing the current status and forecasting natural resources and the environment; cooperate in domestic and international scientific research on Earth, provide data to users with needs, and develop specialized information technology for natural resources and the environment.

II. KEY TASKS OF THE STRATEGY AND IMPLEMENTATION STEPS

1. Digitize the process of collecting and updating natural resource and environmental data through surveys, investigations, measurements, and monitoring in fields under the Natural Resources and Environment sector.

The completion time for digitizing investigation, survey, measurement, and monitoring equipment in each field is determined as follows:

a) Land Management: by 2010, complete the land cadastral mapping using digital technology; establish current land use maps and monitor the implementation of land planning and utilization plans using aerial and satellite imagery.

b) Water Resource Management: by 2005, organize the receipt of water resource measurement data, water usage monitoring, and water quality monitoring data from implementing agencies to incorporate into the database; by 2015, upgrade or replace new investigation, survey, measurement, and monitoring equipment for water resources using digital technology.

c) Geology and Mineral Management: by 2010, digitize the system for monitoring mineral extraction conditions from ground stations and satellite imagery; by 2015, digitize geological map creation from ground survey and measurement data combined with aerial and satellite imagery; by 2020, digitize the entire ground-based equipment system serving geological surveys, exploration, and measurement; complete the digitization of geological survey, exploration, and measurement equipment.

d) Environment: by 2010, complete the environmental monitoring and quality assessment system using remote sensing technology; by 2020, complete the ground-based environmental monitoring and quality assessment system using digital technology.

đ) Meteorology and Hydrology: by 2005, complete the system for receiving and processing data from upper air stations, weather radar, and cloud imaging; by 2020, complete the upgrading of meteorological and hydrological measurement equipment across the network using digital technology.

e) Surveying and Mapping: by 2005, digitize the entire coordinate, elevation, and gravity measurement equipment system on the ground; by 2010, upgrade the marine surveying and mapping equipment system using digital technology; by 2015, upgrade the aerial and satellite imagery surveying and mapping equipment system using digital technology.

2. Establish a national database on natural resources and the environment with the following steps:

a) From now until 2005: conduct feasibility studies on the design of a natural resources and environmental database, trial operations, and build a standardized common geographic database.

b) From 2006 to 2010: build component databases for land management, water resource management, minerals, environment, geology, meteorology and hydrology, surveying and mapping, in accordance with unified standards.

c) From 2011 to 2015: integrate the component databases of each field into a national natural resources and environmental database.

3. Organize a data transmission network to serve the specialized sector and provide natural resources and environmental data for state management needs, economic and social development, national defense, security, scientific research, training, international cooperation, and other societal and community needs.

The data transmission network is designed and implemented concurrently with the database with specific steps as follows:

a) From now until 2005: each field within the sector designs its own internal network (Intranet) specialized, connecting to the Ministry's Information Center server and the Ministry's agency server.

b) From 2006 to 2010: each specialized internal network begins operations, ensuring the connection of dispersed specialized data at the central level and provincial levels, providing data for state management needs and other economic and social needs, national defense, and security, connecting to international information centers in their respective fields for international data exchange; specialized internal networks connect with each other to exchange data, and connect to the Internet to provide information to meet common needs and community information requirements.

c) From 2011 to 2015: complete the construction of a national natural resources and environmental internal network based on connecting the specialized internal networks of each field (called the national natural resources and environmental information network).

4. Apply and develop information technology to enhance the effectiveness of solving specific issues related to natural resources and the environment towards effectively utilizing specialized foreign information technology, encourage domestic technological solutions for hardware and software to improve the processing capacity of large data volumes and increase the reliability of results with specific steps as follows:

a) From 2006 to 2010: establish a high-performance computing laboratory capable of handling computational tasks requiring high-speed calculations to process large data volumes, serving the common needs of the entire Natural Resources and Environment sector; efficiently utilize the laboratory for image data and geographic data processing that has been established in conjunction with the National Satellite Image Receiving Station; operate the laboratory for Global Positioning System (GPS) data processing that has been established in conjunction with the central station of the fixed GPS network located in Hanoi, combining the reception and processing of data from satellites for earth exploration, surveying, and research to meet domestic data requirements.

b) From 2011 to 2015: enhance the ability to process large data volumes and the reliability of obtained results; address more complex issues related to the analysis of current natural resource and environmental conditions, planning for natural resource utilization, forecasting natural disasters, and predicting environmental impacts caused by human activities; produce hardware and software products to solve specific information-related issues about natural resources and the environment.

5. Effectively implement the Program on Computerizing Administrative Management Systems of State Agencies (Program 112) in state management agencies concerning natural resources and the environment; closely integrate this with the process of establishing a database system for natural resources and the environment, building a national natural resources and environment information network with specific steps as follows:

a) From now until 2005: comprehensively computerize office work for the Ministry of Natural Resources and Environment, provincial Departments of Natural Resources and Environment, and create a computerized management link between the Government, the Ministry of Natural Resources and Environment, and Provincial People's Committees regarding state management of natural resources and the environment.

b) From 2006 to 2010: computerize administrative activities with the public to reform administrative procedures in each field within the sector; implement registration, licensing, dissemination of policies and laws, and publicizing plans in the field of natural resources and the environment through specialized information networks.

c) From 2011 to 2015: computerize state management activities regarding natural resources and the environment at a higher level; propose policy and law planning, review of plans, and decision-making supported by information analysis systems in the natural resources and environment database; create a direct connection between state administrative agencies and the public through the natural resources and environment information network system.

6. Establish a complete set of documents stipulating technical standards for natural resources and environment information and regulatory legal documents for managing natural resources and environment information during the period from now to 2005, including the following tasks:

a) Issue a set of documents stipulating technical standards for natural resources and environment information.

b) Submit to the Government for promulgation of a Decree on managing natural resources and environment information, clearly defining the responsibilities and benefits of information providers, the responsibilities of information management agencies, the responsibilities and benefits of information users, the legal value of information, ownership rights over information, mechanisms for providing information, security and safety measures for information, and implementing these regulatory legal documents in practice.

7. Train sufficient personnel in information technology to meet both quantity and quality requirements for implementing the Strategy on Applying and Developing Information Technology for Natural Resources and the Environment through the implementation of information technology programs and projects; increase the content of training in information technology related to natural resources and the environment at colleges and secondary schools under the Ministry, specialized departments in universities, and train specialized fields in natural resources and the environment for IT experts working in units within the sector; popularize knowledge on applying information technology on electronic information pages of the sector, build a distance learning system for sector staff in localities.

III. MAJOR SOLUTIONS AND KEY PROGRAMS AND PROJECTS

1. Major solutions:

a) Activities in developing, reviewing, and implementing projects must be based on the content of the Strategy so that project products align with the systemic nature of the Strategy;

b) Issue all necessary legal documents as soon as possible to create a legal framework during the implementation of the Strategy, particularly early establishment of a system of natural resources and environment data standards;

c) Mobilize various sources of capital such as economic services, scientific services, basic construction, Program 112, official development assistance (ODA), cooperation with foreign countries, etc., to implement parts of the programs and projects in the Strategy, especially actively seek ODA funding to implement major projects;

d) Create incentives for the development of software, accelerate the pace of computerization in the application and development of information technology for the sector;

đ) Create a good coordination mechanism among sectors within the central and local levels, and between the Natural Resources and Environment sector and other sectors to cooperate in developing infrastructure for data, avoiding data fragmentation;

e) Create conditions for sectors within the sector to participate in data collaboration activities regionally and globally to address common issues related to natural resources and the environment.

2. Key programs and projects:

a) Program for modernizing equipment for investigation, survey, measurement, and monitoring of natural resources and the environment in the direction of digital technology.

Continue to implement ongoing projects, develop new projects, ensure synchronized investment from various sources of construction capital (for basic surveys), economic services, scientific services, ODA. The program will be completed by 2010 and includes the following specific projects:

- Project to modernize observation and measurement equipment at meteorological, hydrological stations.

Continue to upgrade equipment at meteorological, hydrological, marine stations, ensuring synchronization and systematization according to digital automation technology using construction capital (for basic surveys).

- Project to construct and modernize environmental observation equipment within the environmental monitoring station system.

Continue to upgrade equipment at environmental monitoring stations, ensuring synchronization and systematization according to digital automation technology using construction capital (for basic surveys), economic services for the environment, ODA.

- Project to modernize exploration, surveying, and geological and geophysical prospecting equipment for Geological Unions.

Continue to upgrade exploration, surveying, and geological and geophysical prospecting equipment for Geological Unions, ensuring synchronization and systematization according to digital technology using construction capital (for basic surveys), economic services for geology.

- Project to modernize aerial photography, laser scanning, and seabed mapping equipment.

Upgrade optical aerial photography equipment using digital photography technology or laser scanning technology from aircraft, upgrade echo sounder equipment using multi-beam echo sounder equipment in seabed mapping using construction capital (for basic surveys), economic services for mapping, ODA.

- Project to build a national satellite image receiving and processing station system.

Build a satellite image receiving station, a satellite image processing station, and develop remote sensing technology applications for resource and environmental monitoring using French Government ODA funds.

- Project to build a fixed GPS station system in Vietnam.

Continue to build seven fixed GPS stations continuously receiving signals from positioning satellites and retransmitting them to improve positioning accuracy and navigation; build an additional sixteen fixed stations continuously receiving signals from satellites for earth crust movement monitoring using construction capital (for basic surveys), ODA.

b) Program to establish a national resource and environmental database.

Content includes many projects, each sector implementing a separate project with the content of building a database for that sector or integrating databases, carried out from 2006 to 2010 using economic service and ODA funds:

- Project to modernize land management system.

Digitize the land management system based on establishing cadastral database, implemented during the period 2005-2010 using ODA funds.

- Project to modernize water resources management system.

Digitize the water resources management system based on establishing a water resources database and water usage database, implemented during the period 2006-2010 using ODA funds.

- Project to modernize mineral management system.

Digitize the mineral management system based on establishing a mineral database and mineral usage database, implemented during the period 2006-2010 using ODA funds.

- Project to build a geographic database.

Build a shared geographic database, implemented during the period from now to 2005 using economic service funds.

- Project to build a meteorological and hydrological database.

Build a meteorological and hydrological database, implemented during the period 2006-2010 using economic service funds.

- Project to build an environmental database.

Build an environmental database, implemented during the period 2006-2010 using economic service funds.

- Project to build a geological database.

Build a geological and geophysical database, implemented during the period 2006-2010 using economic service funds.

- Project to build an electronic library of resources and environment.

Collect all types of documents, books, newspapers, important data domestically, regionally, and internationally about resources and environment to establish an electronic library serving information needs for state administration and community, implemented during the period 2005-2010 using economic service funds.

- Project to build an integrated resource and environmental database.

Build a system integrating all specialized databases into a national resource and environmental database, implemented during the period 2006-2010 using economic service funds.

c) Project to build an information network for resources and environment.

Build an internal information network (Intranet) for each field of the sector, integrated to become a national resource and environmental information network, implemented from 2007 to 2015 using economic service and ODA funds.

d) Project to digitize the state management system (Program 112 of the Government).

Build an administrative management system oriented towards e-government (excluding the content of database establishment and data transmission network); implemented from 2002 to 2010 (currently underway) using Program 112 funds of the Government.

đ) Project to apply and develop information technology for solving special issues related to resources and environment.

Research and develop information technology to solve large-scale data processing problems, implement recognition and artificial intelligence theories in Earth information interpretation, improve the accuracy of natural disaster prediction, environmental disaster prediction, and Earth science research; implemented from 2006 to 2010 using scientific and economic service funds.

e) Project to establish legal frameworks for managing resource and environmental data.

Establish a Government Decree on data collection, dissemination, management, and utilization for resources and environment; establish technical standards for resource and environmental data; implemented from now to 2005 (currently underway) using economic service funds.

Article 2. The Ministry of Natural Resources and Environment shall take the lead and coordinate with the Ministry of Posts and Telecommunications, the Ministry of Science and Technology, and relevant agencies to implement the contents prescribed in Article 1; coordinate with the Ministry of Planning and Investment and the Ministry of Finance to develop annual capital plans for the implementation of this Strategy.

Article 3. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.

Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of People's Committees of provinces and centrally governed cities are responsible for implementing this Decision./.
