Pursuant to Decree No. 204/2004/NĐ-CP dated December 14, 2004 of the Government on the Salary System for Civil Servants, Public Officials, and Military Personnel;
Pursuant to Decree No. 205/2004/NĐ-CP dated December 14, 2004 of the Government stipulating the salary scale, wage table, and wage allowance system in state-owned enterprises.

Article 1. Scope and Applicability
This Decision stipulates the preferential allowance system for civil servants, officials, and workers engaged in maritime search and rescue activities.
Article 2. Allowance levels and calculation methods
1. The preferential allowance levels are specified as follows:
a) A 50% preferential allowance applies to officials and workers operating on specialized maritime search and rescue vessels that have been classified according to the seafarer and maritime search and rescue vessel staff wage table (Table B5, Group III) issued together with Decree No. 205/2004/NĐ-CP dated December 14, 2004 of the Government;
b) A 15% preferential allowance applies to civil servants and officials involved in search and rescue command coordination work, communication liaison duty, technical management, and search and rescue training supervision and guidance.
2. The preferential allowance level is calculated based on the current grade and step salary plus leadership position allowance and seniority allowance exceeding the framework (if applicable).
Article 3. Sources of Funds
The funding for the payment of the profession-based preferential allowance system for the search and rescue force as stipulated in this Decision shall be allocated within the annual budget of the Ministry of Transport in accordance with the State Budget Law.
The Vietnam Maritime Search and Rescue Center will directly pay the civil servants, officials, and workers engaged in maritime search and rescue activities according to the current regulations.
Article 4. Effective date
This Decision takes effect 15 days after its publication in the Official Gazette.
Article 5. Guidance and responsibility for implementation
1. The Ministry of Transport shall take the lead and coordinate with the Ministry of Labor - Invalids and Social Affairs, the Ministry of Home Affairs, and the Ministry of Finance to guide the implementation of this Decision.
2. The Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of provincial People's Committees under central cities shall be responsible for enforcing this Decision.
