- Pursuant to Decree No. 15/CP dated May 2, 1993 of the Government stipulating the tasks, powers, and responsibilities for state management of ministries and ministerial-level agencies;
- Pursuant to Decision No. 15/CP dated March 4, 1994 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Construction;
- Pursuant to the Investment and Construction Management Regulations issued together with Decree No. 177/CP dated October 20, 1994 of the Government.

Article 1
This Decision promulgates the set of design prices for construction projects, replacing the "Set of Design Prices for Basic Construction Projects" issued pursuant to the Decision of the Minister of Construction No. 95 BXD - VKT dated April 11, 1989.
Article 2
This Decision shall take effect nationwide from July 1, 1995.
Article 3
Ministries, ministerial-level agencies, government-affiliated agencies, provincial people's committees, and centrally governed city people's committees are responsible for implementing this Decision./.
