JOINT CIRCULAR No. 179/TT-LB ON THE AWARDING OF MERIT FOR THE FOUR ARMED FORCES UNITS OF THE PUBLIC SECURITY FORCE

FOR THE FOUR ARMED FORCES OF THE PUBLIC SECURITY SECTOR

Pursuant to Decree No. 054/SL dated February 2, 1958 of the President of the Democratic Republic of Vietnam establishing the Military Liberation Vietnam Medal, the Military Liberation Vietnam Badge, the Victory Medal, and the Victory Badge for awarding the achievements of officers and soldiers of the People's Army of Vietnam;

Pursuant to the Decision of the Standing Committee Meeting of the Government Council held on December 9, 1959 regarding the application of the military year-end award system to the four armed forces of the public security sector.

Implementing the Resolution of the Standing Committee Meeting of the Government Council, the Joint Ministry issues this Circular stipulating certain principles for awarding year-end awards to the four armed forces of the public security sector as follows:

I. OBJECTS ELIGIBLE FOR YEAR-END AWARDS

1. All officers and soldiers in the three armed forces below shall be eligible for year-end awards like those of the military:

a- Public Security Armed Forces (or called Guard, Public Security Armed Forces, or Armed Police).

b- Guard Troops (North and Central Regions), National Guard Teams or Protection Teams (South Region), including Protection Teams of counties in the Eastern South Region provinces.

c- Public Security Volunteer Force.

2. Officers and workers of public security workshops in the South shall be eligible for year-end awards like defense workers.

II. CRITERIA FOR CONSIDERING YEAR-END AWARDS

1. The awarding of year-end awards to the four armed forces of the public security sector continues to implement the Party and Government's year-end award policy for the military. Therefore, the criteria for consideration are based on Decree No. 054/SL, specifically the three basic criteria: rank, time served in the armed forces of the public security sector, and no serious mistakes.

2. For officers and soldiers who transferred from the People's Army to the armed forces of the public security sector, or vice versa, the time served in the armed forces will be added to the time served in the military when considering year-end awards.

In such cases, if previously during the awarding process, both periods (time served in the military and time served in the public security armed forces) were determined with age and rank, then there is no need to consider the awards again now. However, if only the time served in the military was considered before, it is necessary to determine the rank and time served in the public security armed forces, combined with the time served in the military, and then base the reconsideration on the general criteria. If the level of the Medal or Badge increases, it will be replaced; if the level remains the same, it will not be changed.

III. IMPLEMENTATION ORGANIZATION

Directing the implementation and reviewing year-end awards for the four armed forces of the public security sector is the shared responsibility of the Joint Ministry of Public Security and National Defense. AT At all levels of regions, provinces, cities, counties, and communes, the public security agencies and military agencies have the duty to closely cooperate in implementation, with the public security agency taking the lead. In directing the implementation and reviewing awards, efforts should be made to seek the opinions of administrative committees at all levels.

For officers and soldiers who transferred from the armed forces of the public security sector to military units and are currently serving in military units, they will be guided and directed by the General Department, Military Zones, Divisions, Brigades, and subordinate units, then reported to the General Political Department for review and recommendation of awards.

For officers, soldiers, and war invalids who are currently working in the public security sector or have transferred to work in various agencies, sectors, mass organizations, factories, mines, construction sites, farms, etc., or have been demobilized back to their home regions (including those who transferred to the military and then demobilized, transferred to other sectors) and all officers, soldiers who have died, the public security and military agencies at all levels of regions, provinces, cities, counties, and districts are responsible for guiding and directing the implementation and review, then submitting to the Ministry of Public Security. After review by the Ministry of Public Security and the Ministry of National Defense, the Ministry of National Defense will issue a decision to present the awards.
