JOINT CIRCULAR

Guidelines for implementing the civil service recruitment examination for nursery teacher positions and primary, secondary, and high school teacher positions

Implementing Decree No. 95/1998/NĐ-CP dated November 17, 1998, of the Government on the recruitment, utilization, and management of civil servants (hereinafter referred to as Decree No. 95/1998/NĐ-CP); the Ministry of Education and Training and the Government's Organization and Cadre Affairs Department provide guidance as follows:

I. CONTENT OF THE RECRUITMENT EXAMINATION:

Candidates participating in the recruitment examination (hereinafter referred to as candidates) for nursery teacher, primary school teacher, lower secondary school teacher, and upper secondary school teacher positions must take two mandatory sections:

- Written section

- Oral interview section

1. Written section:

The written section focuses on knowledge about:

1.1. Issues related to objectives, nature, principles, requirements regarding content and methods of education; objectives, requirements regarding content and methods, preschool education institutions; objectives, requirements regarding content and methods, textbooks, educational qualifications at general education levels.

1.2. Current policies and viewpoints of the Party and State on preschool and general education.

1.3. National education system; educational qualifications and certificates; organizational structure, tasks, and authorities of preschool and general education schools.

1.4. Position and role of education; state management of education; duties and rights of teachers; training and development policies for teachers.

1.5. Professional standards for teacher positions.

1.6. Regulations, charters, and provisions issued by the Ministry of Education and Training concerning preschool and general education regarding grading, student assessment, classification, working conditions, labor norms for teachers, organization and activities of schools; examination work; programs and teaching plans that civil servants will undertake.

1.7. Issues related to civil servant recruitment, utilization under the Civil Servant Law and guiding documents on this content; obligations, benefits of civil servants; matters that civil servants are not allowed to do.

2. Oral interview section:

The oral interview section aims to identify teaching aptitude, interpersonal skills, and problem-solving abilities in teaching and student education work. The oral interview section includes:

2.1. Candidates select and present a summary of the steps for a specific lesson they will teach in the future and the basic knowledge requirements for that lesson.

2.2. After presenting, candidates must answer questions from examiners on the following issues:

a. Specific responsibilities and tasks of the teacher position candidates are applying for.

b. Aspirations and career goals.

c. Propose solutions to situations arising during teaching, class management, and student education as posed by the examiners.

d. Social issues, daily life, and practical education in the local area.

II. LIST OF DOCUMENTS FOR SUPPORTING THE CONTENT OF THE RECRUITMENT EXAMINATION:

1. Resolution of the Second Plenary Session of the Central Committee of the Communist Party of Vietnam, Eighth Congress.

2. Education Law (Law No. 11/1998/QH10) dated December 2, 1998.

3. Civil Servant Ordinance No. 01/1998/PL-UBTVQH10 dated February 26, 1998.

4. Decree No. 95/1998/NĐ-CP dated November 17, 1998, of the Government on civil servant recruitment, utilization, and management.

5. Circular No. 04/1999/TT-TCCP dated March 20, 1999, of the Government's Organization and Cadre Affairs Department guiding the implementation of Decree No. 95/1998/NĐ-CP.

6. Standards for nursery teacher, primary school teacher, lower secondary school teacher, and upper secondary school teacher positions issued with Decision No. 202/TCCP-VC dated June 8, 1994, of the Minister, Head of the Government's Organization and Cadre Affairs Department on the issuance of common standards for education and training specialist positions.

7. Decision No. 243/CP dated June 28, 1979, of the Council of Ministers on the organizational structure and staffing of general education schools.

8. Circular No. 48 TT/GD dated November 29, 1979, of the Ministry of Education guiding the implementation of Decision No. 243/CP.

9. Circular No. 49 TT/GD dated November 29, 1979, of the Ministry of Education on the working conditions of general education teachers.

10. Joint Circular No. 23/TTLN dated January 15, 1995, of the Government's Organization and Cadre Affairs Department, Ministry of Finance, Central Youth Union, and Ministry of Education and Training guiding the working conditions and responsibility allowances for teachers serving as Total Class Advisors.

11. Decision No. 304/CP dated August 29, 1979, of the Council of Ministers on the organizational structure and staffing of state-owned kindergartens.

12. Circular No. 3-CB/UB dated March 7, 1980, of the Central Committee for the Protection of Mothers and Children guiding the implementation of Decision No. 304/CP.

13. Decree No. 17/HĐBT dated January 30, 1984, of the Council of Ministers on the organizational structure and staffing of kindergarten schools.

14. Charter of Kindergarten Schools, Charter of Primary Schools, Charter of Lower Secondary Schools, and Charter of Upper Secondary Schools of the Ministry of Education and Training.

15. Current regulations on student evaluation and classification in preschool and general education (grading, cultural classification, moral classification) of the Ministry of Education and Training.

III. IMPLEMENTATION:

1. The organization of the Examination Board's activities, examination recruitment procedures, conditions for eligibility to participate in the examination, preferential provisions in the recruitment examination, and application files for recruitment into teacher positions in preschool and general education shall be implemented according to the Recruitment Examination Regulations issued with Decision No. 466/1998/QĐ-TCCP-BCTL dated September 5, 1998, of the Minister, Head of the Government's Organization and Cadre Affairs Department, and Circular No. 04/1999/TT-TCCP dated March 20, 1999, of the Government's Organization and Cadre Affairs Department guiding the implementation of Decree No. 95/1998/NĐ-CP dated November 17, 1998, of the Government.

2. To align with the characteristics of the education and training sector, which sees a large number of candidates taking the civil service recruitment examination each year, the new academic year begins in early September, and the requirement for sufficient teachers to start classes, and students and graduates from teacher training institutions typically graduate and enter the workforce in June each year, the Ministry of Education and Training and the Government's Organization and Cadre Affairs Department guide the organization of recruitment examinations and the composition of examination boards and marking boards as follows:

2.1. Regarding the time for organizing the recruitment examination:

Localities need to organize the civil service recruitment examination at provincial teacher training colleges before students graduate.

2.2. Regarding the composition of the Examination Supervision Committees and the Marking Committees:

Based on the number of candidates participating in the examination for nursery teacher positions and primary and secondary school teacher positions, the Chairman of the Examination Board shall decide to establish Examination Committees and Marking Committees and appoint the number of members to participate in these Committees as appropriate. The specific composition is as follows:

a. The Nursery Teacher Recruitment Examination Committee and Marking Committee shall be headed by the Deputy Director of the Department of Education and Training responsible for nursery education. Members of the committee include some members of the Examination Board; the remaining members are mainly outstanding nursery teachers, teachers from the Teachers' College, management and guidance staff from the Department of Nursery Education of the Department of Education and Training, the Department of Education and Training of districts, towns, cities directly under provinces.

b. The Primary School Teacher Recruitment Examination Committee and Marking Committee shall be headed by the Deputy Director of the Department of Education and Training responsible for primary education. Members of the committee include some members of the Examination Board; the remaining members are mainly senior middle school teachers, outstanding primary school teachers, specialists from the Department of Primary Education, the Department of Education and Training, and teachers from the Teachers' College.

c. The Middle and High School Teacher Recruitment Examination Committee and Marking Committee shall be headed by the Deputy Director of the Department of Education and Training responsible for middle and high school education. Members of the committee include some members of the Examination Board; the remaining members are mainly senior middle school teachers, senior high school teachers, teachers from the College of Education, the Provincial Education Management Cadres College, and specialists from the Department of High School Education of the Department of Education and Training.

3. The list of materials serving the recruitment examination specified in Section II of the Circular may be adjusted annually to suit practical circumstances and closely align with the examination content stipulated in Section I of this Circular. Each year, the Ministry of Education and Training will issue detailed guidelines on the use of these materials for localities to implement.

4. This Circular shall take effect fifteen days after the date of signature, replacing Circular 5371/TCCB dated July 2, 1997 of the Ministry of Education and Training regarding guidance on the content and format of the recruitment examination for general education teachers according to Announcement 50/TB dated May 17, 1997 of the Government Office.

5. In the course of implementation, if there are any difficulties, localities shall report them to the Ministry of Education and Training and the Personnel - Cadre Bureau of the Government for study and resolution.
