Guidelines for implementing Decision No. 93/1999/QĐ-TTg dated April 5, 1999 of the Prime Minister on the allowance system for dike supervisors directly participating in handling emergencies during flood and storm warnings

Implementing Decision No. 93/1999/QĐ-TTg dated April 5, 1999 of the Prime Minister on the allowance system for dike supervisors directly participating in handling emergencies during flood and storm warnings; the Joint Circular of the Government Organizational and Cadre Affairs Agency - Ministry of Finance - Ministry of Agriculture and Rural Development provides guidance as follows:

1. Scope of application:

Dike supervisors directly participate in handling dike emergencies when there are flood and storm warnings.

2. Allowance level:

- Level: VND 7,000/person/day, applicable to dike supervisors directly participating in handling dike emergencies during flood warning levels 1 and 2 and handling sea dikes in areas affected by storms when there are urgent storm warnings.

- Level: VND 10,000/person/day, applicable to dike supervisors directly participating in handling dike emergencies during flood warning levels above 2 and handling sea dikes during storms.

3. Working time for calculating allowances: from the start of emergency handling until its completion, during which dike supervisors must be present and participate in emergency handling; if working less than 4 hours/day, they will receive half an allowance, and more than 4 hours/day, they will receive a full allowance.

Handling dike emergencies on days without flood or storm warnings does not qualify for this allowance.

Staff from various sectors and levels mobilized to direct dike emergency handling who are not dike supervisors do not qualify for this allowance.

4. Source of funding:

- The source of funding for this allowance system is allocated within the state budget for water conservancy works.

- Each year, provinces and centrally-administered cities prepare budgets for water conservancy works within their annual state budget estimates, including provisions for allowances for handling dike emergencies during flood and storm warnings, and settle accounts according to current state regulations.

Provincial and municipal Flood Control, Storm Prevention, and Dike Management Agencies have the responsibility to manage, supervise, and confirm emergency handling to serve as documentation for settlement.

- In 1999, the funding for this allowance system will be sourced from the budget for water conservancy works already allocated.

- Directing the Department of Information and Communications to advise on management, plan formulation, and implementation after approval by the Provincial People's Committee;

- This Circular takes effect from April 20, 1999.

- The Ministry of Agriculture and Rural Development and People's Committees of provinces and centrally-administered cities are responsible for directing correct payment to eligible recipients and supervising implementation of this Circular.

Any issues encountered during implementation should be reported to the relevant ministries for study and resolution./.
