Rank Insignia, Symbol, Flag, and Uniforms of the Vietnam Customs

Pursuant to the Government Organization Law dated September 30, 1992;
Pursuant to the Customs Ordinance dated February 20, 1990;
At the proposal of the Director General of the General Department of Customs,
DECREE:
Article 1. The traditional flag of the Vietnam Customs.
1. The traditional flag of the Vietnam Customs is rectangular in shape, with a width equal to two-thirds of its length, featuring a red background with a five-pointed yellow star in the center, and above the left corner, there are two lines of capitalized yellow letters reading "Bảo vệ lợi ích chủ quyền quốc gia" (the first line reads "Bảo vệ", the second line reads "lợi ích chủ quyền quốc gia", the end of the last letter does not exceed the right edge of the star). Below the text is the symbol of the Vietnam Customs.
2. The traditional flag of the Vietnam Customs is used during commemorative rallies for holidays, traditional activities of the Customs, when receiving high awards from the Party and State, and other significant events of the Customs sector.
Article 2. The Customs Emblem.
1. The Customs Emblem of the Vietnam Customs is made of metal in a circular shape, measuring 60 mm in height and 54 mm in width, with the National Emblem of the Socialist Republic of Vietnam at the top, having a diameter of 28 mm. Below the National Emblem are a golden anchor, swallowtail, and key, followed by the capitalized letters "HẢI QUAN" in gold on a red background, surrounded by a pine branch in gold.
2. The Customs Emblem is attached to the cap.
Article 3. The Vietnam Customs Badge and Single Pine Branch.
1. The Vietnam Customs Badge has a parallelogram shape (55 mm x 33 mm, height 30 mm), with a blue background, featuring a metal anchor enclosing a swallowtail and key in gold. The Customs Inspector's badge has a red border around three sides.
The Customs Badge is worn on the collar of the Spring-Summer and Autumn-Winter uniforms.
2. The single pine branch, made of metal and colored gold, is worn on the collar of the ceremonial uniform.
Article 4. The Vietnam Customs Rank Insignia.
The Vietnam Customs Rank Insignia has a blue background, rectangular in shape, with one end tapering to a point, measuring 48 mm in width and 120 mm in length, with a 18 mm slant at the pointed end. On the insignia, there is a metal button with a diameter of 15 mm, located at the narrow end of the insignia, featuring a raised five-pointed star between two ears of wheat; there are horizontal stripes or "<" symbols, each 6 mm wide, made of metal, located at the broad end of the insignia, and a five-pointed star, 14 mm in diameter, arranged vertically along the insignia to distinguish different ranks and grades of Customs officials, worn on the shoulder of the prescribed Customs uniform as follows:
1. The insignia for Senior Customs Inspector has three evenly spaced horizontal stripes, with stars to differentiate the grades, including:
Senior Customs Inspector Grade 1 and 2: 1 star
Senior Customs Inspector Grade 3 and 4: 2 stars
Senior Customs Inspector Grade 5 and 6: 3 stars
Senior Customs Inspector Grade 7: 4 stars
Stars, buttons, and horizontal stripes are gold in color.
2. The insignia for Principal Customs Inspector has two evenly spaced horizontal stripes, with stars to differentiate the grades, including:
Principal Customs Inspector Grade 1, 2, 3: 1 star
Principal Customs Inspector Grade 4, 5, 6: 2 stars
Principal Customs Inspector Grade 7, 8: 3 stars
Principal Customs Inspector Grade 9: 4 stars.
Stars, buttons, and horizontal stripes are gold in color.
3. The insignia for Customs Inspector has one horizontal stripe, with stars to differentiate the grades, including:
Customs Inspector Grade 1, 2, 3: 1 star

5. The insignia for Customs Officer has one "<" symbol, with stars to differentiate the grades, including:
Customs Officer Grade 1, 2, 3, and 4: 1 star
Customs Officer Grade 5, 6, 7, and 8: 2 stars
Customs Officer Grade 9, 10, 11, and 12: 3 stars
Customs Officer Grade 13, 14, 15, and 16: 4 stars
Stars, buttons, and "<" symbols are silver in color.
6. The insignia for Customs School Student has one "<" symbol in gold, without stars.
7. For contractual employees within the staffing quota and those in their probationary period or internship for a civil service position in the Customs sector, they wear insignia without stripes or stars.
8. For Customs officials receiving a different salary scale corresponding to their level and salary grade among the five civil service positions, they wear insignia with horizontal stripes or "<" symbols without stars.
Article 5. The Symbol of the Vietnam Customs.
1. The Customs Symbol is shield-shaped, with a blue background, featuring a five-pointed star at the top, an anchor, swallowtail, and key placed diagonally in the middle, and the capitalized letters "HẢI QUAN" at the bottom. The five-pointed star, anchor, swallowtail, key, and letters "HẢI QUAN" are gold in color.
2. The Customs Symbol is used to be affixed to flags, traditional flags, printed on certain types of documents, forms, or work tools or souvenirs of the Vietnam Customs.
Article 6. The Vietnam Customs Flag.
1. The Customs Flag is equilateral triangular in shape, blue in color, with the base equal to two-thirds of its height, featuring the symbol of the Vietnam Customs in the center.
2. The Customs Flag is attached to the patrol and inspection vehicles of the Vietnam Customs.
Article 7. The Uniforms of the Vietnam Customs.
1. The ceremonial suit of the Vietnam Customs (for both Spring-Summer and Autumn-Winter seasons).
The jacket is light grayish pink in color, with inner lining in the pointed collar and tucked-in collar. The back has shoulder pads, with two buttons on the shoulder pads. The chest has four large buttons (22 mm) made of metal in a light gold color, featuring a raised shield design with an anchor, swallowtail, and key placed diagonally inside the shield. The back has a slit.
Men's jacket: two front panels have four pockets with butterfly-shaped flaps.
Women's jacket: two front panels have two pockets with butterfly-shaped flaps below.
The buttons on the pockets are similar to the chest buttons, with upper pocket buttons 16 mm in diameter and lower pocket buttons 22 mm in diameter (used for both Autumn-Winter).
The pants are light grayish pink in style.
2. Regular uniform:
a) Spring-Summer:
A short-sleeved blouson jacket in blue, with a buttoned collar, two outer pockets with butterfly-shaped flaps, and a raised seam in the middle of the pockets, white buttons. The back has shoulder pads, with two buttons on the shoulder pads. The jacket has a Mexican-style belt with side slits and two buttons.
The pants are black-blue in style.
b) Autumn-Winter:
A black-blue jacket similar to the ceremonial jacket, except that the collar and collar points are the same size.
Men's shirt: two front panels with four pockets, each with a flap (batwing shape) protruding outward.
Women's shirt: two front panels with two lower pockets, each with a flap (batwing shape) protruding outward.
The pants are black-blue in style.
3. Pi-shaped cap:
The cap has a brim, crown, and top made from the same fabric type, with a gold thread band placed on the black shiny visor at the front. The cap strap is black.
The dark blue pi-shaped cap is used for both Spring-Summer and Autumn-Winter seasons.
The light pink pi-shaped cap is used for customs formal attire.
4. Tie:
Black color, with the customs emblem printed on the left corner, used for both Spring-Summer, Autumn-Winter seasons and formal attire.
5. Shoes:
Black leather shoes with low-cut design, used for both Spring-Summer, Autumn-Winter seasons and formal attire.
6. Raincoat:
Raincoat made of nylon or plastic-coated fabric, dark blue in color, designed like a trench coat: with a belt and two rows of buttons.
7. Other anniversary uniforms include:
Belt, warm jacket, warm hat, white gloves, boots, and protective work clothing... distributed according to the standards set forth in Article 8 of this Decree.
Article 8. Uniform Standards.
1. Customs officers and staff within the establishment are provided uniforms according to the following standards:
Spring-Summer suit: 1 set per year
Autumn-Winter suit: 1 set every 2 years (provided for provinces and cities in the North from Thua Thien Hue northward and border gates in Laos and Cambodia belonging to Dak Lak and Gia Lai-Kon Tum provinces; provinces and cities south of Da Nang are replaced by long-sleeved Spring-Summer suits).
Formal attire: 1 set every 5 years
Pi-shaped cap: 1 cap every 2 years
Formal pi-shaped cap: 1 cap every 5 years
Tie: 1 tie every 3 years
Belt: 1 belt every 3 years
Leather shoes: 1 pair every 2 years
White gloves: 1 pair every 2 years
Raincoat: 1 coat every 3 years
Socks: 1 pair per year
Badge, rank insignia: replace when damaged
Customs badge: replace when damaged.
2. For customs officers and staff regularly working at border gates and islands with temperatures below 15°C, additional items are provided:°C is granted additionally:
Down quilt: 1 piece every 4 years
Warm jacket: 1 piece every 4 years
Border guard-style warm hat: 1 piece every 3 years
Sleeping mat: 1 piece every 4 years
Boots: 1 pair every 4 years
3. For customs officers and staff performing anti-smuggling duties on the sea, additional items are provided: warm jacket, warm hat, boots, with usage period as stipulated in Clause 2 of Article 8 of this Decree.
4. For customs officers and staff frequently inspecting transport vehicles entering and exiting the country, guiding service dogs, and operating and repairing ships and vehicles, additional items are provided:
Protective work clothing: 1 set per year
Protective work gloves: 1 pair per year
Protective work hat: 1 hat every 3 years
Article 9. Regulations on the use of customs badges, rank insignias, emblems, and uniforms of the Vietnam Customs..
1. Customs badges, rank insignias, emblems, flags, and uniforms of the Vietnam Customs are exclusively reserved for customs officers and staff to use while performing their duties as prescribed.
2. Vietnam Customs officers and civil servants must wear formal attire when attending important ceremonies both domestically and abroad.
3. Strictly prohibited are organizations, units, entities, and individuals producing, storing, purchasing, selling, and using customs badges, rank insignias, emblems, flags, and uniforms of the Vietnam Customs contrary to the provisions of this Decree.
Article 10. Effectiveness of the Decree.
This Decree takes effect 15 days from the date of signature. All previous regulations conflicting with this Decree are hereby abolished.
Article 11. Implementation of the Decree.
The Ministers, Heads of Ministries equivalent to ministries, Heads of government agencies, and Chairmen of provincial people's committees directly under the central government shall be responsible for implementing this Decree./.
