Pursuant to Decree No. 73/CP dated November 1, 1995 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to Decree No. 10/2002/NĐ-CP dated January 16, 2002 of the Government on financial regulations applicable to revenue-generating public service units and Circular No. 25/2002/TT-BTC dated March 21, 2002;
Pursuant to Decision No. 146/2001/QĐ-BTC dated December 27, 2001 of the Minister of Finance on the allocation of state budget revenues and expenditures for the year 2002;
Pursuant to Circular No. 14376/TC-HCSN dated December 31, 2002 of the Ministry of Finance regarding the verification of revenue-generating public service units for the year 2002;
In accordance with the proposal of the Director of the Department of Finance and Accounting;
DECISION:
Article 1. Grant financial autonomy according to the self-sufficiency regime for a portion of regular operational expenses to: Vietnam German Coffee Hospital.
Article 2. The state budget funds allocated to ensure regular operations for the unit amount to 987,000,000 VND. This funding will be stable for three years (2002, 2003, 2004) and will be increased annually at a rate determined by the Prime Minister.
Article 3. Based on the state budget revenue and expenditure plan for 2002 already assigned by the Ministry, the stable funding for three years as stipulated in Article 2 above, the head of the unit shall be responsible for implementing the financial autonomy mechanism in accordance with Decree No. 10/2002/NĐ-CP dated January 16, 2002 of the Government and Circular No. 25/2002/TT-BTC dated March 21, 2002 of the Ministry of Finance.
