REGULATING FUNCTIONS, TASKS AND ORGANIZATIONAL STRUCTURE

Pursuant to Decree No. 86/2002/ND-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;
Pursuant to Decree No. 43/2003/NĐ-CP dated May 2, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Fisheries;
Considering the proposal of the Director of the Cadre and Civil Service Department,
DECISION:
Article 1. The National Fisheries Extension Center is a self-financing entity that carries out fisheries extension activities nationwide to support organizations and individuals operating in the fisheries sector and to serve the state management tasks of the Ministry of Fisheries.
The National Fisheries Extension Center has its own seal and is authorized to open accounts at commercial banks and State Treasury.
International trade name: The National Fisheries Extension Center, abbreviated as: NAFEC.
The headquarters of the National Fisheries Extension Center is located in Hanoi City.
Article 2. The National Fisheries Extension Center shall perform the following tasks:
1. Lead in developing strategies, programs, projects, policies, and regulatory legal documents on fisheries extension.
2. Organize the implementation of programs, projects, and regulatory legal documents according to assigned functions and tasks.
3. Guide local fisheries extension organizations, voluntary fisheries extension organizations, and fisheries extension activities within local agricultural extension organizations in building and implementing fisheries extension programs and projects. Participate in appraising programs and projects related to fisheries extension as prescribed.
4. Disseminate technical knowledge, management, provide information on costs, prices, marketability of products for fishermen, farmers, and widely disseminate scientific and technological advancements regarding fishery resource exploitation, protection, aquaculture, processing, and fishery post-harvest services.
5. Coordinate with competent agencies and scientific research organizations to transfer and apply technological advancements in the industry.
6. Develop models for aquaculture, exploitation, processing, post-harvest services, and fishery resource protection to draw lessons, improve, and replicate them.
7. Train fisheries extension skills for technical and specialized staff working in fisheries extension throughout the country.
8. Implement international cooperation in fisheries extension in accordance with the law.
9. Monitor and inspect fisheries extension activities nationwide in accordance with the law; recommend competent authorities to handle violations of the law in fisheries extension activities.
10. Summarize and evaluate the implementation of fisheries extension programs and projects.
11. Provide fisheries extension services in accordance with the law.
12. Manage and utilize labor, assets, and finances of the Center and subordinate units in accordance with the law.
13. Perform other tasks assigned by the Minister.
Article 3. The organizational structure of the National Fisheries Extension Center includes:
1. The Center's Office;
2. Planning and Finance Department;
3. Technical Department;
4. Information - Training and Documentation Department;
5. Representative Office in Ho Chi Minh City.
The Director of the National Fisheries Extension Center is responsible for drafting the Regulations on the organization and operation of the Center to be decided by the Minister.
Article 4. This Decision takes effect 15 days from the date of publication in the Official Gazette; it replaces Decision No. 590/2000/QĐ-BTS dated July 7, 2000 of the Minister of Fisheries on the establishment of the Central Fisheries Extension Center and previous regulations inconsistent with this Decision.
Article 5. The Head of the Ministry’s Office, the Director of the National Fisheries Extension Center, Heads of Departments, Bureaus, the Inspectorate of the Ministry, Heads of subordinate units of the Ministry, Directors of Fisheries Departments, Departments of Agriculture and Rural Development managing fisheries are responsible for implementing this Decision./.
