Pursuant to Decree No. 90/2002/ND-CP dated November 11, 2002 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Posts and Telecommunications;
Pursuant to Decision No. 217/2003/QĐ-TTg dated October 27, 2003 of the Prime Minister on managing service charge prices for postal and telecommunications services;
CONSIDERING the proposal of the Vietnam Post and Telecommunications Joint Stock Corporation at Circular No. 287/GCTT dated January 19, 2004 regarding the rates for private leased line services;
At the proposal of the Director of the Department of Planning and Finance,
DECISION:
Article 1. THIS DECISION annexes the rates for international telecommunication leased line services of the Vietnam Post and Telecommunications Joint Stock Corporation.
Article 2. This Decision takes effect from May 1, 2004. All previous provisions contrary to this Decision are abolished.
Article 3. The Director of the Office, the Head of the Planning and Finance Department, the General Director of the Vietnam Post and Telecommunications Joint Stock Corporation, and the Heads of related units shall be responsible for implementing this Decision./.

2. Domestic extension channel rental rates.
2.1. Long-distance inter-provincial channel rental rates (if applicable): Apply according to the long-distance telecommunication channel rental rate table.
2.2. Provincial channel rental rates (including intra-district transmission parts):
2.2.1. For the three cities of Hanoi, Ho Chi Minh City, and Da Nang, divided into two levels:
2.2.1.1. Not exceeding 85% of the same speed rate (level 1) in the intra-district channel rental rate table for cases where the customer's final connection point is within the inner city districts;
3. The rates above do not include Value Added Tax (VAT).
2.2.2. For the remaining provinces and cities, divided into two levels:
4. The Vietnam Post and Telecommunications Joint Stock Corporation:
2.2.2.2. Not exceeding 50% of the same speed rate (level 2) in the intra-provincial channel rental rate table for other cases.
Shall specify specific rates within the framework of the tariffs prescribed in this Decision.
Shall determine the initial interconnection rates.
When issuing specific rate decisions within its authority, the Corporation shall notify the Ministry of Posts and Telecommunications before such decisions take effect.
5. Applicability: Customers using international private leased line services of the Vietnam Post and Telecommunications Joint Stock Corporation. Internet Exchange Points (IXPs) leasing lines for international Internet connections shall apply according to separate decisions.
When issuing specific tariff levels within its authority, the Corporation shall notify the Ministry of Posts and Telecommunications before such decisions take effect.
5. Scope of application: Customers using the dedicated international circuit service of Vietnam Post and Telecommunications Corporation. Internet Exchange Point (IXP) service providers leasing for international Internet connectivity shall apply according to separate decisions.
