Pursuant to Resolution No. 13/2003/QD-TTg dated January 17, 2003 of the Government approving the Program on Popularizing and Promoting Legal Education from 2003 to 2007;

Pursuant to Decree No. 86/2003/NĐ-CP dated July 18, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
At the proposal of the Director of the Legal Department,
The Program on Popularizing and Promoting Legal Education for the Agriculture and Rural Development Sector for the Period 2004-2007 is hereby promulgated together with this Resolution.
DECISION:
Article 1The Heads of the Ministry's Office, the Director of the Legal Department, and the Heads of units under the Ministry of Agriculture and Rural Development shall be responsible for implementing this Resolution.
Article 2. This Decision takes effect fifteen days from the date of publication in the Official Gazette.

Program on Popularizing and Promoting Legal Education for the
Agriculture and Rural Development Sector for the Period 2004-2007

I. Objectives of the Program
To integrate legal education activities of the agriculture and rural development sector into regular practices and achieve high effectiveness.
To help officials, civil servants, and employees of agencies and units within the sector promptly grasp and systematically understand legal regulations, thereby continuously enhancing their knowledge and respect for the law, strictly adhering to it, and strengthening their capacity in enforcing legal provisions.
II. Requirements:
Agencies under the Ministry must develop and implement annual plans for popularizing and promoting legal education for their respective units.
Legal education activities across the entire sector, each agency, and unit under the Ministry must be timely, continuous, extensive, and widespread.
Suitable, diverse, and attractive contents, forms, methods, and areas of legal education should be selected to engage a broad audience.
There must be budget allocations for the implementation of the Program and annual legal education plans from the Ministry's and unit's budgets.
Every official, civil servant, and employee must recognize that understanding, studying, and properly implementing the law is the responsibility of everyone at all times and places.
III. Target Groups, Contents, and Forms of Legal Education
Target Groups:
Officials, civil servants, and employees working in state management agencies and public service organizations in the agriculture and rural development sectors at central and local levels.
Enterprises, organizations, and individuals engaged in agricultural production and business.
Students and pupils in universities, colleges, secondary schools, and vocational training institutions under the agriculture and rural development sector.
Content:
Party and State policies and guidelines.
General legal regulations of Vietnam and international treaties (bilateral and multilateral) that Vietnam has signed or joined.
Legal provisions directly related to the sector's state management tasks.
Legal documents concerning the lives of officials, civil servants, employees, and workers.
Forms:
3.1- Direct Introduction:
Organize meetings to introduce Party and State policies to all officials, civil servants, and employees of units under the Ministry.
Organize specialized seminars or reports to disseminate the contents of legal regulations to relevant target groups.
3.2- Training and Refresher Courses:
Conduct training sessions, provide information, and enhance the skills of the legal education teams of the sector, agencies, and units to serve as core forces in legal education and promotion.
Develop training and learning plans to enhance specialized legal knowledge, particularly for those involved in legal affairs within agencies, units, and enterprises under the Ministry.
3.3- Distribution of Legal Materials:
Annually compile and distribute books containing new legal regulations on agriculture and rural development.
Compile and distribute question-and-answer books on legal issues frequently encountered in daily life related to the agriculture and rural development sector.
Distribute leaflets introducing legal documents, CDs, and VCDs.
3.4- Establishing legal libraries for the sector and individual units.
3.5- Posting legal regulations on agriculture and rural development on internal networks (Intranet) and the Internet.
3.6- Promoting legal education through mass media. Departments and magazines of the Ministry and specialized departments under the Ministry should allocate pages and sections dedicated to legal education.
3.7- Commending exemplary individuals and good deeds, inspecting the enforcement of laws by state management agencies and officials.
3.8- Other activities.
IV - Implementation Organization:
1. Strengthen the activities of the Ministry's Legal Education Council according to approved content, regulations, and guidance from the Government's Inter-Ministerial Coordination Committee for Legal Education.
2. The Legal Department shall be responsible for:
a/ Lead and coordinate with relevant units under the Ministry to develop annual legal education plans, submit them for approval by the Ministry's leadership, and organize their implementation;
b/ Lead and coordinate with the Ministry's Office to establish a legal library for the sector;
c/ Lead and coordinate with the Ministry's Office and authorized publishing agencies to publish legal materials and regulations of the agriculture and rural development sector;
d/ Coordinate with the Ministry's Office, the Ministry's Information Technology Center, and related units to collect and post legal regulations on agriculture and rural development on the Ministry's internal network (Intranet) and the Internet.
3. The Personnel Organization Department leads and coordinates with the Legal Department and related units to develop and submit plans for legal training and education for officials and civil servants for approval by the Ministry's leadership.
4. The two Agricultural Management and Rural Development Cadre Schools I and II shall incorporate legal education programs for the agriculture and rural development sector into their curricula, coordinate with the Legal Department and related units to organize and implement plans for legal education and training for officials and civil servants in state management agencies within the sector.
5. Based on the annual budget estimate assigned by the National Assembly, the Financial Department shall propose to the Ministry to allocate an appropriate amount of funds for the implementation of this program. Based on the allocated funding sources, the Financial Department shall coordinate with the Legal Affairs Department to allocate and approve the budget estimates for the units responsible for implementation.
6. The press and information agencies of the Ministry shall cooperate with specialized units through various forms to provide information about agricultural laws and rural development to relevant enterprises, organizations, and individuals.
7. Departments of Agriculture and Rural Development, Forest Inspection Agencies shall proactively develop plans and organize the dissemination and education of agricultural and rural development laws for cadres, civil servants, and employees under their management; annually report to the Ministry on the implementation of this work in their respective localities.
8. Enterprises have the responsibility to disseminate and educate laws to workers employed by them.
The Legal Affairs Department shall take the lead and coordinate with units under the Ministry to implement this program; promptly conduct interim reviews, evaluations, and draw lessons to address issues arising during the implementation process./.
