WHEREAS, Decree No. 34/2003/NĐ-CP dated April 4, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Transport;

Article 1. ATTACHED TO THIS DECISION IS THE INDUSTRY STANDARD "PROCEDURE FOR DETERMINING THE DENSITY OF ROAD SUBGRADE AND FOUNDATION USING A SAND POUR CYLINDER".
REGISTRATION NUMBER: 22 TCN 346 - 06
Article 2. THIS DECISION SHALL TAKE EFFECT 15 DAYS FROM THE DATE OF PUBLICATION IN THE OFFICIAL GAZETTE AND SHALL REPLACE Decision No. 1048/QĐ-KT4 dated May 10, 1979 of the Minister of Transport on TECHNICAL PROCEDURES FOR DETERMINING THE UNIT WEIGHT OF SOIL BY THE SAND POUR CYLINDER METHOD.
Article 3. The Head of the Office, the Inspector General, Heads of Departments, Directors of the Institute of Science and Technology for Transportation, Directors of Provincial Departments of Transport, Provincial Departments of Transport and Public Works, and Heads of relevant agencies, units, and individuals shall be responsible for implementing this Decision./.
