Pursuant to Decree No. 54/2003/NĐ-CP dated May 19, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Science and Technology, and Decree No. 28/2004/NĐ-CP dated January 16, 2004 of the Government amending and supplementing certain articles of Decree No. 54/2003/NĐ-CP;
Pursuant to Decision No. 67/2006/QĐ-TTg dated March 21, 2006 of the Prime Minister approving the orientation, goals, and main tasks of science and technology for the five-year period 2006-2010;
At the proposal of the Heads of the Department of Planning-Finance, the Department of Science and Technology of Economic-Technical Sectors, and the Department of Social Sciences and Natural Sciences;

Article 1. The "Regulation on the Organization and Management of Activities of the National Key Science and Technology Program for the Period 2006-2010" is hereby promulgated together with this Decision.
Article 2. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
Article 3. The Heads of the Department of Planning-Finance, the Department of Science and Technology of Economic-Technical Sectors, the Department of Social Sciences and Natural Sciences, the Director of the Office of the Ministry, the Heads of units under the Ministry, and the Heads of related agencies and organizations are responsible for implementing this Decision.
