CIRCULAR
Issuing National Technical Regulations
on state reserves for rescue boats

Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;
Pursuant to the National Reserve Ordinance;
Pursuant to the Government Decree No. 196/2004/NĐ-CP dated December 2, 2004 detailing the implementation of the National Reserve Ordinance;
The Minister of Finance promulgates this Circular amending and supplementing Clause 1, Article 15 and the attached forms of Circular No. 86/2013/TT-BTC dated June 27, 2013 of the Ministry of Finance concerning the application of preferential treatment regimes in customs administration for enterprises meeting the required conditions as follows:

Article 1. This Circular promulgates the National Technical Regulation on state reserves for rescue boats.

Article 2. This Circular takes effect six months from the date of issuance and replaces TCN 08: 2006 issued together with Decision No. 40/2006/QĐ-BTC of the Minister of Finance dated August 7, 2006.

Article 3. The Director of the State Reserves General Department, heads of agencies, organizations, and individuals related to the management, import, export, and preservation of rescue boats shall be responsible for implementing this Circular.

During the implementation, if there are any difficulties, agencies, organizations, and individuals shall promptly report to the Ministry of Finance for study, amendment, and supplementation.
