Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;
Pursuant to the Law on Telecommunications dated November 23, 2009;
Pursuant to the Law on Radio Frequency dated November 23, 2009;
Pursuant to Decree No. 187/2007/NĐ-CP dated December 25, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications;
WHEREAS, Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing and guiding the implementation of certain provisions of the Law on Technical Standards and Regulations;
Pursuant to the proposal of the Director of the Science and Technology Department,

Article 2. This Circular shall take effect six months from the date of issuance.
Article 3. The Director of the Office, the Head of the Science and Technology Department, the Heads of agencies and units under the Ministry of Information and Communications, the Directors of Provincial Departments of Information and Communications, the General Directors, and the Directors of telecommunications enterprises and other relevant organizations and individuals are responsible for implementing this Circular.
