THIS JOINT CIRCULAR REGULATES HEALTH STANDARDS FOR AIRCRAFT PERSONNEL AND CONDITIONS FOR MEDICAL FACILITIES TO PERFORM HEALTH CHECKS FOR AIRCRAFT PERSONNEL. IT APPLIES TO SPECIFIC GROUPS SUCH AS PILOTS, FLIGHT ATTENDANTS, AIR TRAFFIC CONTROLLERS, ETC., AND BECOMES EFFECTIVE FROM DECEMBER 22, 2012.

Pursuant to the Civil Aviation Law of Vietnam dated June 29, 2006;
This Circular prescribes procedures for receiving, providing health care for domestic violence victims and statistical reports on domestic violence victims at medical facilities.
Pursuant to Decree No. 51/2008/NĐ-CP dated April 22, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Transport;
At the proposal of the Director of the Department of Medical Examination and Treatment, the Director of the Legal Department - Ministry of Health, the Director of the Civil Aviation Authority of Vietnam, and the Director of the Transport Health Administration - Ministry of Transport;
The Minister of Health and the Minister of Transport issue this Circular to regulate health standards for aviation personnel and conditions for medical facilities conducting health examinations for aviation personnel.g.
Article 1. Health standards for aviation personnel and conditions for medical facilities conducting health examinations for aviation personnel
Attached to this Circular are the health standards for aviation personnel and conditions for medical facilities conducting health examinations for aviation personnel.
Article 2. Classification of health standards for aviation personnel
1. Group 1 sets out health standards for the following subjects:
a) Commercial aircraft pilots;
b) Pilots of multi-crew aircraft;
c) Air cargo aircraft pilots;
d) Candidates applying to study for one of the positions specified in points a, b, and c of Clause 1 of this Article.
2. Group 2 sets out health standards for the following subjects:
a) Cabin crew;
b) Private aircraft pilots;
c) Personnel performing mechanical tasks in the air;
d) Air traffic controllers;
đ) Paraglider pilots;
e) Balloon pilots;
g) Candidates applying to study for one of the positions specified in points a, b, c, d, đ, and e of Clause 2 of this Article.
3. Group 3 sets out health standards for the following subjects:
a) Air traffic controllers;
b) Candidates applying to study to become air traffic controllers.
Article 3. Effectiveness
This Circular takes effect from December 22, 2012.
Article 4. Transitional Provisions
Medical facilities currently conducting health examinations for candidates applying to become aviation personnel or conducting regular health examinations for aviation personnel before the effective date of this Circular that do not meet the conditions stipulated in this Circular may continue to conduct health examinations until December 31, 2013. From January 1, 2014, if these facilities wish to continue conducting health examinations for aviation personnel, they must comply with the conditions stipulated in this Circular.
Article 5. Responsibilities for Implementation
The Department of Medical Examination and Treatment - Ministry of Health, the Civil Aviation Authority of Vietnam, and the Transport Health Administration - Ministry of Transport are responsible for organizing and implementing this Circular./.
