Pursuant to Clause 3 Article 17 and Clause 3 Article 57 of the Law on Prevention and Control of Infectious Diseases dated November 21, 2007;
This Circular prescribes procedures for receiving, providing health care for domestic violence victims and statistical reports on domestic violence victims at medical facilities.
At the proposal of the Director of the Department of Medical Equipment and Construction, Ministry of Health;
The Minister of Health issues this Circular regulating the location, design, material and technical conditions, and equipment for infectious disease medical facilities.
Article 1. Location and overall layout
1. For hospitals.
a) The construction land must have a convenient transportation system and must maintain a safe environmental distance from residential areas and natural conservation zones as prescribed;
b) The construction land must have a good infrastructure and environmental sanitation system;
c) The area of construction land for infectious disease hospitals shall be based on hospital design standards, ranging from 50m2/bed to 100m2/bed, with a reasonable geometric size sufficient to accommodate the following facilities: outpatient block, technical service block - near clinical - functional examination, patient accommodation block, administrative management and comprehensive service block, technical - logistics and auxiliary construction;
d) The overall layout of the hospital must be planned according to the principle of single direction flow, with outpatient and patient accommodation areas arranged to ensure safe isolation distances and minimize internal traffic intersections;
e) The construction area must not exceed 35% of the total land area;
f) In the overall layout of the hospital, a waste treatment system meeting the prescribed standards must be installed;
g) The area for planting trees for shade and isolation from the outside must be between 35% and 40% of the total land area;
h) The hospital must have gates and fences to separate and protect it.
2. For infectious disease departments and other medical facilities with infectious disease treatment functions.
a) Infectious disease departments in hospitals must be built in a separate area;
b) The construction land for the department must have a convenient transportation system and a good infrastructure and environmental sanitation system;
c) The construction site for the department should be located at the end of the main wind direction, ensuring isolation distances from surrounding buildings.
Article 2. General requirements for design, material and technical conditions
1. Spatial organization solutions for infectious disease medical facilities must meet the following requirements:
c) Administrative areas having offices for the Director, Deputy Directors, Heads of Departments, Heads of Divisions, and administrative support units, and these areas should be arranged separately;
b) Architectural, technical, and equipment solutions must ensure isolation and occupational safety (ventilation, lighting, fire prevention and extinguishing);
c) The working areas of the director, deputy directors, department heads, and administrative staff must be arranged in separate zones;
d) Each specialized department must have a leader's room and a staff workroom equipped with desks, file cabinets, and other commonly used equipment suitable for their management functions;
e) Operating rooms, sterilization and medical equipment processing areas must be arranged in a unidirectional sequence;
f) Laboratory rooms must meet the following requirements:
- They must be designed in a closed manner to ensure environmental hygiene, prevent infection, and avoid affecting test results.
- They must meet microclimate requirements according to different levels.
g) Patient accommodation areas must be designed with movable partitions dividing them into multiple zones within a unit, ensuring isolation when necessary according to different levels;
h) Each infectious disease medical facility must have a technical area to provide services and training for lower-level facilities;
i) There must be a water supply, wastewater, and exhaust gas treatment system.
2. Room height:
a) The height of rooms in major construction projects must not be less than 3.30m (working height);
b) Ancillary rooms and bathrooms must not be less than 2.80m in height.
3. Corridor width:
a) Main corridors must not be narrower than 2.40m.
b) Ancillary corridors must not be narrower than 1.50m.
4. Doorways:
a) The height of doorways must not be less than 2.10m.
b) Doorway width:
two-panel doors must not be less than 1.20m.
single-panel doors must not be less than 0.80m.
5. Staircases:
a) The slope of staircases must not exceed 30°.
b) The width of each tread must not be less than 1.60m.
c) The width of landing areas must not be less than 2.00m.
6. Lighting and ventilation:
a) Administrative, departmental, and specialized rooms and auxiliary areas must prioritize natural lighting and ventilation. For operating rooms, procedure rooms, and laboratories: lighting, temperature, humidity, and ventilation must be adjustable according to requirements;
b) The window area for lighting in rooms is specified in the table below;

Article 3. Technical Requirements
1. Laboratories must ensure biological safety conditions appropriate to each level.
For laboratories conducting HIV testing techniques, they must also meet additional conditions as stipulated for ensuring quality in performing HIV testing techniques.
2. The sterile cabin (laminar flow) of laboratories meeting clean room requirements shall be as follows:

3. Fire prevention and firefighting requirements according to the National Technical Regulation on "Fire Safety for Buildings and Structures," code QCVN 06:2010/BXD.
4. The maximum distance from the exit doors of rooms to the nearest escape route is specified in the table below.

5. Infrastructure technology:
a) Electricity supply:
- Infectious disease medical facilities must have uninterrupted 24-hour electricity supply to meet lighting and equipment usage requirements.
- The electrical system of infectious disease medical facilities must comply with the following requirements:
+ The lighting system must be independent from the power system;
+ There must be a safe grounding system.
b) Water supply:
- Infectious disease medical facilities must have continuous clean water supply throughout the day from municipal water sources or treated water reservoirs that meet current hygiene and quality standards.
- There must be a sterile water supply system for operating rooms, procedure rooms, and laboratory testing activities.
- There must be a water storage tank for daily use and fire protection.
c) Drainage:
- Infectious disease medical facilities must have separate systems for surface water drainage and wastewater disposal.
d) Wastewater:
- Infectious disease medical facilities must have a wastewater treatment system. Wastewater must meet Class A standards (according to Level I of Vietnam Standard TCVN 7382-2004 on Hospital Wastewater Quality - Discharge Standards and Column A of National Technical Regulation QCVN 28:2010 on Medical Wastewater). Wastewater from laboratories and bathrooms must be collected and treated separately before being discharged into the common system.
- Technical rooms must have a floor water collection system during cleaning.
e) Solid waste:
- Medical waste must be classified, collected, stored, and transported to the facility's or shared area's waste management unit in accordance with current regulations on medical waste management.
- Domestic waste must be centrally collected and processed according to current regulations.
f) Exhaust gases:
- Laboratories must have a system to collect and treat exhaust gases from hot cabinets.
- Biochemistry rooms must have a system to collect and treat air.
g) Requirements for structure and completion of construction works:
- Structure and completion of construction works:
+ Construction projects for infectious disease medical facilities must have durable structures, easy to install, and suitable for local construction conditions.
+ Construction projects for infectious disease medical facilities must be completed both internally and externally in accordance with current construction standards and specific requirements of specialized rooms.
- Walls:
+ Interior walls must be painted to be washable, exterior walls must be waterproofed.
+ Interior walls of technical rooms, laboratories, sterilization washing areas, instrument drying and sterilization rooms, and bathrooms must be painted or covered with acid, solvent-resistant materials that are easy to disinfect.
- Floors:
+ Floors must be tiled with ceramic or granite tiles to prevent slipping.
+ Floors in technical rooms and laboratory areas must use large-sized materials to minimize gaps. Corners where floors meet walls must be rounded for easy cleaning and dust prevention.
- Ceilings:
+ Ceilings must be designed flat with smooth joints to minimize gaps, meeting hygiene, insulation, soundproofing, and waterproofing requirements.
+ Ceilings must be painted white.
- Windows:
+ Windows must have frames, iron grilles, and insect screens.
+ Outer layer windows can be pano or shutter type, made of wood, metal, or steel-reinforced plastic. Inner layer windows should be glass for natural light and ventilation, preventing cold drafts.
- Doors:
+ Doors must have frames to ensure durability and safety.
+ Door panels can be made of wood, metal, or steel-reinforced plastic combined with glass.
Article 4. Area standards and design criteria
1. Area reference standards shall be based on Vietnam Construction Standard TCXDVN 365-2007 General Hospital - Design Guidance and compliance with relevant National Technical Regulations.
2. Standard 52 TCN - CTYT 0040: 2005: Imaging Department Design Standard for General Hospitals - Industry Standard.
3. Standard 52 TCN - CTYT 0039 : 2005 : Emergency Department, Intensive Care Unit, and Poison Control Department Design Standard for General Hospitals - Industry Standard.
4. Standard 52 TCN - CTYT 0038 : 2005 : Surgery Department Design Standard for General Hospitals - Industry Standard.
5. Standard 52 TCN - CTYT 0037 : 2005 : Laboratory Department Design Standard for General Hospitals - Industry Standard.
6. The area of examination zones in infectious disease hospitals should be calculated according to Vietnam Construction Standard TCXDVN 365-2007 General Hospital - Design Guidance, multiplied by a factor of 1.2 to 1.5 for preventive areas in case of epidemic disasters.
Article 5. Medical equipment requirements
Medical equipment at infectious disease medical facilities shall comply with the Medical Equipment Standards List for Provincial, District General Hospitals, Multi-Purpose Clinics, Commune Health Stations, and Village Medical Kits issued pursuant to Decision No. 437/QD-BYT dated February 20, 2002 of the Minister of Health. Additionally, the following points must be noted:
1) Ventilators must have an end-of-line sterilization device.
2) Patient rooms must have an ozone generator or sterilization device.
Article 6. Effectiveness
This Circular takes effect from August 15, 2013.
Article 7. Responsibility for Implementation
The Head of the Ministry's Office, Heads of the Medical Equipment and Infrastructure Department, Heads of Departments, Directors of Bureaus, General Directors of General Departments under the Ministry of Health, Heads of subordinate agencies and units of the Ministry, Directors of Health Services of provinces and centrally-administered cities, and Heads of health departments of ministries and sectors are responsible for implementing this Circular. During implementation, if there are any issues arising or difficulties encountered, agencies, organizations, and individuals must report to the Ministry of Health (Medical Equipment and Infrastructure Department) for guidance, review, and resolution.
