Based on the Law on the Organization of the Government dated December 25, 2001;

Pursuant to Decree No. 29/2008/NĐ-CP dated March 14, 2008 of the Government on industrial zones, export processing zones and economic zones, and Decree No. 164/2013/NĐ-CP dated November 12, 2013 amending and supplementing certain provisions of Decree No. 29/2008/NĐ-CP;

At the proposal of the Minister of Planning and Investment,

The Prime Minister issues this Decision on the amendment and supplementation of certain provisions of the Operation Regulations of the Nghi Son Economic Zone, Thanh Hoa Province, issued together with Decision No. 28/2010/QĐ-TTg dated March 3, 2010 of the Prime Minister.

Article 1. Amending and supplementing certain provisions of the Operation Regulations of the Nghi Son Economic Zone, Thanh Hoa Province, issued together with Decision No. 28/2010/QĐ-TTg dated March 3, 2010 of the Prime Minister as follows:

1. Amending and supplementing Clause 2, Article 2 as follows:

"2. The Nghi Son Economic Zone, Thanh Hoa Province has a total area of 106,000 hectares, including: 66,497.57 hectares of land and islands, 39,502.43 hectares of water surface (of which: the existing area is 18,611.8 hectares, the expanded area is 47,885.77 hectares of land and islands, 39,502.43 hectares of water surface).
The geographical boundary of the Nghi Son Economic Zone is determined as follows:
- North bordering Quang Xuan District, Thanh Hoa Province;
- South bordering Quynh Luu District, Nghe An Province;
- East bordering the East Sea;
- West bordering the communes of Tuong Van, Tuong Linh, Tuong Son, Cong Lien of Nong Cong District and Ben En National Park, Phuc Duong Commune of Nhu Thanh District.
The land and island area includes the entire administrative territory of Tinh Gia District: 33 communes and 01 township of Tinh Gia (of which 12 communes belong to the existing Nghi Son Economic Zone); 03 communes: Yen My, Cong Binh, Cong Chinh of Nong Cong District; 03 communes: Thanh Tan, Thanh Ky, Yen Lac of Nhu Thanh District, Thanh Hoa Province;

The water surface area is limited by points GH1, GH2, GH3, GH4, GH5, GH6; coordinates (according to the VN 2000 coordinate system) of these specific points are as follows: GH1 (x=2165854.59; y=585638.74); GH2 (x=2165854.59; y=590613.41); GH3 (x=2155775.48; y=590613.41); GH4 (x=2148387.26; y=601323.11); GH5 (x=2133387.26; y=601323.11); GH6 (x=2133387.26; y=584584.64)."

2. Amend and supplement Article 3 as follows:
"Article 3. Main development objectives of the Nghi Son Economic Zone:
1. To fully exploit the advantages of natural conditions, geographical location, economic and political factors in international and domestic trade services, promoting the socio-economic development of Thanh Hoa Province and the northern Central Vietnam region, contributing to narrowing the gap between this region and other regions nationwide.
2. To build the Nghi Son Economic Zone into a dynamic development area, a key development point in the southern part of the Northern Key Economic Region, while serving as a bridge connecting the Northern Region with the Central and Southern Regions, creating strong momentum for the rapid socio-economic development of Thanh Hoa Province and neighboring provinces, narrowing the development gap with the Northern Key Economic Region and the whole country.
3. To develop and build the Nghi Son Economic Zone into a multi-industry and multi-sector comprehensive industrial development area, closely linked with the construction and effective exploitation of deep-water seaports, focusing on oil refining and petrochemical industries such as chemical industry after oil refining, high-grade steel rolling and manufacturing industry, shipbuilding repair and new construction, power industry, building materials production industry, consumer goods production, high-quality agricultural, forestry and fishery processing industry for export...
4. To create many job opportunities, promote training and improve the quality of human resources; gradually form a high-quality human resource training center in the region.

Article 2. 5. From now until 2025, complete a particularly favorable investment and business environment, implement important economic and social infrastructure projects, and attract both domestic and foreign investors to invest in developing infrastructure and production and business activities in the Nghi Son Economic Zone. After 2025, develop comprehensively in industry; services; trade; finance; culture and society; ecological tourism and resort; linking economic and social development with national defense and security. Invest in developing a modern and integrated infrastructure system in eco-friendly urban areas, meeting high standards; develop according to the model of green and sustainable cities; strive to become a dynamic and modern urban development area."

Article 3. This Decision takes effect from August 1, 2015.
