CIRCULAR

Regulations on uniforms, insignia, and rank badgesof the civil aviation security control force

Pursuant to the Civil Aviation Law of Vietnam 2006, and the Law Amending and Supplementing Certain Provisions of the Civil Aviation Law of Vietnam dated November 21, 2014;

Pursuant to Decree No. 107/2012/NĐ-CP dated December 20, 2012 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Transport;

At the proposal of the Director of the Legal Affairs Department and the Director General of the Civil Aviation Administration of Vietnam,

The Minister of Transport issues this Circular regulating the uniforms, insignia, and rank badges of the civil aviation security control force.

PART I
GENERAL PROVISIONS

Article 1. Scope of Regulation

This Circular regulates the uniforms, insignia, and rank badges of the civil aviation security control force.

Article 2. Applicability

This Circular applies to the civil aviation security control force operating at airports, airfields; on aircraft; air navigation service facilities; aircraft production, maintenance, and repair facilities; air service provision facilities at airports; cargo and mail handling facilities for loading onto aircraft.

Article 3. General Principles

1. The civil aviation security control force shall be responsible for maintaining and preserving their uniforms, insignia, and rank badges. In case of loss or damage, they must immediately report in writing to their unit head and bear responsibility for the consequences. If the uniforms, insignia, or rank badges are lost or damaged while performing duties or due to force majeure, they will be considered for replacement.

2. Personnel belonging to the civil aviation security control force who transfer from the force, retire, resign, or are dismissed from service must return all issued uniforms, insignia, and rank badges.

3. It is strictly prohibited to lend or use the issued uniforms, insignia, and rank badges of the civil aviation security control force for other purposes.

Chapter II
UNIFORMS, INSIGNIA, AND RANK BADGES

Article 4. Uniforms of the civil aviation security control force

The uniforms of the civil aviation security control force are specified as follows:

1. Hats

a) A peaked cap matching the color of winter uniform fabric; the hat has a brim, crown, and visor, with a drawstring above the brim; the brim is made of hard black plastic measuring 4.5 cm wide and 11 cm long; the hat strap is black, with the civil aviation security emblem attached to the front of the hat.

b) A soft hat in light gray-green with a brim measuring 8.5 cm long, having five panels, and mesh on both sides of the ears; the civil aviation security emblem is attached to the front of the hat.

c) A beret in light gray-green according to standard quality TCVN 6407-1998, medium size with a circumference of 50 cm to 52 cm, large size with a circumference of 52 cm or more, with the civil aviation security emblem attached to the front of the hat.

d) A safety helmet in light gray-green as prescribed in QCVN2:2008/BKHCN, covering half the head and ears, with face shield; the civil aviation security emblem is attached to the front of the helmet, and the word "ANHK" in yellow reflective material is attached to the left side of the helmet.

2. The pine branch on the collar is made of gold-plated alloy.

3. Tie and tie clip

The tie matches the color of the winter uniform fabric; the tie clip is gold. Civil aviation security officers and staff must wear ties when wearing winter uniforms, except for mobile security personnel.

4. Belt, weapon straps, and support tool straps

a) Black belt, 3 cm wide, with a gold-plated alloy buckle, rough surface with raised letters "AN" interlocked;

b) Brown weapon and support tool straps, 5 cm wide, with a gold-plated alloy buckle, rough surface with raised letters "AN" interlocked.

5. Gloves and socks

White gloves made of knitted fabric, reaching the wrist. Black socks made of fiber material.

6. Leather Shoes

a) Men's leather shoes are black, low-cut with laces, straight toe, soft sole, except for mobile security personnel;

b) Women's leather shoes are black, low-cut without laces, soft sole, except for mobile security personnel;

c) Mobile security personnel's leather boots are black, high-cut up to half the calf, pull-on style.

7. Coat

a) Men's coat in light gray-green, tailored like a trench coat, with two rows of buttons in front, button size 2.7 cm gold-plated alloy, coat has eight buttons (six 2.7 cm buttons to fasten the coat, two 2.2 cm buttons sewn on the neck cuff), shoulder straps for attaching rank badges;

b) Women's coat in light gray-green, tailored like a trench coat, with one row of buttons in front consisting of four 2.7 cm gold-plated alloy buttons to fasten the coat, shoulder straps for attaching rank badges.

8. Raincoat and pants: Raincoat and pants made of nylon coated with plastic, raincoat tailored like a jacket, navy blue color, with a belt and zipper in front and back, with the words "AN NINH HÀNG KHÔNG" in yellow reflective material.

9. Spring and summer uniforms for men, except for mobile security personnel

a) Light beige short-sleeved shirt with a stand-up collar; seven buttons (five to fasten the shirt, two to fasten the upper pockets), plastic buttons matching the shirt fabric, diameter 1.3 cm; two chest pockets with flaps, pocket stitching with a middle welt, shoulder straps for attaching rank badges; shirt tails tucked into pants;

b) Light gray-green trousers, two diagonal pockets and one rear pocket, straight leg.

10. Spring and summer uniforms for women, except for mobile security personnel

a) Light gray short-sleeved shirt with a turned-down collar; seven buttons (five to fasten the shirt, two to fasten the lower pockets), plastic buttons matching the shirt fabric, diameter 1.3 cm; two lower pockets with diagonal flaps, shoulder straps for attaching rank badges; shirt tails not tucked into pants;

b) Light gray-green trousers, two diagonal pockets, straight leg.

11. Autumn and winter uniforms for men, except for mobile security personnel

a) Light gray-green suit jacket with long sleeves and lining, four outside flap pockets in front, turned-down collar, shoulder straps for attaching rank badges, four 2.2 cm buttons to fasten the jacket, two 2.2 cm buttons to fasten the lower pockets, two 1.8 cm buttons to fasten the upper pockets, gold-plated alloy buttons;

b) Light gray-green vest;

c) Light gray-green trousers with two diagonal pockets and one rear pocket, straight leg.

12. Autumn and winter uniforms for women, except for mobile security personnel

a) Light gray-green suit jacket with long sleeves and lining, two outside flap pockets in front, waist cinched, turned-down collar, shoulder straps for attaching rank badges, six buttons to fasten (four 2.2 cm buttons to fasten the jacket and two 2.2 cm buttons to fasten the lower pockets), gold-plated alloy buttons;

b) Light gray-green vest;

c) Light gray-green trousers with two diagonal pockets, straight leg.

13. Uniforms for mobile security personnel

a) Light gray-green shirt, long-sleeved with shoulder straps, featuring two chest pockets measuring 14 cm x 16 cm, a zipper from the bottom hem to the collar with an outer cover strip, elastic cuffs, double-layered shoulders with two loops for attaching insignia, shoulder pads, a pocket on the right sleeve measuring 6 cm x 9 cm sewn 5 cm away from the seam of the shoulder, left sleeve with aviation security emblem attached, elbows double-layered.

b) Light gray-green pants, loose-fitting with two back pockets, buttoned waistband, double-layered knees, a pocket on the left pant leg measuring 15 cm x 17 cm sewn midway between the waistband and knee.

14. The uniform model specified in Appendix I issued along with this Circular.

Article 5. Emblems and Aviation Security Emblem of the Air Traffic Security Control Force

1. Emblems are affixed to uniforms, vehicles, and headquarters of the Air Traffic Security Control Force as follows:

a) The emblem has a shield-shaped background in light blue, surrounded by a dark yellow border, above which is the text "VIETNAM CIVIL AVIATION ADMINISTRATION" in yellow, below the text is the Vietnam Civil Aviation Administration symbol, followed by the words "AN NINH" and "SECURITY" in yellow, at the bottom are two golden ears of rice.

b) On uniforms, the emblem is attached to the left sleeve, 5 cm above the seam of the shoulder, and the emblem is offset 1 cm forward from the sleeve seam; the size of the emblem is 9 cm high and 7 cm wide, surrounding the emblem is a dark yellow border 0.2 cm wide.

2. The Aviation Security Emblem is affixed to the center front of the peaked cap, soft cap, beret, and helmet as follows: the Aviation Security Emblem is a continuous piece made of gold-plated alloy, 6.5 cm wide and 5.2 cm high, with two pine branches encircling a 4 cm diameter circle; within the circle are two golden ears of rice surrounding the Vietnam Civil Aviation Administration symbol; at the end of the two ears of rice are half a wheel and the letters "ANHK"; the background of the circle is sky blue.

3. The models of emblems and Aviation Security Emblem of the Air Traffic Security Control Force are specified in Appendix II issued along with this Circular.

Article 6. Insignia of the Air Traffic Security Control Force

1. The insignia background is light gray-green, trapezoidal, one end tapering to a point, measuring 4.8 cm wide x 3.5 cm deep, 12 cm long, with a pointed tip slant of 1.5 cm, surrounded by a 0.2 cm wide yellow border. The insignia is attached to both sides of the shoulder straps of the uniform.

2. The insignia button is a 2 cm wide gold-plated alloy star with two ears of rice in the middle, attached to the pointed end of the insignia, horizontal bars or V-shaped bars made of gold-plated alloy are attached to the end of the insignia.

3. Rank badges are classified as follows:

a) Director of the Air Traffic Security Center: 4 stars, 2 horizontal bars;

b) Deputy Director of the Air Traffic Security Center: 3 stars, 2 horizontal bars;

c) Head of the Air Traffic Security Department: 2 stars, 2 horizontal bars;

d) Deputy Head of the Air Traffic Security Department: 1 star, 2 horizontal bars;

đ) Team Leader: 4 stars, 1 horizontal bar;

e) Deputy Team Leader: 3 stars, 1 horizontal bar;

g) Group Leader: 2 stars, 1 horizontal bar;

h) Deputy Group Leader: 1 star, 1 horizontal bar;

i) Staff Member: 1 V-shaped bar.

4. The insignia models are specified in Appendix III issued along with this Circular.

Article 7. Distribution System

The distribution system is specified as follows:

1. Spring and summer uniforms, except for mobile security personnel: 2 sets per year.

2. Autumn and winter uniforms, except for mobile security personnel: 1 set per year.

3. Uniforms for mobile security personnel: 2 sets per year.

4. Coats: 1 set per year.

5. Badges, insignias, aviation security badges, pine branches: 2 sets per year.

6. Shoes and raincoats: 1 set per year.

7. Socks and gloves: 2 sets per year.

8. Neckties and tie clips, except for mobile security personnel: 1 set per year.

9. Pi-shaped caps and soft caps for mobile security personnel: 1 set per year.

10. Belts and weapon straps for mobile security personnel: 1 set per year.

11. For northern, central, and southern regions, depending on specific conditions, heads of agencies and units under the civil aviation security force may consider and decide to convert coats into autumn and winter uniforms to suit weather conditions. For helmets and safety helmets, based on target protection requirements and patrol duties, heads of agencies and units under the civil aviation security force shall consider and equip their staff accordingly.

Article 8. Usage Regulations

Civil aviation security forces must use uniforms, insignias, and badges as prescribed in this Circular when performing tasks.

Article 9. Funding for Uniforms, Insignias, and Badges of Civil Aviation Security Forces

Funding for uniforms, insignias, and badges of civil aviation security forces is allocated from regular operating funds (for public institutions) and reasonable costs within the period (for enterprises).

Chapter III
IMPLEMENTING PROVISIONS

Article 10. Effective Date

1. This Circular takes effect from July 1, 2015.

2. This Circular replaces Circular No. 12/2012/TT-BGTVT dated April 24, 2012, issued by the Minister of Transport detailing regulations on uniforms, insignias, and badges for civil aviation security forces.

Article 11. Implementation Organization

Clause 1. The Heads of the Ministry's Office, the Inspectorate, the Department Heads, the Director of the Vietnam Civil Aviation Authority, relevant agencies, organizations, and individuals are responsible for implementing this Circular.

2. The Head of the Legal Department, the Director of the Vietnam Civil Aviation Authority is responsible for supervising and inspecting the implementation of this Circular./.
