ISSUING "NATIONAL TECHNICAL REGULATION ON ELECTROMAGNETIC COMPATIBILITY FOR RADIO BROADBAND DATA TRANSMISSION EQUIPMENT"

Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;

Pursuant to the Law on Telecommunications dated November 23, 2009;

WHEREAS, the Law on Radio Frequency Spectrum dated November 23, 2009;

WHEREAS, Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing and guiding the implementation of certain provisions of the Law on Technical Standards and Regulations;

Pursuant to Decree No. 17/2017/NĐ-CP dated February 17, 2017, issued by the Government, on the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications;

Pursuant to the proposal of the Director of the Science and Technology Department,

The Minister of Information and Communications issues this Circular to stipulate the National Technical Regulation on Electromagnetic Compatibility for Radio Broadband Data Transmission Equipment.

Article 1. Accompanying this Circular is the National Technical Regulation on Electromagnetic Compatibility for Radio Broadband Data Transmission Equipment (QCVN 112:2017/BTTTT).

Article 2. This Circular takes effect from July 1, 2018.

Article 3. The Heads of the Office, Department of Science and Technology, Heads of agencies and units under the Ministry of Information and Communications, Directors of Provincial Departments of Information and Communications, and organizations and individuals related to this matter are responsible for implementing this Circular.

Foreword

The technical provisions and measurement methods of QCVN 112:2017/BTTTT comply with standard EN 301 489-17 V2.2.1 (2012-9) of the European Telecommunications Standards Institute (ETSI).

QCVN 112:2017/BTTTT was compiled by the Post and Telecommunications Science and Technology Institute, reviewed and approved by the Department of Science and Technology, and issued together with Circular No. 18/2017/TT-BTTTT dated September 11, 2017.

 

NATIONAL TECHNICAL REGULATION ON ELECTROMAGNETIC COMPATIBILITY FOR RADIO BROADBAND DATA TRANSMISSION EQUIPMENT

National technical regulation on general electromagnetic compatibility for radio broadband data transmission equipment

Chapter 1. GENERAL PROVISIONS

1.1. Scope of Application

This regulation, along with QCVN 18:2014/BTTTT, sets out the requirements for electromagnetic compatibility (EMC) for radio broadband data transmission equipment listed below:

- Radio communication equipment using spread spectrum technology in the 2.4 GHz band;

- Radio access equipment operating in the frequency range from 5150 MHz to 5350 MHz, 5470 MHz to 5725 MHz, and 5725 MHz to 5850 MHz;

- High-speed radio access equipment in the 57 GHz to 66 GHz band; and

- Equipment of the broadband wireless access (BWA/WiMAX) system in both Time Division Duplex (TDD) and Frequency Division Duplex (FDD) modes.

This regulation does not specify technical requirements related to antenna ports and emission requirements related to housing ports of the equipment.

This regulation specifies the applicability of EMC testing methods, measurement methods, limits, and quality criteria, and evaluation methods for the results of testing for radio broadband data transmission equipment.

Using the environmental classification, emission regulations, and immunity regulations in QCVN 18:2014/BTTTT except for special conditions specified in this regulation.

NOTE:

- In case of differences (such as specific conditions, definitions, abbreviations) between this regulation and QCVN 18:2014/BTTTT, this regulation shall take precedence.

1.2. Applicability

This technical regulation applies to domestic and foreign agencies, organizations, and individuals engaged in production, business, and operation of equipment within the scope of this regulation on the territory of Vietnam.

1.3. Referenced Documents

ITU-R Recommendation F.746-3: "Radio-frequency channel arrangements for radio-relay systems".

1.4. Terms and Definitions

This regulation uses terms in QCVN 18:2014/BTTTT and the following terms:

1.4.1. Equipment Under Test (EUT) (EUT: Equipment Under Test)

The object to be evaluated according to the provisions of this regulation.

1.4.2. Fixed Station (fixed station)

Equipment used at a fixed location, with one or more antennas.

NOTE: The equipment may be equipped with antenna jacks or integrated antennas or both.

1.4.3. Hand-Portable Station (hand-portable station)

Equipment typically used independently and can be carried on the person.

NOTE: The equipment may be equipped with one or more antennas. It may be equipped with antenna jacks or integrated antennas or both.

1.4.4. Host (host)

Any device fully functional when not connected to the radio equipment, which connection is necessary for the radio equipment to provide additional functions and be installed.

1.4.5. Plug-In Radio Device (plug-in radio device)

Radio equipment including radio cards, used with various host systems, utilizing control functions and power supply from the host.

1.4.6. Stand-Alone Radio Equipment (stand-alone radio equipment)

Communication equipment normally used independently.

Chapter 2. TECHNICAL PROVISIONS

2.1. Electromagnetic Compatibility Emission

2.1.1. Applicability of EMC Emission Measurement

Apply Table 1 of QCVN 18:2014/BTTTT to measure EMC emissions on the ports of the equipment

2.2. Immunity

Apply Table 4 of QCVN 18:2014/BTTTT for immunity tests on relevant ports of the equipment.

2.3.1. General Provisions

2.3.1. General

For the purposes of this regulation, the measurement conditions of QCVN 18:2014/BTTTT may be applied when appropriate. Measurement conditions for radio broadband data transmission equipment are specified in Sections 2.3.2 to 2.3.5.

Radio equipment may require mounting devices and/or special software during measurement. For equipment that must be connected to a host device to establish functionality, the measurement configuration shall follow the manufacturer's specifications. In all cases, the Equipment Under Test (EUT) must be measured in its normal operating state consistent with its intended purpose.

2.3.2. Signal measurement arrangement

Apply the signal arrangement for testing as specified in A.2, Appendix A of QCVN 18:2014/BTTTT.

2.3.2.1. Signal Arrangement at the Input of the Transmitter

Apply the signal arrangement for testing as specified in A.2.1, Appendix A of QCVN 18:2014/BTTTT with the following adjustments:

- The communication link must be established to meet the requirements of control signals and/or desired signals according to the manufacturer's specifications. The transmitter must operate at maximum power.

2.3.2.2. Signal Arrangement at the Output of the Transmitter

Apply the signal arrangement for testing as specified in A.2.2, Appendix A of QCVN 18:2014/BTTTT with the following adjustments:

- The manufacturer may provide an appropriate receiver to receive reports or to establish a communication link.

2.3.2.3. Signal Arrangement at the Input of the Receiver

Apply the signal arrangement for testing as specified in A.2.3, Appendix A of QCVN 18:2014/BTTTT with the following adjustments:

- The communication link must be established to obtain the desired signal according to the manufacturer's specifications;

- The level of the desired signal at the receiver input must exceed the minimum published Minimum Usable Signal (MUS) by 30 dB.

2.3.2.4. Signal Arrangement at the Output of the Receiver

The signal measuring equipment being tested must be placed outside the test environment.

The quality of the equipment can be evaluated using the method of monitoring the receiver output signal.

If the receiver has an output signal connector or output port, this port must be connected to a cable (using standard cables under normal operating conditions of the equipment), which is then connected to external measuring equipment outside the test environment. Manufacturer-provided measuring equipment may be used.

Precautionary measures must be taken to ensure minimization of any impact from the connection on the measurement.

The manufacturer may provide an appropriate transmitter to transmit reports or to establish a communication link.

2.3.2.5. Testing Configuration of the Transmitter Together with the Receiver (as a System)

Apply the testing configuration as specified in A.2.5, Appendix A of QCVN 18:2014/BTTTT.

The manufacturer may provide a transceiver, or an appropriate receiver and transmitter to use for transmitting and receiving reports or to establish a communication link.

Both the equipment under test and the measuring equipment must operate in normal modulation test mode. Furthermore, the output of the radio equipment under test must be monitored by the testing system.

2.3.3 Excluded bands

Frequencies on which the transmitter of the equipment under test operates must be excluded from emission measurements when performed in transmission mode.

No exclusion band is applied to the emission measurements of the receiver part of a transceiver, or an independent receiver and/or auxiliary equipment.

The exclusion band for immunity testing is calculated as follows:

- Lower limit of the exclusion band = lowest edge frequency of the allocated frequency band - 5%;

- Upper limit of the exclusion band = highest edge frequency of the allocated frequency band + 5%.

Illustration of the application for the 2450 MHz band as an example:

- Lower limit of the exclusion band = 2400 - 120 = 2280 MHz;

- Upper limit of the exclusion band = 2483.5 + 124.175 = 2607.675 MHz;

- Thus, the exclusion band applicable for equipment operating in the 2.4 GHz band within the scope of this standard ranges from 2280 MHz to 2607.675 MHz.

2.3.4. Narrowband receiver compliance or receiver as part of a transceiver

Apply the requirements in A.4, Appendix A of QCVN 18:2014/BTTTT.

2.3.5. Normal modulation measurement

The test modulation signal must be suitable for normal use and may include formatted data, identifying information, and error correction.

2.4. Evaluation criteria

2.4.1 General

Apply the requirements in B.1 of QCVN 18:2014/BTTTT with the following modifications.

At the time of submitting the equipment for testing, the manufacturer must provide the following information to be included in the test report:

- Frequency band allocation of the equipment and, if possible, operational bands;

- Type of equipment, e.g., standalone or radio-added equipment;

- Host equipment combined with the radio equipment for testing;

- Minimum post-test EMC quality level (see 2.5.2);

- Normal test modulation, formula, and form of error correction mechanism and any control messages such as ACK/NACK or ARQ messages.

2.4.2. Evaluation methods applicable to equipment connected to host devices and plug-in radio devices

For certain parts of the equipment that must be combined with host equipment to function properly, two alternative evaluation solutions are provided in 2.4.2.1 and 2.4.2.2. The manufacturer must declare their chosen solution.

2.4.2.1. Solution A: Combined Equipment

The combination of the radio equipment part and a specific type of host equipment is used for evaluation according to the provisions of this standard.

In the case where a specific combination between the host equipment and a radio equipment part has been tested as a combined device for compliance testing, it is not necessary to repeat the test for:

- Other combinations of host equipment and radio equipment parts, where these combinations are based on host equipment versions similar to the tested host equipment, differences in physical and electrical properties between these host equipment versions do not significantly affect immunity performance and do not cause unwanted emissions from the radio equipment part;

- The radio equipment part, where this part can only be used with adjustments in software, hardware, or electrical components when used in other host equipment different from the tested host equipment.

For all other combinations, each combination must be tested separately.

2.4.2.2. Solution B: Using a Host Device or Mounting Fixture

In cases where the radio equipment part is designed to be used with a series of host devices, the manufacturer must provide a suitable test configuration consisting either of a typical host device system for normal operation conditions or a mounting device, which test configuration must represent the types of combinations that the equipment may use. The mounting device must allow the radio equipment part to be powered and activated to operate as when connected to or integrated into the host device.

2.4.3. Evaluation procedures

The evaluation criteria must be based on:

- Maintaining functions;

- Restoring temporarily lost functions;

- The unintentional state of the EUT.

The measurement system must establish a communication link in a manner similar to that of the EUT under normal operating conditions.

User data fields in memory or stored in the EUT must be populated in a usual manner as when the EUT operates normally.

The evaluation procedure must confirm that the communication link established for testing must be maintained and the device must not lose user control functions as published by the manufacturer or user data fields.

2.4.4. Auxiliary Equipment

Requirements in Clause B.4 of QCVN18:2014/BTTTT shall apply, however, if auxiliary equipment is not within the scope of this standard, such requirements shall not apply.

2.4.5. Equipment classification

Hand-held equipment or combinations thereof declared to use vehicle power sources must be considered additionally as mobile equipment used in vehicles.

Hand-held equipment, mobile equipment, or combinations thereof declared to use AC mains power must be considered additionally as stationary equipment.

2.5.1. Quality Criteria for Continuous Phenomena applicable to Transmitters (CT) and Receivers (CR)

2.5.1. General quality criteria

Three types of quality criteria are applied in this standard:

- Criterion A applies to immunity tests against continuous phenomena;

- Criterion B applies to immunity tests against abrupt phenomena;

- Criterion C applies to immunity tests against sudden loss of supply exceeding permissible duration.

Equipment must meet the minimum quality criteria specified in the following sections.

2.5.2. Quality criteria table

NOTE 1: A reduction in quality during the test is understood as a level of degradation not lower than the minimum quality level specified by the manufacturer to ensure the equipment operates as intended. In some cases, the minimum quality level may be replaced by an acceptable level of quality degradation.

If the manufacturer does not specify a minimum quality level or an acceptable level of quality degradation, these levels may be found in product description literature or accompanying equipment documentation (including brochures and advertisements) and the level desired by the end-user when using the equipment according to specifications.

NOTE 2: No reduction in quality after the test is understood as a level of quality degradation not lower than the minimum level specified by the manufacturer to ensure the equipment operates as intended. In some cases, the known minimum quality level may be replaced by an acceptable level of quality degradation. After the test, there should be no change in operational data. If the manufacturer does not specify a minimum quality level or an acceptable level of quality degradation, these levels may be found in product description literature or accompanying equipment documentation (including brochures and advertisements) and the level desired by the end-user when using the equipment according to specifications.

2.5.3. Continuous phenomenon quality criteria applied to transmitter (CT)

Apply Criterion A.

Repeat the test when the EUT is in standby mode (if applicable) to ensure that no unwanted emissions occur. In systems using acknowledgment (ACK) messages, the transmission of ACK or non-acknowledgment (NACK) messages may occur; test procedures must be carefully conducted to accurately interpret any emissions caused by the test.

2.5.4. Intermittent phenomenon quality criteria applied to transmitter (TT)

Apply Criterion B, except for voltage tests lasting up to 100 ms and voltage interruptions lasting up to 5,000 ms, for those tests Criterion C shall apply.

Repeat the test when the EUT is in standby mode (if applicable) to ensure that no unwanted emissions occur. In systems using acknowledgment (ACK) messages, the transmission of ACK or non-acknowledgment (NACK) messages may occur; test procedures must be carefully conducted to accurately interpret any emissions caused by the test.

2.5.5. Continuous phenomenon quality criteria applied to receiver (CR)

Apply Criterion A.

When the EUT is a transceiver, the transmitter section will operate unintentionally during the test in all cases. In systems using acknowledgment (ACK) messages, the transmission of ACK or non-acknowledgment (NACK) messages may occur; test procedures must be carefully conducted to accurately interpret any emissions caused by the test.

2.5.6. Intermittent phenomenon quality criteria applied to receiver (TR)

Apply Criterion B, except for voltage tests lasting up to 100 ms and voltage interruptions lasting up to 5,000 ms, for those tests Criterion C shall apply.

When the EUT is a transceiver, the transmitter section will operate unintentionally during the test in all cases. In systems using acknowledgment (ACK) messages, the transmission of ACK or non-acknowledgment (NACK) messages may occur; test procedures must be carefully conducted to accurately interpret any emissions caused by the test.

3. PROVISIONS ON MANAGEMENT

Broadband data transmission radio equipment within the scope of regulation as stipulated in Article 1.1 must comply with technical regulations set forth in this Standard.

4. RESPONSIBILITIES OF ORGANIZATIONS AND INDIVIDUALS

Relevant organizations and individuals are responsible for implementing certification and conformity declaration regulations for broadband data transmission radio equipment and are subject to inspection by state management agencies in accordance with current regulations.

Chapter 5. ORGANIZATION OF IMPLEMENTATION

5.1. The Telecommunications Administration and Provincial Departments of Information and Communications are responsible for organizing guidance on managing broadband data transmission radio equipment in accordance with this Standard.

5.2. In cases where the provisions set forth in this Standard are changed, supplemented, or replaced, they shall be implemented according to the new document.
