Pursuant to the Law on Meteorology and Hydrology dated November 23, 2015;
Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;
On the basis of Decision No. 36/2017/NĐ-CP dated April 4, 2017, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment;
WHEREAS, Decree No. 38/2016/NĐ-CP dated May 15, 2016 of the Government detailing certain provisions of the Law on Meteorology and Hydrology;
WHEREAS, Decree No. 48/2020/NĐ-CP dated April 15, 2020 of the Government amending and supplementing certain provisions of Decree No. 38/2016/NĐ-CP dated May 15, 2016 of the Government detailing certain provisions of the Law on Meteorology and Hydrology;
Based on Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing implementation of certain provisions
WHEREAS, Decree No. 78/2018/NĐ-CP dated May 16, 2018 of the Government amending and supplementing certain provisions of Decree No. 127/2007/NĐ-CP dated August 1, 2007 detailing certain provisions for implementation of the Law on Standards and Technical Regulations;
WHEREAS, Decision No. 03/2020/QĐ-TTg dated January 13, 2020 of the Prime Minister stipulating forecasts, warnings, and dissemination of natural disaster information;

Article 2. THIS CIRCULAR SHALL TAKE EFFECT FROM JUNE 30, 2021
Article 3. THE DIRECTOR OF THE HYDROMETEOROLOGICAL GENERAL DEPARTMENT, HEADS OF MINISTRY SUBUNITS, DIRECTORS OF PROVINCE NATURAL RESOURCES AND ENVIRONMENT DEPARTMENTS UNDER CENTRAL CITY PROVINCES, AND ASSOCIATED ORGANIZATIONS AND INDIVIDUALS ARE RESPONSIBLE FOR IMPLEMENTATION OF THIS CIRCULAR./.
