CIRCULAR
Regulations on the list of waste materials temporarily suspended from trading
temporarily imported, re-exported, or transferred
Pursuant to the Law on Foreign Trade Management dated June 12, 2017;
Pursuant to Decree No. 96/2022/NĐ-CP dated November 29, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade, which has been amended and supplemented by Decree No. 105/2024/NĐ-CP of the Government dated August 1, 2024;
Pursuant to Decree No. 69/2018/NĐ-CP dated May 15, 2018 of the Government detailing certain provisions of the Law on Foreign Trade Management;
At the proposal of the Director of the Department of Import-Export;
The Minister of Industry and Trade issues this Circular stipulating the list of waste materials temporarily suspended from trading temporarily imported, re-exported, or transferred.
Article 1. Scope of Regulation
This Circular stipulates the list of waste materials temporarily suspended from trading temporarily imported, re-exported, or transferred.
Article 2. Applicability
1. Business entities participating in the temporary importation, re-exportation, or transfer of goods.
2. Organizations and management agencies for the temporary importation, re-exportation, or transfer of goods.
3. Other agencies, organizations, or individuals related to the temporary importation, re-exportation, or transfer of goods.
Article 3. List of waste materials temporarily suspended from trading temporarily imported, re-exported, or transferred
1. The list of waste materials temporarily suspended from trading temporarily imported, re-exported, or transferred is set out in the Appendix attached to this Circular.
2. The list of waste materials prescribed in Clause 1 of this Article does not apply to cases of trading transfers where goods are transported directly from the exporting country to the importing country without passing through Vietnamese customs checkpoints.
Article 4. Organization of Implementation
1. In case the referenced documents in this Circular are amended, supplemented, or replaced, they shall be implemented according to the amended, supplemented, or replacing documents.
2. During the implementation of this Circular, if any difficulties arise, business entities, agencies, organizations, or individuals concerned shall reflect them in writing to the Department of Import-Export - Ministry of Industry and Trade for resolution.
Article 5. Implementation Provisions
This Circular takes effect from January 1, 2025 until December 31, 2029./.
