JOINT MINISTRY DECREE OF THE NATIONAL PRICING COMMISSION - MINISTRY OF TRANSPORTATION
NO. 18/VGNN-GTVT/TT DATED JUNE 29, 1985 REGULATING THE LIST
OF PRODUCTS AND SERVICES FOR WHICH THE NATIONAL PRICING COMMISSION IS AUTHORIZED TO HAVE THE STATE COUNCIL APPROVE PRICES AND THE MINISTRY OF TRANSPORTATION TO DETERMINE PRICES
Pursuant to Decree No. 33-HĐBT dated February 27, 1984 of the State Council on the regulations for price management; now the joint ministries regulate the list of products and services for which the National Pricing Commission and the Ministry of Transportation determine prices as follows:

I- LIST OF PRODUCTS AND SERVICES FOR WHICH THE MINISTRY OF TRANSPORTATION PREPARES PRICE PROPOSALS TO BE SUBMITTED TO THE STATE COUNCIL FOR APPROVAL

1- Standard freight rates for cargo transportation of the following sectors: railway transport, road transport, inland waterway transport, maritime transport.

2- Standard passenger fares for the following sectors: railway transport, road transport, inland waterway transport, maritime transport.

3- Standard transit freight rates and passenger fares.

4- Standard port fees.

5- Agency fees for foreign ships entering Vietnamese ports.

6- Monthly ticket prices sold to officials, employees, and students.

7- Wholesale prices of various types of transport equipment: automobiles, locomotives, rail cars, ships, barges, and tractors.

8- Total production cost estimates (in economic and technical justifications and in technical designs) of major state construction projects according to Articles 11 and 18 of Decree No. 232-CP dated June 6, 1981 of the State Council.

9- Industry-wide circulation discounts.

II- LIST OF PRODUCTS AND SERVICES FOR WHICH THE NATIONAL PRICING COMMISSION DETERMINES PRICES

1- Detailed standard freight rates for cargo transportation of the following sectors: railway transport, road transport, inland waterway transport, maritime transport, as decided by the State Council.

2- Detailed standard passenger fares for the following sectors: railway transport, road transport, inland waterway transport, maritime transport, as decided by the State Council.

3- Detailed standard transit freight rates and passenger fares, as decided by the State Council.

4- Detailed standard port fees, as decided by the State Council.

5- Freight rates for international shipping of domestic consignors.

6- Freight rates for cargo transportation by river vessels of Class I and Class II.

7- Inspection fees for foreign ships entering Vietnamese ports.

8- Design fees.

9- Inspection fees.

10- Agency fees for transportation.

11- Factory wholesale prices, industrial wholesale prices of transport equipment, as decided by the State Council at point 7 of Section I of this Joint Ministry Circular.

12- Factory wholesale prices (industrial wholesale prices, factory wholesale prices, material wholesale prices, imported goods wholesale prices, and export goods wholesale prices) of transport equipment and mechanical loading and unloading equipment (excluding those items in the list determined by the State Council).

13- Factory wholesale prices, industrial wholesale prices, material wholesale prices of major spare parts for machinery and equipment produced by enterprises under the Ministry of Transportation.

14- Factory wholesale prices, industrial wholesale prices, material wholesale prices of various construction materials and prefabricated concrete components and steel structures serving transportation projects such as: various types of stones, wooden sleepers, concrete sleepers, railway tracks (of the Railway Administration).

III- LIST OF PRODUCTS AND SERVICES FOR WHICH THE MINISTRY OF TRANSPORTATION DETERMINES PRICES

1- Major repair prices for transportation infrastructure: railways, roads; bridges; tunnels; ports; dredging of river and sea channels.

2- Major repair prices for locomotives, rail cars, ships, tugs, automobiles.

3- Restoration prices for various types of transport equipment and transportation infrastructure.

4- Factory wholesale prices, industrial wholesale prices, material wholesale prices of various types of buoys and salvage equipment in the transportation sector.

5- Factory wholesale prices, industrial wholesale prices, material wholesale prices of accessories for transportation infrastructure projects outside the list determined by the National Pricing Commission.

6- Heavy cargo freight rates, container freight rates, tractor freight rates, towing fees for ships (river-sea ships, LASH ships).

7- Mechanical loading and unloading fees at railway stations, inland waterway ports, automobile terminals under state-owned enterprises.

8- Freight rates for special cargo.

9- Rental prices for various types of transport equipment.

10- Bridge and ferry crossing fees.

11- Based on the industry-wide circulation discount rate set by the State Council, decide the circulation discount rate for specific goods traded by the Ministry.

12- Preliminary budget estimates for project components and total project budgets authorized by the Ministry according to the regulations on basic construction management issued with Decree No. 232-CP dated June 6, 1981 of the State Council.

Comprehensive unit prices for basic construction to prepare preliminary budgets (including installation unit prices).

During the course of production and business operations, if new products arise or changes in pricing authority are required, the joint ministries will continue to supplement accordingly.

During the course of production and business operations, if new products arise or it is necessary to change the pricing decision authority, the relevant ministries shall continue to supplement.
