Pursuant to Decree No. 204/2004/NĐ-CP dated December 14, 2004 of the Government on salary regulations for cadres, civil servants, public officials, and armed forces personnel.

Article 1. Scope and Applicability
This Decision stipulates the preferential allowance system based on profession and performance allowance for artistic performers (actors) in state art units under the cultural and information sector.
Article 2. Preferential Allowance System Based on Profession for Artistic Performers (Actors)
1. The level of preferential allowance based on profession shall be as follows:
a) A preferential allowance of 20% shall apply to dancers, traditional opera actors, wind instrument players, circus performers, musical drama actors, dance drama actors, water puppetry actors;
b) A preferential allowance of 15% shall apply to Cantonese opera actors, Cheo actors, shadow puppetry actors, new song singers, folk song singers, string instrument players, percussion instrument players.
2. The preferential allowance based on profession shall be calculated based on the current salary plus leadership position allowance and seniority allowance exceeding the ceiling (if applicable).
Article 3. Performance Allowance System for Artistic Performers (Actors)
1. Training Allowance:
a) A rate of 20,000 VND per day shall apply to lead actors;
b) A rate of 15,000 VND per day shall apply to supporting lead actors;
c) A rate of 10,000 VND per day shall apply to supporting actors and service staff.
2. Performance Allowance:
a) A rate of 50,000 VND per performance shall apply to lead actors and performance art directors;
b) A rate of 40,000 VND per performance shall apply to supporting lead actors;
c) A rate of 20,000 VND per performance shall apply to supporting actors, service staff, and other personnel (including troupe leaders and assistants).
Article 4. Source of Funds
1. The source of funds for paying the preferential allowance based on profession for artistic performers shall be drawn from performance revenue; in cases where there is an imbalance, the state budget will consider providing support.
2. The source of funds for paying training allowances and performance allowances shall be drawn from program production costs and performance revenue.
When performing tasks with political significance or serving mountainous areas, remote regions, islands, the state shall fully cover the cost of performance allowances.
Article 5. Method of Payment for Preferential Allowances Based on Profession
1. The preferential allowance based on profession for artistic performers shall be paid together with monthly salary.
2. Training allowances and performance allowances shall be paid according to the number of days of training or performances.
Article 6. Effectiveness
1. This Decision shall take effect 15 days after its publication in the Official Gazette and shall replace Decision No. 174/1999/QĐ-TTg dated August 23, 1999 of the Prime Minister regarding the preferential allowance and performance allowance system for artistic performers in the cultural and information sector.
2. The preferential allowance based on profession stipulated in Article 2 of this Decision shall be effective from October 1, 2004.
Article 7. Responsibilities for Guidance and Implementation
1. The Ministry of Culture and Information shall take the lead and coordinate with the Ministry of Home Affairs and the Ministry of Finance to guide the implementation of this Decision.
2. Ministers, heads of ministerial-level agencies, heads of central government agencies, Chairpersons of provincial People's Committees, and municipal People's Committees directly under the Central Government are responsible for implementing this Decision ./.
