RESOLUTION
OF THE COUNCIL OF MINISTERS OF THE DEMOCRATIC REPUBLIC OF VIETNAM NUMBER 180 DATED SEPTEMBER 13, 1946
PURSUANT TO THE PROPOSAL OF THE MINISTER OF SOCIAL AFFAIRS,
PURSUANT TO THE REGULATIONS OF THE RELIEF ASSOCIATION SUBMITTED TO THE COUNCIL OF MINISTERS ON NOVEMBER 2, 1945.
CONSIDERING THAT THE RELIEF ASSOCIATION IS A SPECIAL CHARITY ORGANIZATION ESTABLISHED BY PRESIDENT HỒ AND ITS REGULATIONS HAVE BEEN APPROVED BY THE COUNCIL OF MINISTERS,
RESOLVES
ARTICLE 1- TO ESTABLISH A SUPERVISORY COMMITTEE COMPOSED OF THE FOLLOWING MEMBERS:

Mr. Phạm Gia Đức REPRESENTATIVE OF THE MINISTRY OF FINANCE

The Committee shall elect its own Chairman and Secretary, and shall convene meetings upon the call of the Chairman. However, the first meeting shall be convened by a representative of the Ministry of Interior.
ARTICLE 2- THE SUPERVISORY COMMITTEE SHALL HAVE THE DUTY TO REVIEW THE ACTIVITIES OF THE RELIEF ASSOCIATION IN ORDER TO GATHER EXPERIENCE FOR FUTURE APPLICATIONS.
ARTICLE 3- SPECIFICALLY, THE COMMITTEE HAS THE RIGHT TO REQUEST NECESSARY DOCUMENTS FROM HEALTH AND RELIEF AGENCIES IN THE NORTHERN REGION AND THE CENTRAL HEALTH DEPARTMENT, OR TO SUBMIT REPORTS ON MATTERS OF INTEREST. THE COMMITTEE ALSO HAS THE RIGHT TO CONTACT PRIVATE INDIVIDUALS, GROUPS, AND GOVERNMENT BUREAUS WITH INFORMATION RELATED TO THE ACTIVITIES OF THE RELIEF ASSOCIATION.
ARTICLE 4- AFTER EACH MEETING, THE COMMITTEE SHALL PREPARE A MINUTES DOCUMENT SIGNED BY ALL PRESENT MEMBERS. UPON COMPLETION OF ITS TASKS, THE COMMITTEE SHALL SUBMIT A REPORT TO THE CHAIRMAN OF THE COUNCIL OF MINISTERS.
ARTICLE 5- THE MINISTERS OF INTERIOR, FINANCE AND SOCIAL AFFAIRS ARE RESPONSIBLE FOR IMPLEMENTING THIS RESOLUTION.
