REGARDING REPORTING ON CHANGES IN FIXED ASSETS
ACCORDING TO THE FIXED ASSET MANAGEMENT PROGRAM
Dear: - Ministries, sectors and organizations at the central level
- People's Committees of provinces and centrally-administered cities.
The results of the comprehensive inventory of fixed assets as of January 1, 1998 pursuant to Decision No. 466/TTg dated July 2, 1997 of the Prime Minister have been stored and managed by the Ministry of Finance using the Fixed Asset Management Program. The Ministry of Finance has instructed all ministries, sectors, and localities (except for the Ministry of Labor, Invalids and Social Affairs, Ninh Thuận Province, and Tuyên Quang Province) to use this program to input annual increases and decreases in fixed assets of state-owned enterprises under their jurisdiction, serving asset management work and contributing to implementing Directive No. 58CT/TW dated October 17, 2000 of the Politburo on accelerating the application and development of information technology for industrialization and modernization. From 1999 onwards, many ministries, sectors, and localities have applied the Fixed Asset Management Program in their regions to promptly update changes in fixed assets at the sectoral and provincial levels and report them to the Ministry of Finance. However, some ministries, sectors, and localities have yet to implement this program for managing assets under their jurisdiction. To promote the application of information technology and develop information technology services for asset management; and to help the State promptly grasp changes in state-owned assets within the public sector, the Ministry of Finance requests ministries, sectors, and localities to direct the implementation of the following tasks:
1. Organize guidance for state-owned enterprises under their jurisdiction to prepare reports on annual increases and decreases in fixed assets in 2000 using the Fixed Asset Management Program to compile comprehensive reports on changes in fixed assets at the sectoral and provincial levels.
State-owned units that have not yet had the conditions to apply the Fixed Asset Management Program (due to lack of computers) must be entered by their directly managing superior units for reporting purposes.
2. Ministries, sectors, and localities should compile reports on changes in fixed assets at the sectoral and provincial levels to submit to the Ministry of Finance including the following contents:
- A report form on changes in fixed assets in 2000 (printed according to the model in the program) accompanied by a floppy disk containing data on increases and decreases in fixed assets.
- The deadline for submitting reports is no later than March 30, 2001.
The Ministry of Finance hopes that heads of ministries, agencies at the ministerial level, government agencies, central-level organizations, and chairpersons of provincial people's committees will direct state-owned enterprises and functional agencies under their jurisdiction to properly report on changes in fixed assets within their sectors and localities as stipulated above.
