PRIME MINISTER

Pursuant to the Government Organization Law dated September 30, 1992;

Pursuant to the Regulations on Industrial Zones, Export Processing Zones, and High-Tech Zones issued together with Decree No. 36/CP dated April 24, 1997 of the Government;

Pursuant to the Investment Management and Construction Regulation issued together with Decree No. 52/1999/NĐ-CP dated July 8, 1999 of the Government;

Considering the proposal of the People's Committee of Thai Nguyen Province at Proposal No. 15/TT-UB dated June 22, 1999, and the Ministry of Planning and Investment at Proposal No. 5174BKH/VPTĐ dated August 9, 1999.

DECISION:

Article 1: Establishing Song Cong Industrial Park I, Thai Nguyen Province.

Song Cong Industrial Park I, Thai Nguyen Province shall be organized and operated according to the Regulations on Industrial Zones, Export Processing Zones, and High-Tech Zones issued together with Decree No. 36/CP dated April 24, 1997 of the Government and shall be directly managed by the Board of Management of Industrial Parks of Thai Nguyen Province.

Article 2. Approving the investment project for construction and operation of infrastructure in Song Cong Industrial Park I, Thai Nguyen Province with the following contents:

1. Project name: Song Cong Industrial Park I, Thai Nguyen Province.

2. Investor: Transport Works Company I - Thai Nguyen Province.

3. Project objectives: To create land surfaces, construct transportation systems, electricity supply, water supply and drainage, communication facilities, waste treatment systems... to operate the created infrastructure within the industrial park.

4. Location: Song Cong City, Thai Nguyen Province.

5. Land area: The total planned area is 320 hectares, of which the first phase area is 69.37 hectares, to be confirmed when leasing procedures are carried out in accordance with the Land Law.

6. Total investment capital for the first phase: 76,985.8 million Vietnamese dong.

7. Sources of capital: Own capital, advance capital from investors, loans.

8. Investment schedule: To be implemented over a period of 5 years, starting from the date of signing the investment decision.

9. Operation period: 50 years, starting from the date of signing the investment decision.

Article 3. Transport Works Company I - Thai Nguyen Province is allowed to borrow part of the preferential capital of the State to build the infrastructure of the industrial park and enjoy financial incentives under the Law on Encouraging Domestic Investment.

Article 4. The Chairman of the People's Committee of Thai Nguyen Province is responsible for directing the investor to implement the project in accordance with current regulations; to prepare detailed planning for the industrial park to submit to the Minister of Construction for approval; to prepare a comprehensive plan for the development of external infrastructure projects to ensure synchronization with internal infrastructure projects, ensuring effective operation of the industrial park.

Article 5. THIS DECISION SHALL TAKE EFFECT 15 DAYS FROM THE DATE OF SIGNATURE.

Article 6. The Chairman of the People's Committee of Thai Nguyen Province, Ministers of Planning and Investment, Finance, Construction, Industry, National Defense, Science, Technology and Environment, Director General of the General Administration of Surveying and Mapping, Governor of the State Bank of Vietnam, Director of the Board of Management of Industrial Parks of Vietnam, Director of the Board of Management of Industrial Parks of Thai Nguyen Province (to be established later), Director of Transport Works Company I - Thai Nguyen Province, Heads of relevant agencies within their respective functions and powers are responsible for implementing this Decision./.
