Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Ordinance on Protection of State Secrets dated December 28, 2000;
Pursuant to Decree No. 33/2002/NĐ-CP dated March 28, 2002 of the Government detailing the implementation of the Ordinance on Protecting State Secrets.
Considering the proposal of the Minister of Posts and Telecommunications and the Minister of Public Security,

Article 1. The list of state secrets classified as Top Secret in the Posts and Telecommunications sector, Telecommunications and Information Technology includes:
1. Information, documents, plans, strategies, master plans, development plans regarding posts and telecommunications and information technology for national security, defense, homeland defense, and important national projects; plans for mobilization and response to war and emergency situations.
2. Information, documents about high-level negotiations, contacts between Vietnam and foreign countries or international organizations on posts and telecommunications and information technology that have not been publicly announced by both parties.
3. Information, documents using information, documents belonging to the list of state secrets classified as Top Secret from other agencies.
Article 2. This Decision shall take effect fifteen days after its publication in the Official Gazette and shall replace Decision No. 620/TTg dated December 28, 1993 of the Prime Minister on the list of state secrets in the Posts and Telecommunications sector.
Article 3. The Minister of Posts and Telecommunications and the Minister of Public Security shall be responsible for guiding and supervising the implementation of this Decision.
Article 4. The Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of provincial People's Committees under the direct jurisdiction of the central government shall be responsible for implementing this Decision./.
