- This Decision takes effect from January 15, 2009, and the regimes and policies stipulated in this Decision shall be implemented from January 1, 2009 (Article 4.1).
- The Commander of the Border Guard Force shall report the list to the General Staff Department for verification of the number of personnel entitled to the regime under this Decision annually (Article 4.2).

REGARDING THE IMPLEMENTATION OF REGIME FOR OFFICERS AND PROFESSIONAL SOLDIERS BELONGING TO THE BORDER GUARD FORCE PERFORMING ENHANCED TASKS IN BORDER COMMUNITIES WITH SPECIAL DIFFICULT ECONOMIC AND SOCIAL CONDITIONS

Pursuant to the Law on Issuance of Regulatory Legal Documents dated November 12, 1996, amended and supplemented some articles on December 16, 2002;
Pursuant to Decision No. 257/2006/QĐ-TTg dated November 9, 2006 of the Prime Minister promulgating regulations on frequency band allocation for economic and social purposes, national defense, and security;
Pursuant to Decree No. 204/2004/NĐ-CP dated December 14, 2004 of the Government on the Salary System for Civil Servants, Public Officials, and Military Personnel;
On the basis of the characteristics and nature of the tasks of officers and professional soldiers belonging to the Border Guard Force performing enhanced tasks in border communities with special difficult economic and social conditions;
At the proposal of the Director of the Political General Department,
DECISION:
Article 1. Scope of application
Officers and professional soldiers belonging to the Border Guard Force performing enhanced tasks in border communities with special difficult economic and social conditions.
Article 2. Benefits to be enjoyed
In addition to the benefits currently being enjoyed according to existing regulations, the above-mentioned subjects shall also enjoy the following benefits:
1. An allowance for concurrent duties equal to 10% of the rank salary, grade level plus leadership position allowance and seniority allowance exceeding the ceiling (if applicable).
2. Annual health subsidy increased; if the period of performing enhanced tasks is six months or more, they will be subsidized for thirty days each year; from three to less than six months each year, they will be subsidized for fifteen days. The daily subsidy amount is 25,000 dong.
Article 3. Funding Assurance
The funding for the aforementioned benefits shall be included in the annual regular budget estimate of the unit.
Article 4. Organization of Implementation
1. This Decision shall take effect fifteen days from the date of signature;
The benefits and policies stipulated in this Decision shall be implemented from January 1, 2009.
2. The Commander of the Border Guard Force may use the forces within the establishment to assign appropriate positions to perform enhanced tasks in border communities with special difficult economic and social conditions; annually, report the list to the General Staff Department for verification of the number of personnel entitled to benefits under this decision.
3. The Director of the Political General Department, the Commander of the Border Guard Force, and the commanders of relevant agencies and units are responsible for implementing this Decision./.
