DECISION OF THE MINISTER OF FINANCE
Issuing the fee for issuing export certificates and Certificate of Origin Form Afor footwear products
On the basis of Decree No.: 15-CP dated March 2, 1993 of the Government onthe tasks, authorities, and responsibilities of State management of Ministriesand ministerial-level agencies.
THE MINISTER OF FINANCE
On the basis of Decree No.: 178-CP dated October 28, 1994 of the Governmenton the tasks, authorities, and organizational structure of the Ministry ofFinance;
On the basis of Decree No. 04/1999/ND-CP dated January 30, 1999 of theGovernment on fees and charges under the State budget;
On the basis of Circular No. 707/CP-QHQT dated July 12, 1999 of theGovernment approving the results of market access negotiations with the EU;
After receiving the opinion of the Ministry of Trade (Circular No. 4575TM/TCKT dated October 13, 2000) and according to the proposal of the DirectorGeneral of the General Department of Taxation,
Issuing the fee for issuing export certificates (E/C) and Certificate of Origin(C/O) Form A for footwear products exported to the EU market as follows:
DECISION:
Article 1:1. Fee for issuing export certificate (E/C): VND 10,000 per certificate.
2. Fee for issuing Certificate of Origin Form A (C/O Form A): VND 40,000 percertificate.
3. Fee for reissuing certificate: VND 10,000 per certificate.
The subjects required to pay the fees at the rates prescribed in Article 1 ofthis Decision are organizations and individuals producing, processing, andtrading in footwear products exported to the EU market when they are issuedexport certificates and Certificate of Origin Form A for footwear products bycompetent State authorities in accordance with the provisions of the Law.
Article 2:Competent authorities issuing export certificates and Certificate of OriginForm A for footwear products exported to the EU market shall be responsible forcollecting fees as prescribed in this Decision, retaining 10% (ten percent) ofthe total amount of fees collected before remitting it to the State budget forcosts related to the collection of fees in accordance with the regulations of theMinistry of Finance; the remaining amount (90%) must be remitted to the Statebudget in accordance with Circular No. 54/1999/TT-BTC dated May 10, 1999 of theMinistry of Finance guiding the implementation of Decree No. 04/1999/ND-CP datedJanuary 30, 1999 of the Government on fees and charges under the State budget.
Article 3:This Decision takes effect fifteen days from the date of signature; Abolishingall provisions on the collection, payment, and management of fees for issuingexport certificates and Certificate of Origin Form A for footwear productsexported to the EU market that are contrary to this Decision.
Article 4:Organizations subject to the obligation to pay fees for issuing exportcertificates and Certificate of Origin Form A for footwear products exported tothe EU market, units collecting fees under the Ministry of Trade, and relevantagencies are responsible for implementing this Decision./.
Article 5:Organizations subject to payment of fees for export certificates and Form Aorigin certificates for footwear exported to the EU market, and fee collectionunits under the Ministry of Trade and relevant agencies shall be responsiblefor implementing this Decision./.
