Regarding the adjustment of administrative boundaries of communes, establishment of communes and towns in the districts of Bao Lac, Thong Nong, Trung Khanh, Phuc Hoa, Cao Bang Province

THE GOVERNMENT
Pursuant to the Law on Government Organization dated December 25, 2001.
Considering the proposal of the Minister of Home Affairs and the Chairman of the People's Committee of Cao Bang Province,
DECREE
Article 1. The administrative boundaries of communes, establishment of communes and towns in the districts of Bao Lac, Thong Nong, Trung Khanh, Phuc Hoa, Cao Bang Province are adjusted as follows:
1. Establishing Kim Cuoc Commune under Bao Lac District based on adjusting 4,431 hectares of natural area and 2,649 population from Hong Tri Commune.
Kim Cuoc Commune has 4,431 hectares of natural area and 2,649 population.
Administrative boundary of Kim Cuoc Commune: East borders with Hung Dao Commune, Hung Thinh Commune, Phan Thanh Commune; West borders with Vinh Quang Commune, Bao Lam District; South borders with Hung Thinh Commune, Bao Lac District and Vinh Phong Commune, Bao Lam District; North borders with Hong Tri Commune.
2. Expanding Bao Lac Town under Bao Lac District based on adjusting 304 hectares of natural area and 498 population from Hong Tri Commune; 215 hectares of natural area and 162 population from Thuan Ha Commune.
Bao Lac Town has 1,103 hectares of natural area and 3,447 population.
Administrative boundary of Bao Lac Town: East borders with Co Ba Commune, Khanh Xuan Commune; West borders with Hong Tri Commune; South borders with Phan Thanh Commune, Hong Tri Commune; North borders with Thuan Ha Commune.
3. Establishing Hung Thinh Commune under Bao Lac District based on adjusting 4,424 hectares of natural area and 2,270 population from Hung Dao Commune.
Hung Thinh Commune has 4,424 hectares of natural area and 2,270 population.
Administrative boundary of Hung Thinh Commune: East borders with Hung Dao Commune; West borders with Vinh Phong Commune, Bao Lam District; South borders with Son Lo Commune, Bao Lac District and Thai Son Commune, Bao Lam District; North borders with Kim Cuoc Commune.
4. Establishing Son Lap Commune under Bao Lac District based on adjusting 4,369 hectares of natural area and 2,014 population from Son Lo Commune.
Son Lap Commune has 4,369 hectares of natural area and 2,014 population.
Administrative boundary of Son Lap Commune: East borders with Son Lo Commune; West borders with Yen Tho Commune, Bao Lam District; South borders with Bang Thanh Commune, Nhan Mon Commune, Bac Kan Province; North borders with Thai Son Commune, Bao Lam District.
5. Establishing Can Nong Commune under Thong Nong District based on adjusting 2,338 hectares of natural area and 1,652 population from Can Yen Commune.
Can Nong Commune has 2,338 hectares of natural area and 1,652 population.
Administrative boundary of Can Nong Commune: East borders with Can Yen Commune; West borders with Xuan Truong Commune, Bao Lac District; South borders with Luong Thong Commune; North borders with the People's Republic of China.
6. Establishing Ngoc Con Commune under Trung Khanh District based on adjusting 2,367.63 hectares of natural area and 2,226 population from Ngoc Khe Commune.
Ngoc Con Commune has 2,367.63 hectares of natural area and 2,226 population.
Administrative boundary of Ngoc Con Commune: East borders with Ngoc Khe Commune; West borders with Phong Nam Commune; South borders with Ngoc Khe Commune, Phong Nam Commune; North borders with the People's Republic of China.
7. Establishing Hoa Thuan Town under Phuc Hoa District based on the entire 2,204 hectares of natural area and 4,356 population of Hoa Thuan Commune.
Hoa Thuan Town has 2,204 hectares of natural area and 4,356 population.
Administrative boundary of Hoa Thuan Town: East borders with the People's Republic of China; West borders with Luong Thien Commune, My Hung Commune; North borders with Da Son Commune, Dai Tien Commune; South borders with Ta Lung Town.
After adjusting the administrative boundaries:
Hong Tri Commune remains with 3,957 hectares of natural area and 3,078 population.
Thuan Ha Commune remains with 6,338 hectares of natural area and 3,596 population.
Hung Dao Commune remains with 3,540 hectares of natural area and 2,861 population.
Son Lo Commune remains with 5,355 hectares of natural area and 2,559 population.
Bao Lac District has 91,797 hectares of natural area and 47,206 population, including 17 direct administrative units, namely the communes of Xuan Truong, Khanh Xuan, Co Ba, Bao Toan, Coc Pang, Hong An, Huy Giai, Dinh Phung, Thuan Ha, Hung Dao, Hung Thinh, Son Lo, Son Lap, Hong Tri, Kim Cuoc, Phan Thanh and Bao Lac Town.
Can Yen Commune remains with 2,600 hectares of natural area and 1,971 population.
Thong Nong District has 35,761 hectares of natural area and 22,849 population, including 11 direct administrative units, namely Thong Nong Town and the communes of Da Thong, Luong Can, Binh Lang, Thanh Long, Yen Son, Ngoc Dong, Luong Thong, Vi Guang, Can Yen, Can Nong.
Ngoc Khe Commune remains with 2,810.37 hectares of natural area and 2,695 population.
Trung Khanh District has 46,872 hectares of natural area and 50,122 population, including 20 direct administrative units, namely Trung Khanh Town and the communes of Phong Nam, Ngoc Chung, Lang Yen, Lang Hieu, Kham Thanh, Canh Tien, Duc Hong, Trung Phuc, Cao Thang, Thong Hue, Dao Cong, Than Gia, Dinh Minh, Phong Chau, Chi Yen, Dam Thuy, Dinh Phong, Ngoc Khe, Ngoc Con.
Phuc Hoa District has 25,193 hectares of natural area and 22,609 population, including 9 direct administrative units, namely Hoa Thuan Town, Ta Lung Town and the communes of Dai Son, Hong Dai, Cach Linh, Trieu Au, My Hung, Tien Thanh, Luong Thien.
Article 2. This Decree takes effect 15 days after its publication in the Official Gazette. All previous regulations contrary to this Decree are abolished.
Article 3. The Minister of Home Affairs, the Chairman of the People's Committee of Cao Bang Province and the Heads of relevant agencies are responsible for implementing this Decree./.
