Considering the proposal of the Director of the National Agricultural Extension Center at Circular No. 284/CV-HCTC dated June 18, 2007 regarding the adjustment of agricultural extension models in 2007.

Article 1. Assign the Director of the Department of Agriculture and Rural Development of provinces and cities to decide on the adjustment and change of agricultural extension models implemented within their respective provinces, including: implementation locations, scale, seed varieties, and technical materials.
The adjustment and change must comply with the principle: Implementing in accordance with the orientation for agricultural and rural development set by the Ministry; not exceeding the total budget allocated and not altering the detailed contents of the models (already approved by the Ministry); following current financial regulations, economic and technical norms of agricultural extension programs issued by the Ministry, and adhering to technical procedures.
Article 2. Within fifteen days from the date of the decision to change, the Department of Agriculture and Rural Development must issue a written notice to the Ministry of Agriculture and Rural Development (National Agricultural Extension Center).
Article 3. The Head of the Ministry's Office, the Director of the National Agricultural Extension Center, the Directors of the Departments of Agriculture and Rural Development of provinces and cities, and the Heads of related units shall be responsible for implementing this decision.
