PRIME MINISTER

Pursuant to the Government Organization Law dated September 30, 1992;

Pursuant to Resolution No. 07/NQ-TW dated November 28, 1998 of the Politburo on the organization of the Vietnam People's Army from now until 2005;

Pursuant to Decree No. 41/CP dated July 5, 1996 of the Government on the functions, powers, tasks, and organizational structure of the Ministry of National Defense;

Based on the proposal of the Minister of National Defense.

DECISION:

Article 1. Establish the Science and Technology Center for Military Technology under the Ministry of National Defense based on the reorganization and restructuring of the Military Technical Institute and other technical institutes of the Ministry of National Defense.

Article 2. The Science and Technology Center for Military Technology shall have the task of organizing scientific and technological research, applying advanced science and technology to serve military construction, national defense consolidation, and contributing to the country's industrialization and modernization.

Article 3. The Science and Technology Center for Military Technology under the Ministry of National Defense shall have the following specific tasks and powers:

1. Organize activities for scientific and technological research in military science and technology according to the State's and the Ministry of National Defense's guidelines.

2. Implement the application of new scientific and technological achievements into testing and production to serve national defense and security tasks.

3. Study fundamental and modern scientific issues as a basis for developing new technological processes to enhance the technological capacity and level of specialized defense fields.

4. Coordinate with competent agencies inside and outside the military in technology transfer and implementation of assigned scientific and economic-technical tasks.

5. Build and develop scientific and technological potential to better meet the needs of scientific research and technology deployment.

6. Train Doctoral candidates and participate in training Master's degree holders for scientific and technological staff. Participate in training scientific resources for military academies and officer schools.

7. Participate in formulating policies for the development of science and technology for the Ministry of National Defense.

8. Carry out cooperation in science and technology with domestic and foreign research institutions, and participate in economic activities related to the Center's professional functions and tasks as prescribed by the State and the Ministry of National Defense.

Article 4. The Minister of National Defense shall specify the organizational structure and staffing of the Science and Technology Center for Military Technology.

Article 5. The Science and Technology Center for Military Technology under the Ministry of National Defense shall have legal personality, its own seal and bank account, with headquarters in Hanoi and a branch in Ho Chi Minh City.

Article 6. The Science and Technology Center for Military Technology continues to use the name established by Decision No. 58/CT dated March 13, 1989 of the Council of Ministers (now Prime Minister).

Article 7. This Decision takes effect 15 days from the date of signature. All previous regulations contrary to this Decision are abolished.

Article 8. The Minister of National Defense, ministers, heads of ministerial-level agencies, heads of government-affiliated agencies, chairpersons of provincial people's committees directly under the central government are responsible for implementing this Decision./.
